Short answer

To import frozen fish from Bangladesh, write a line-by-line specification that fixes species by scientific name, form, size grade, freezing method and net weight basis, then shortlist processors that already pack that species and form. Verify the plant and its market status, approve a pre-shipment sample from the actual production, classify whole fish in heading 0303 and fillets in 0304, agree the reefer and inspection plan, and build the landed cost before bulk production.

Key takeaways

  • Whole frozen fish is classified in heading 0303 and frozen fillets in heading 0304: 0303.23 for tilapias, 0303.24 for catfish including pangasius and 0303.25 for carp, and 0304.61 and 0304.62 for frozen tilapia and catfish fillets.

  • There is no single typical MOQ, price or transit time for frozen fish, so confirm each one in writing for your exact species, form, size grade, net weight basis, route and shipment date.

  • Certification is market-specific: the EU requires an authorised country, an approved establishment and a health certificate, while the United States requires processor HACCP controls and importer verification records instead of a per-shipment health certificate.

  • In the United States schedule opened for this guide, Revision 16 (2026), the general rate on the main Bangladeshi whole-fish and fillet lines is Free, and Bangladesh has duty-free access to the EU under Everything But Arms and 0 percent tariffs on 99.8 percent of products in the UK under DCTS Comprehensive Preferences, subject to origin rules.

To import frozen fish from Bangladesh, start with the species and the form, not with a price. An order can combine whole hilsa, whole carp, pangasius and tilapia, as whole fish, gilled and gutted fish or fillets, each with its own size grade, glaze, packing and tariff line.

The Harmonised System is an international commodity classification of approximately 5,000 six-digit product categories, organised by chapters, headings and sub-headings, and countries subdivide the six-digit categories further for their own tariffs.1 In the United States schedule, frozen fish excluding fillets sits in heading 0303 and frozen fillets sit in heading 0304.2 That split, and the market rules behind it, decide whether a consignment clears.

This guide is for importers, wholesalers, retailers and food-service buyers in the United States, the United Kingdom, the European Union and the United Arab Emirates. It states no typical minimum, price or transit time, because none has a single figure across species, forms and destinations. Why source frozen fish from Bangladesh

Finfish exports from Bangladesh are mostly white fish with bones of local varieties, sold mainly to the Bangladeshi diaspora, and carp and hilsa are among the fish exported to Bangladeshis living abroad, primarily in the Middle East and the United Kingdom.3 The same reporting states that over ninety-five percent of finfish exports are white fish of local varieties, and that Bangladesh primarily exports hilsa, tilapia and pangas alongside shrimp.3 A frozen fish order therefore belongs with a plant whose current production already handles your species in your form, not with a shrimp-only plant or a trader placing your order into an unknown plant.

Buyers group the range in three ways. The freshwater group covers the carps, including rohu, catla and mrigel, together with pangasius, sold as pangas, and tilapia. The hilsa group is a single-species trade: hilsa is the national fish of Bangladesh and is bought whole, often for diaspora retail and food service.3 The sea fish group covers marine species packed whole or as steaks. Forms cut across all three groups: whole round, whole gilled and gutted, headless and gutted, steaks, and fillets, skin-on or skinless, as blocks or individually quick frozen. Name the group, species and form on every line, because a quote for whole carp and a quote for pangasius fillets describe different raw material, yield and work. For hilsa, confirm at order stage that export is permitted for your shipment window.

Find and verify suppliers

Where should you start the search?

Start with a specification, not with plant names. Write down every line first: common and scientific name, form (whole round, whole gilled and gutted, headless and gutted, steaks, or fillets with skin and bone treatment named), size grade, freezing method, glaze percentage and whether weights are quoted glazed or net of glaze, test limits, packing, labelling, and the destination port. Then shortlist processors whose current range already includes that species and form. Send every candidate the identical specification and ask for the same reply format: species and form assumed, size grade, net weight basis, price inclusions, validity and minimum per species and per form. Browse suppliers on Exportain and compare your approach with the frozen seafood sourcing guide.

How do you verify a supplier before you pay?

Verification has three layers. The first is company documents: trade licence, export registration and association membership where applicable, checked so that name, address and bank account name agree across every document. For an export consignment, the plant also works through the Department of Fisheries, whose e-certification system covers licences, health certificates and additional health certificates as per the importing country's requirements, together with sample collection, inspection and test reports.4 The Fish Inspection and Quality Control route inside that system is the inspection route for fish: check that the plant named on the certificate is the plant packing your order.

The second layer is capability: species handled, monthly packing capacity by form, freezing and cold store capacity, and which recent production in your species and form the plant can show.

The third layer is payment discipline. Keep payments to the company account named in the documents, never to a personal account, and verify any change of bank details separately. Read how supplier verification works on Exportain for what document and photo checks cover. A badge on Exportain is a review of documents and photos, not a factory inspection or a guarantee.

MOQ, pricing and samples

What is the typical MOQ for frozen fish from Bangladesh?

There is no single typical minimum order quantity for frozen fish from Bangladesh. The minimum is set per species, per form and usually per size grade, because a plant packs each combination as its own production run and a shipment is built up to a reefer container load. Ask each supplier how its minimum splits by species, form, size grade and packing, and whether mixed loads across lines are accepted.

How is the price built, and how should you compare quotes?

Raw material is usually the largest cost element in frozen fish, followed by processing, freezing, glazing, testing, packing and cold storage. Form changes the yield: a kilogram of whole fish, a kilogram of gilled and gutted fish and a kilogram of skinless fillets start from different raw material quantities, so the three prices are not comparable per kilogram. Size grade and glaze change the comparison again, because large and small fish are priced as different lines, and glazed and net weights describe different amounts of fish.

Compare quotes on the same basis: same species by scientific name, form, size grade, net weight basis, glaze, delivery term and packing.

Which samples do you need, and how do you approve them?

Work in stages. A first sample shows whether the plant can grade, prepare and freeze your species in your form. A pre-shipment sample, drawn from the actual production packed for your order, is the sample you approve before the container is sealed.

Test the samples as your customers will use them: thaw under your own protocol, check the count per carton against the declared size grade, weigh the thawed product against the declared net weight, and check species identity against the label, gutting and gill removal on whole and gutted lines, and bone and skin finish on fillet lines. Check for dehydration, freezer burn and odour after thawing. Approve in writing.

Quality control and certifications needed

Which quality checks are specific to frozen fish?

Against the approved sample and specification, check species by common and scientific name, form, size grade and size uniformity, net weight and glaze percentage, and consistency across cartons. Then check the product itself: completeness of gilling, gutting and scaling where specified, fillet trimming and skin and pin-bone treatment where fillets are specified, dehydration and freezer burn, broken fish, and foreign matter. Species identity is a check in its own right: the United States Food and Drug Administration runs DNA testing on fish with a history of being misidentified, to check the accuracy of market names on labels.5 Temperature is also a check in its own right: record the product and container temperature at loading and on arrival, and agree in advance what happens if it is outside your specification.

Laboratory testing belongs in the specification, not as an afterthought. Name the tests your market requires, the laboratory, and who pays, and agree that results are available before shipment. The Department of Fisheries e-certification route includes sample collection, inspection and test reports alongside the health certificate,4 so align your private testing with the official sampling.

Agree the inspection method and defect limits before production. ISO 2859-1:2026 defines a system of acceptance sampling plans for inspection by attributes, and its summary states that AQL stands for acceptance quality limit, the maximum average percentage of defective items considered acceptable during random sampling, used to determine sample sizes and acceptance and rejection thresholds.6 Inspect in stages, during processing and again on packed cartons. See the acceptance quality limit and pre-shipment inspection guides.

Which certifications do you actually need?

No single certificate covers every frozen fish order, and the requirement follows your destination market. For the European Union, imports of fishery and aquaculture products for human consumption must comply with general health requirements related to health approval by an authorised country, an approved establishment, health certificates, and health control.7 Your plant must therefore be an approved establishment for the EU market and the consignment must travel with the health certificate for that market.4

For the United States, the structure is different. The United States Food and Drug Administration does not require a processor or exporter of seafood to obtain or include health certificates with each shipment of product to the United States, and it does not maintain a list of processors for that market in the way the EU system does.8 Instead, under the seafood HACCP regulation, HACCP controls are required for foreign processors of fish and fishery products intended for the United States market, and United States importers must take steps to verify that their foreign suppliers meet the requirements of the regulation.8 The FDA guidance on fish and fishery products hazards and controls is intended to assist processors in developing their Hazard Analysis Critical Control Point (HACCP) plans, by helping them identify the hazards associated with their products and formulate control strategies.5 As a United States buyer, your verification file is therefore the compliance document: the processor's HACCP plan, its written guarantee, and inspection or lot certification records, kept ready to show.

Private schemes sit on top of these market rules, not in place of them. Name any scheme or audit your customer requires in the specification, ask for the matching certificate, and check its scope, product covered, site address and date. A certificate for a different plant, species or form does not cover your consignment.

Incoterms, shipping and transit time

Which delivery term should a first order use?

The Incoterms 2020 rules set out, for each rule, where delivery takes place, and risk passes from seller to buyer at the same point and time as delivery.9 Under FOB, CFR and CIF the seller must place the goods on board the vessel.9 On customs, in all rules but EXW the seller must carry out export formalities, and in all rules but DDP the buyer must carry out import formalities.9 The same ICC Academy summary notes that the four sea rules, FAS, FOB, CFR and CIF, are only intended for port-to-port bulk or break-bulk shipments and are not suitable for container shipments, because a container is handed to the carrier before it is on board.9

Frozen fish moves in reefer containers, so for a first order weigh FOB at the Bangladeshi port against FCA at the named terminal. Under FOB, the plant delivers the goods on board and your forwarder handles the sea leg. Under FCA, delivery happens when the goods are handed to your carrier, which matches how containerised cargo moves. Write the reefer set point and temperature recording into the order, because the delivery term alone does not settle cold-chain handling. See the best Incoterm for importing frozen seafood from Bangladesh.

How long does shipping take?

There is no single typical transit time for frozen fish from Bangladesh. Sea freight in a reefer container is the standard route for commercial orders and it takes weeks rather than days, varying by port, routing, transshipment and season. Plan from your forwarder's current sailing schedule, and add clearance and delivery.

Import duty, taxes and documents

How is frozen fish classified for duty?

Duty follows the classification of each line in your destination tariff, not the supplier's product name. Whole frozen fish, excluding fillets and other fish meat of heading 0304, sits in heading 0303, and frozen fillets sit in heading 0304.2 Inside heading 0303, tilapias sit in 0303.23, catfish, including Pangasius spp., sit in 0303.24, and carp, including Catla catla and Labeo spp., sit in 0303.25.2 Sea bass sits in 0303.84 and other fish, including hilsa and other shad, sit in 0303.89.2 Inside heading 0304, frozen fillets of tilapias sit in 0304.61, frozen fillets of catfish, including Pangasius spp., sit in 0304.62, and frozen fillets of other fish in that freshwater group sit in 0304.69.2 A whole carp, a whole hilsa and a pangasius fillet in one order therefore sit on three different lines. Confirm the full national code for each line before you price or ship. The Netherlands Chamber of Commerce (KVK) makes the general point: customs classifies products using HS codes and commodity codes, each code is unique, and using the correct code matters because it determines which import duties apply and whether you need permits or certificates.10

What import duty applies?

Your rate depends on your market, each line's subheading, the origin and any preference in force on the entry date. In the United States schedule opened for this guide, Revision 16 (2026), the general rate is Free for tilapias (0303.23.00), catfish (0303.24.00), carp (0303.25.01), sea bass (0303.84.00) and other fish (0303.89.00), and for frozen fillets of tilapias (0304.61.00), catfish (0304.62.00) and other fish in the freshwater fillet group (0304.69.00).2 One line is an exception: sardines, sardinella, brisling or sprats (0303.53.00) carry a general rate of 1.1 cents per kilogram in the same schedule.2 Confirm the current rate and any additional measures for your entry date with your broker before you price.

In the European Union, the Everything But Arms scheme is a special arrangement for least developed countries, granting full duty-free and quota-free access to the EU Single Market for all products except arms and ammunition.11 In the United Kingdom, the Developing Countries Trading Scheme guidance lists Bangladesh in the Comprehensive Preferences tier, with 0 percent import tariffs on 99.8 percent of products, being all products except arms and ammunition.12 A preference depends on the goods meeting the origin rules of the scheme, so agree the proof of origin at order stage. Import VAT or sales tax is separate from duty: often recoverable for a registered business, but a cash cost at clearance.

Which documents do you need for clearance?

The standard import set is the commercial invoice, packing list, bill of lading, and proof of origin where a preference is claimed. For the European Union, add the health certificate and confirm that the establishment is approved for that market before shipment.7 For the United States, the FDA does not require a health certificate with each shipment,8 but your importer verification records must be complete and available. The invoice should name each line plainly, for example frozen whole gilled and gutted hilsa or frozen skinless pangasius fillets, with common and scientific name, form, size grade, net weight basis, quantities, unit prices and the delivery term, on its own line.

Step-by-step import checklist: how to import frozen fish from Bangladesh

  1. Write the specification line by line: common and scientific name, form, size grade, freezing method, glaze and net weight basis, test requirements, labelling and packing.

  2. Classify every line, from heading 0303 for whole frozen fish and heading 0304 for frozen fillets, and confirm each full code, duty and market requirement with your broker.2

  3. Confirm the market route before you shortlist: approved establishment and health certificate for the European Union,7 or processor HACCP verification records for the United States.8

  4. Shortlist processors whose range includes your species and form, and request comparable quotes on the identical specification.

  5. Verify the chosen supplier: company documents, plant approval status, the health certificate route through the Department of Fisheries,4 and freezing and cold store capacity.

  6. Order samples in stages, thaw and test them for species identity, size grade, net weight, glaze and condition, then approve a pre-shipment sample from the actual production.

  7. Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan with AQL and defect limits, laboratory tests, reefer set point, labelling, packing and shipment date.

  8. Inspect during processing and again on packed cartons against the approved sample before the container is sealed.

  9. Ship with the temperature record running, clear customs with the confirmed code for each line and the health certificate where your market requires one, and reconcile the actual landed cost.
