Short answer

To import socks from Bangladesh to France, settle the French entry first: importer of record, EORI number, French VAT number and reverse-charge route, and textile producer responsibility through Refashion. Then specify each sock in pairs, verify the knitter, approve a pre-production sample in production yarn, classify each style in heading 6115, and confirm duty and origin with your broker before the goods sail.

Key takeaways

  • Socks sit in heading 6115: 6115.94 for wool, 6115.95 for cotton, 6115.96 for synthetic fibers and 6115.99 for other materials, with the supplementary unit in pairs. Confirm the full code and the current rate for your entry date.

  • Under Everything But Arms, Bangladesh has duty-free, quota-free access to the EU for all products except arms and ammunition, subject to origin rules and a statement on origin. The third-country rate on the lines opened for this guide is 12 percent.

  • Before the goods reach France, settle the EORI number, the French VAT number and reverse-charge import VAT at the 20 percent standard rate in metropolitan France, French-language fiber labels, and Refashion textile producer responsibility.

  • There is no single typical MOQ, price or transit time for socks. Confirm each one in writing for your exact style, fiber mix, color and size run, and agree the inspection plan and AQL values before production.

A French sock import succeeds or fails on the French entry before it succeeds or fails at the factory. Settle who acts as importer of record, how French import VAT will be handled, whether the exporter can support a zero-duty claim, and how the socks will be labelled in French and covered for textile producer responsibility. The factory then decides whether each pair is comfortable, matched and durable.

This guide is for buyers in France who buy socks for retail, wholesale, private label, workwear, sport or baby ranges, and for buyers who clear goods in France and move them onward. Bangladesh, as a least developed country, benefits from the European Union Everything But Arms arrangement, which grants duty-free, quota-free access for all exports except arms and ammunition.1 That preference depends on origin rules and proof of origin.

Why source socks from Bangladesh

France adds buyer-side duties that do not appear in a factory quotation. Labelling must be in French, and textile producer responsibility must be settled before the first retail sale.

Socks are bought, classified, inspected and sold in pairs. The tariff heading for socks counts the supplementary unit in pairs, and the heading page opened for this guide lists the sock lines with "pa (Number of pairs)" as the supplementary unit.2 Two socks that differ in shade, length or cuff tension are not one pair. Write price, inspection and packing per pair: pairs per style, colour, size run and carton.

Bangladesh supplies socks within a textile trade that dominates its exports to the European Union. The European Commission reports that textiles accounted for almost 94 percent of European Union imports from Bangladesh in 2025, and that exports benefiting from Everything But Arms preferences reached 19 billion euros in 2024 at a 96 percent utilisation rate.1 Those figures describe the trade as a whole, not socks alone. They show the preference system is used at scale, and a supplier who cannot explain its proof of origin is not ready for a French order.

Find and verify suppliers

What belongs in the pair specification?

Write the pair before you write to any supplier. A complete specification names the style; the length and size run; the fiber mix by percentage; the heel and toe construction; the cuff type, depth and tension; cushioning, grip dots or arch support where wanted; colours and any pattern; the packing unit; and the label wording in French. Baby and toddler socks need a separate line, because testing expectations for the youngest wearers are stricter.

Send every candidate the identical specification and ask for the same reply format. Browse suppliers on Exportain and read how to import from Bangladesh for the wider process before you narrow the list.

How do you shortlist sock suppliers for France?

Shortlist knitting factories whose current range already includes socks in your construction and fiber mix. A supplier that knits only tights or gloves works to a different pattern and packing routine. Ask for the machine gauge range, daily pair capacity by style, and dyeing and finishing route. A finished pair from current production shows cuff recovery, heel shape, toe seam finish and shade consistency better than a catalogue photograph.

What checks come before the first payment?

Verification has three layers. The first is company documents: trade licence, export registration and any association membership, checked so that the company name, address and bank account name agree across every document. The second is capability: pair capacity, gauge range, dyeing and finishing route, and a pair from current production in a construction close to yours. The third is payment discipline: keep payments to the company account named in the documents, and verify any change of bank details through a separate channel. On Exportain, supplier profiles carry document and photo review badges: a review of documents and photos, not a factory inspection or a guarantee. Read how to buy before you commit to a supplier.

MOQ, pricing and samples

What is the typical MOQ for socks from Bangladesh?

There is no single typical minimum order quantity for socks from Bangladesh. The minimum is set per style and usually per colour and size run, because yarn is dyed in batches, machines are set up per construction, and a size run is knitted as a set. Ask each supplier how its minimum splits by style, colour, size run and packing unit, and record the split in writing.

What moves the price per pair?

Fiber is usually the largest cost element, followed by knitting time, dyeing and finishing, heel and toe work, packing and the factory margin. A finer gauge, a longer leg, a cushioned sole, grip dots and a complex pattern each add machine time. Ask what each price is based on, in writing, and compare quotes on the same basis: same pair, same fiber mix, same size run, same packing, same delivery term and same testing. See the socks price guide and the socks MOQ guide for the cost and minimum detail behind this section.

Which samples prove the pair?

Work in stages. A development sample shows whether the factory can knit the construction, shape the heel and close the toe. A pre-production sample, made in the actual production yarn, colours and finish, is the sample you approve for bulk. Test the samples as your customers will wear them: wear both socks of a pair, wash them following your care wording, and measure them again after washing. Check that the two socks match in length, shade and cuff tension and that the toe seam does not press. Approve in writing and keep one sealed counter-sample of each style.

Quality control and certifications needed

Which pair checks catch the failures customers notice?

Check against the approved sample and your specification, pair by pair: finished length, foot length and cuff depth, heel shape and placement, toe seam finish, cuff tension and recovery, and any cushioning or grip specified. Check shade: both socks in a pair must come from the same dye batch. A lot can pass sock by sock and still fail as pairs if shade or length drifts between the two socks in a pack.

Agree the inspection method before production. ISO 2859-1 specifies an acceptance sampling system for inspection by attributes, indexed by acceptance quality limit (AQL), intended to induce a supplier to maintain a process average at least as good as the specified AQL.3 Agree in the purchase order which inspection level applies, which AQL values apply to each defect class, and what counts as a critical, major and minor defect for socks, leaving the acceptance numbers to the sampling plan. Inspect in stages: inline during knitting and finishing, and a final random inspection on packed goods. See the socks quality control checklist and the AQL guide for the method in full.

What do French labels require?

Fiber labelling applies to every sock. A multi-fiber sock must be labelled or marked with the name and percentage by weight of all constituent fibers in descending order, subject to the limited derogations for small fiber shares set out in the same article.4 Agree the wording at sampling stage and check that the percentages match the yarn actually knitted. The same regulation requires the labelling to be provided in the official language or languages of the Member State where the products are made available to the consumer, unless that Member State provides otherwise.4 For France, that means French.

Which certifications should you ask for, and which can you skip?

No single certificate covers every sock order. Name any requirement your customer sets in the specification, ask for the matching report or certificate, and check its scope, product covered, issuing body and date.

OEKO-TEX STANDARD 100 is the scheme buyers most often name for substance testing. It covers textiles tested for harmful substances, with stricter requirements the more intensive the skin contact.5 Product Class 1 covers products for babies and children up to three years and has the strictest requirements and limit values; Product Class 2 covers products with direct skin contact, such as bed linens, and is the class that fits most adult socks.5 A certificate is issued for one year.5 When a supplier claims the label, ask for the certificate number and the product class and confirm the class matches your end wearer.

Incoterms, shipping and transit time

Which delivery term fits containerised socks?

Incoterms 2020 rules define where delivery takes place and where risk passes from seller to buyer, and each rule also sets out costs, transport contracting, insurance in some cases, and export and import formalities.6 For socks shipped in containers, weigh FCA against FOB. Under FCA, the seller delivers when the goods are handed to the carrier at the agreed place, and FCA suits any mode of transport.6 Under FOB, the seller delivers once the goods are loaded onto the vessel at the named port of shipment, and FOB is for maritime or inland waterway transportation only.6 A container is handed to the carrier before it is loaded on board, so the FCA handover matches how containerised socks actually move. See the Incoterms guide for the full comparison.

How long does shipping take?

There is no single typical transit time for socks from Bangladesh. Sea freight is the standard route for bulk orders and it takes weeks rather than days, varying by port, routing, transshipment and season. Plan from your forwarder's current sailing schedule, and keep production time separate. Confirm pairs per carton, carton dimensions and weight in the specification, because socks are light for their volume.

Le Havre and Marseille-Fos are the usual French container gateways. Choose by final destination and onward transport cost, and name the discharge port in the booking and the purchase order. If the goods will move onward to another European Union country after clearing in France, tell your broker at order stage.

Import duty, taxes and documents

What import duty applies to socks from Bangladesh?

Duty follows the classification of each style in the destination tariff. Heading 6115 covers pantyhose, tights, stockings, socks and other hosiery, including graduated compression hosiery, knitted or crocheted.2 Everyday socks sit in the "Other" group: 6115.94 for wool or fine animal hair, 6115.95 for cotton, 6115.96 for synthetic fibers, and 6115.99 for other textile materials.2 Graduated compression hosiery sits separately in 6115.10.2 See the HS code guide for socks for the classification steps.

The heading page opened for this guide shows a date of trade of 28 March 2026 and a third-country duty of 12.00 percent on the 6115.94, 6115.95, 6115.96 and 6115.99 lines, and 8.00 percent on the synthetic graduated compression line 6115.10.10.2 Confirm the current line and rate for your entry date with your broker. Under Everything But Arms, Bangladesh benefits from duty-free, quota-free access for all products except arms and ammunition, subject to the origin rules.1 Do not price a French order at 12 percent or at zero until your broker has confirmed the line, the origin position and the proof for your entry date.

What must be in place before the goods reach France?

Three items must exist before clearance. First, the importer of record must hold an EORI number: a unique number that allows customs to identify economic operators, which must be quoted on customs declarations.7 An operator established in the European Union applies in the Member State where it is resident, while an operator from a third country is registered by the first Member State in which it lodges a customs declaration.7

Second, the importer must hold a French VAT number and handle import VAT by reverse charge. Any company subject to VAT in France that carries out imports must collect the VAT on importation on its VAT return, and the amount is pre-filled on the return from the customs clearance information.8 The pre-filling takes effect on the 14th of each month, and the return must be filed no later than the 24th.8 A buyer on the simplified regime cannot use the reverse charge in the same way and should take tax advice.8 Third, the standard TVA rate is listed as 20 percent in metropolitan France.9 Import VAT is separate from duty: a zero-duty shipment can still carry a material import VAT entry on the return.

How does the statement on origin work?

The REX system is based on self-certification: registered exporters issue statements on origin on the invoice or another commercial document.10 To make out a statement, an exporter must be registered by the competent authorities of its country of origin.10 For consignments under 6,000 euros, a statement on origin can be made with no obligation for registration.10 Agree the proof at order stage. If the statement is missing, wrong or inconsistent, the preference can be refused at clearance and duty charged at the third-country rate. A binding origin information decision, binding on the holder and on European Union customs authorities and normally valid for three years, may be worth seeking for a repeat range.10

Which documents do you need for clearance?

The standard import set is the commercial invoice, packing list, bill of lading or air waybill, and proof of origin where a preference is claimed. The invoice should name each style plainly, with fiber composition, size run, pairs per pack, quantities in pairs, unit prices per pair and the delivery term, on its own line. Quantities, weights and carton counts must agree across every document. Your broker will also need the EORI number, the French VAT number and the customs value basis agreed in the contract.

What does Refashion EPR add to a French sock order?

If you place new clothing on the French market for retail purposes, you must contribute to the prevention and end-of-life management of those products, and Refashion states that it is the only eco-organisation for the clothing, household linen and footwear sector.11 The requirement dates from 1 January 2007, based on the principle that the polluter pays.11 In practical terms you have two routes: organise your own approved system, or join an approved eco-organisation and make a financial contribution.11 Settle which route applies before the first French sale. The fee is a buyer-side cost of selling in France, not a factory cost. Confirm the current fee and reporting duties with Refashion or your adviser: this guide states no fee figure.

Landed cost example

A landed cost is the full cost of one pair, ready to sell from your French warehouse, excluding import VAT handled by reverse charge. Every number below is an example figure only, and duty is shown at zero only because the example assumes a qualifying Everything But Arms shipment, confirmed by the broker.

Example figures: 10,000 pairs of cotton crew socks with cushioned sole, FOB Chattogram, sea freight to Le Havre, duty at the example EBA rate only.

Step-by-step import checklist

  1. Settle the French entry first: importer of record, EORI number, French VAT number and reverse-charge route, and Refashion EPR route, with your broker and tax adviser.

  2. Write the pair specification style by style: style, length, size run, fiber mix, heel and toe, cuff, colours, packing and French label wording.

  3. Classify every style from heading 6115, starting from 6115.94, 6115.95, 6115.96 and 6115.99 for everyday socks, and confirm each code and proof of origin with your broker.

  4. Shortlist sock knitters whose range includes your construction, and request comparable quotes on the identical specification and delivery term.

  5. Verify the chosen supplier: company documents, pair capacity, gauge range, dyeing and finishing route, and a pair from current production.

  6. Order samples in stages, wear and wash them as a pair, check shade and cuff recovery after washing, then approve a pre-production sample of each style in production yarn.

  7. Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan, labelling, packing, statement on origin and shipment date.

  8. Inspect during production and again on packed goods, ship to the named French port, clear customs, and reconcile the actual landed cost per pair.

FAQs

What is the typical MOQ for socks from Bangladesh?

There is no single typical minimum. It is set per style and usually per colour and size run, because yarn is dyed in batches, machines are set up per construction, and a size run is knitted as a set. Ask each supplier how its minimum splits, and record the split in writing.

How long does shipping take?

Production time and transit time are separate, and neither has a single typical figure. Sea transit takes weeks rather than days and varies by port, routing and season. Plan from your forwarder's current sailing schedule.

What import duty applies?

Duty follows the confirmed classification of each style, the origin position and the proof of origin. Everyday socks sit in heading 6115: 6115.94, 6115.95, 6115.96 and 6115.99 by fiber.2 Under Everything But Arms, Bangladesh benefits from duty-free, quota-free access, subject to the origin rules.1 Confirm the current line, rate and origin proof for your entry date with your broker.

How do I verify a supplier?

Check company documents first, so that name, address and bank account agree across the trade licence, export registration and invoices. Then check capability: pair capacity, gauge range, dyeing and finishing route and recent sock production. Keep payments to the company account named in the documents, and approve a pre-production sample of each style before bulk production.
