How to Import Batteries From Bangladesh in 2026: Complete Buyer Guide
How to import batteries from Bangladesh: specification, supplier checks, samples, HS 8506 and 8507 duty, lithium transport and landed cost.
Short answer
To import batteries from Bangladesh, fix the chemistry, voltage, capacity and format for each model, then shortlist manufacturers or pack assemblers that already make that chemistry. Verify the supplier, check the UN 38.3 test summary for lithium models, approve a tested pre-production sample, classify each model in heading 8506 or 8507, agree the delivery term and dangerous goods packing, and build the landed cost before bulk production.

Key takeaways
Batteries split into heading 8506 for primary cells and batteries and heading 8507 for rechargeable storage batteries, split by chemistry, and the split decides the duty line.
United States general rates in the schedule opened for this guide are 2.7 percent across heading 8506, 3.5 percent for lead-acid and 2.5 percent for nickel-cadmium in 8507, and 3.4 percent for nickel-metal hydride, lithium-ion and other storage batteries.
Lithium batteries move as Class 9 dangerous goods: UN 3480 on their own and UN 3481 with or in equipment by air, with standalone lithium-ion batteries at a state of charge not exceeding 30 percent.
There is no single typical MOQ, price or transit time for batteries, so confirm each one in writing for your exact chemistry, capacity, format, route and shipment date.
Bangladesh has duty-free access to the European Union under Everything But Arms and 0 percent tariffs on 99.8 percent of products in the United Kingdom under DCTS Comprehensive Preferences, subject to origin rules.
To import batteries from Bangladesh, start with the chemistry and the application, not with a generic battery. One order can combine lead-acid starter batteries, tubular batteries for backup power, primary cells and lithium-ion packs, and each group carries its own tariff line, safety file and transport rule.
The Harmonised System is an international commodity classification of approximately 5,000 six-digit product categories, organised by chapters, headings and sub-headings, and countries subdivide the categories further for their own tariffs.1 Batteries sit in two headings of Chapter 85: heading 8506 covers primary cells and primary batteries, and heading 8507 covers electric storage batteries, including separators, and their parts.2 That split decides the duty line and much of the transport file.
This guide is for importers, distributors and wholesalers in the United States, the United Kingdom, the European Union and the United Arab Emirates. It states no typical minimum, price or transit time, because none has a single figure across chemistries and destinations.

Why source batteries from Bangladesh
Bangladesh has a large domestic battery market built first on lead-acid production. Prothom Alo reported that the annual market for all battery types is worth around Tk 150 billion, that lithium-ion accounts for Tk 20 billion to Tk 25 billion of it, and that lead-acid batteries still dominate.3 Depth sits in lead-acid lines first: starter batteries, batteries for three-wheelers, and tubular batteries for inverter, uninterruptible power supply and solar storage use.
Lithium-ion supply is newer and is being built in two different ways, which matters for origin and for your specification. Prothom Alo reported that Walton Hi-Tech Industries has established a lithium-ion cell plant in Chandra, Gazipur, with annual capacity of 10 million cells and investment of Tk 1.13 billion so far.3 The same report states that PRAN-RFL Group has established a lithium-ion battery pack plant in Habiganj with an annual production capacity of 60,000 battery packs, initially importing lithium-ion cells, with local value addition initially at around 20 percent.3 A pack assembled in Bangladesh from imported cells and a battery made from cells produced in Bangladesh are different offers: ask where the cells come from, where the pack is assembled, and which stage the supplier itself performs.
Find and verify suppliers
Where should you start the search?
Start with a specification, not with factory names. Write down every line first: chemistry as your choice, primary or rechargeable, nominal voltage, rated capacity in ampere-hours and, for lithium batteries, the watt-hour rating, dimensions, weight, terminal type, quantity per model and packing. The watt-hour rating of a lithium cell or battery is calculated by multiplying the rated capacity in ampere-hours by the nominal voltage.4 Then shortlist manufacturers and assemblers whose current range already includes that chemistry and format. A lead-acid plant is not a close substitute for a lithium pack assembler, because plate production, formation and acid filling use different operations from cell sorting, pack assembly and battery management system fitting.
Send every candidate the identical specification and ask for the same reply format.
How do you verify a supplier before you pay?
Verification has three layers. The first is company documents: trade licence, export registration and association membership where applicable, checked so that name, address and bank account name agree across every document. The second is capability: which production stages happen at the site, monthly capacity in your chemistry and format, cell source for packs, and recent batteries in your format shown from current production.
The third layer is the transport and safety file. For lithium batteries, ask for the test summary for the exact model before you commit: since 1 January 2020, manufacturers and subsequent distributors of cells, batteries and equipment powered by them must make available the test summary specified in sub-section 38.3 of the United Nations Manual of Tests and Criteria.4 Keep payments to the company account named in the documents, and verify any change of bank details separately. Read how supplier verification works on Exportain for what document and photo checks cover. A badge is a review of documents and photos, not a factory inspection or a guarantee, and Exportain is not a party to the goods contract.
MOQ, pricing and samples
What is the typical MOQ for batteries from Bangladesh?
There is no single typical minimum order quantity for batteries from Bangladesh. The minimum is set per model, because lead-acid batteries are formed in batches by plate and case size and lithium packs are built per cell format and battery management system configuration. Ask each supplier how its minimum splits by model, chemistry, capacity and private-label variant.
How is the price built, and how should you compare quotes?
For lead-acid batteries, the main cost elements are lead, plates, separators, case and acid, formation charging, testing, packing and margin. For lithium-ion packs, they are the cells, the battery management system, housing, assembly, testing, packing and margin. Two quotes can differ because one assumes a lower real capacity, a lighter plate set, a simpler battery management system, or standard packing where your route needs dangerous goods packing. Compare quotes on the same basis and ask each supplier to state what is excluded.
Which samples do you need, and how do you approve them?
Work in stages. A first sample shows whether the supplier can build the model to your rating plate. A pre-production sample, in production chemistry, case, label and packing, is the one you approve for bulk.
Test the samples against your specification, not by appearance. Measure dimensions and weight, check terminal type and polarity marking, and run a capacity discharge test at the rate your rating is based on. For lead-acid samples, check specific gravity and open-circuit voltage after charge where your programme requires it. For lithium packs, check the battery management system protection functions you specified and that the sample model matches the test summary model. Approve in writing and keep one sealed counter-sample of each model.
Quality control and certifications needed
Which quality checks are specific to batteries?
Against the approved sample and specification, check identity first: chemistry, model, voltage, rated capacity, dimensions, weight and terminal type, on the battery and on the rating plate. Then check performance on a sample from the lot: delivered capacity on a discharge test at the agreed rate, and voltage consistency across units. Check construction and finish: case cracks, bulging or leakage, terminal tightness, label accuracy, batch code and packing.
Agree the inspection method and defect limits before production. ISO 2859-1:2026 defines acceptance sampling plans for inspection by attributes, and its summary states that AQL, acceptance quality limit, is the maximum average percentage of defective items considered acceptable during random sampling, used to determine sample sizes and acceptance and rejection thresholds.5 Inspect in stages, during production and on packed goods. See the acceptance quality limit and pre-shipment inspection guides.
Which safety standards and files apply to batteries?
For transport, the central file for lithium batteries is the test summary under sub-section 38.3 of the United Nations Manual of Tests and Criteria: every lithium cell and battery design must pass those tests before it moves under the normal transport rules.4 Ask for the summary for the exact model and check that its manufacturer, laboratory and model description match the batteries you are buying.
For product safety, portable sealed secondary cells and batteries are covered by the IEC 62133 series. IEC 62133-1:2026 specifies requirements and tests for the safe operation of portable sealed secondary nickel cells and batteries containing alkaline electrolyte, under intended use and reasonably foreseeable misuse.6 The IATA guidance lists IEC 62133 among the IEC standards that give guidance for battery ratings and safety.4 Name the standard your market requires, ask for the matching test report, and check its scope, model and date. A report for a different cell or pack does not cover yours.
Which market rules apply in the European Union?
Regulation (EU) 2023/1542 lays down requirements on sustainability, safety, labelling, marking and information for batteries placed on the Union market, and it applies to all categories of batteries, from portable and starting, lighting and ignition batteries to light means of transport, electric vehicle and industrial batteries.7 Two duties shape your buying file now. The CE marking must be affixed visibly, legibly and indelibly to the battery before it is placed on the market, or, where the nature of the battery does not allow that, to the packaging and accompanying documents.7 From 18 February 2027, each light means of transport battery, each industrial battery over 2 kWh and each electric vehicle battery placed on the market must have an electronic record, the battery passport, accessible through a QR code.7 If you import those categories, agree at order stage who creates the passport data.
Incoterms, shipping and transit time
Which delivery term should a first order use?
The Incoterms 2020 rules set out, for each rule, where delivery takes place, and risk passes from seller to buyer at the same point and time as delivery.8 Under FOB, CFR and CIF the seller must place the goods on board the vessel.8 In all rules but EXW the seller must carry out export formalities, and in all rules but DDP the buyer must carry out import formalities.8 The same ICC Academy summary notes that FAS, FOB, CFR and CIF are only intended for port-to-port bulk or break-bulk shipments and are not suitable for container shipments.8
For a first container order, weigh FOB at the Bangladeshi port against FCA at the named terminal: under FCA, delivery happens when the goods are handed to your carrier, which matches how containerised cargo moves.
How are lithium batteries classified for transport?
Lithium batteries are classified in Class 9, miscellaneous dangerous goods, for air transport. The IATA guidance assigns UN 3480 to lithium-ion batteries shipped on their own, UN 3481 to lithium-ion batteries contained in equipment or packed with equipment, UN 3090 to lithium metal batteries on their own, and UN 3091 to lithium metal batteries contained in equipment or packed with equipment.4 The packing instruction follows the configuration: 965 on their own, 966 packed with equipment, and 967 contained in equipment.4 Power banks are classified as batteries, under UN 3480 or UN 3090.4
Two air limits decide most bookings. Lithium-ion batteries shipped on their own under Packing Instruction 965 must be shipped at a state of charge not exceeding 30 percent of their rated capacity, and a higher state of charge needs the approvals described in the guidance.4 Lithium metal batteries packed by themselves under Packing Instruction 968 are forbidden for transport as cargo on passenger aircraft.4
How do the sea rules differ?
Sea freight is the standard route for bulk battery orders, and lithium-ion cells and batteries move by sea under the IMDG Code. The CINS guidelines for shipping lithium-ion cells in containers address cells classified under UN 3480 and UN 3481, and set the packing by condition: P903 for new cells that have passed UN 38.3 testing, P908 for damaged or defective cells, and P909 for cells for disposal or recycling.9 Damaged or defective cells move under special provision 376, and cells for disposal or recycling under special provision 377.9 Special provision 188 can exempt shipments from parts of the Code when its conditions are met, including a watt-hour rating of not more than 20 Wh per lithium-ion cell and 100 Wh per battery.9 Your forwarder confirms the current IMDG edition and carrier acceptance before loading.
How long does shipping take?
There is no single typical transit time for batteries from Bangladesh. Sea transit takes weeks rather than days and varies by port, routing and season, and dangerous goods acceptance can add booking time. Keep production, approval and transit time as three separate lines in your plan, and work from your forwarder's current sailing schedule. Confirm gross weight in the specification, because batteries are heavy and a payload limit can be reached before the space is full.
Import duty, taxes and documents
How are batteries classified for duty?
Duty follows the classification of each model in your destination tariff, not the supplier product name. Primary cells and batteries sit in heading 8506, split by chemistry: 8506.10 manganese dioxide, 8506.30 mercuric oxide, 8506.40 silver oxide, 8506.50 lithium, 8506.60 air-zinc and 8506.80 other, with parts in 8506.90.2 Storage batteries sit in heading 8507, which covers electric accumulators, including separators, and their parts: 8507.10 lead-acid for starting piston engines, 8507.20 other lead-acid, 8507.30 nickel-cadmium, 8507.50 nickel-metal hydride, 8507.60 lithium-ion and 8507.80 other, with parts in 8507.90.2 Confirm the full national code for each model before you price or ship.
What import duty applies?
Your rate depends on your market, each model subheading, the origin and any preference in force on the entry date, so there is no single rate for a whole battery order. In the United States schedule opened for this guide, Revision 9 (2026), every line in heading 8506 carries a general rate of 2.7 percent, including manganese dioxide, lithium and other primary cells and batteries, and their parts.2 In heading 8507, lead-acid batteries in 8507.10 and 8507.20 carry 3.5 percent, nickel-cadmium in 8507.30 carries 2.5 percent, and nickel-metal hydride in 8507.50, lithium-ion in 8507.60 and other storage batteries in 8507.80 carry 3.4 percent, with parts at 3.5 percent for lead-acid parts in 8507.90.40 and 3.4 percent for other parts in 8507.90.80.2 Read those figures as schedule lines in that revision and confirm the current rate before you commit to a selling price.
In the European Union, the Everything But Arms scheme is a special arrangement for least developed countries, granting full duty-free and quota-free access to the EU Single Market for all products except arms and ammunition.10 In the United Kingdom, the Developing Countries Trading Scheme lists Bangladesh in the Comprehensive Preferences tier, with 0 percent import tariffs on 99.8 percent of products, being all products except arms and ammunition.11 The Netherlands Chamber of Commerce (KVK) adds that each HS code and commodity code is unique, and using the correct code matters because it determines which import duties apply and whether you need permits or certificates.12 A preference depends on origin rules, so for a pack assembled from imported cells, settle origin at order stage. Import VAT is separate from duty: often recoverable, but a cash cost at clearance.
Which documents do you need for clearance?
The standard import set is the commercial invoice, packing list, bill of lading or air waybill, and proof of origin where a preference is claimed. The invoice should name each model plainly, for example lead-acid starter battery 12 V or lithium-ion pack with its watt-hour rating, with chemistry, voltage, capacity, quantities, unit prices and the delivery term, on its own line, keeping each chemistry group on separate lines matching their classifications. For lithium shipments, add the UN 38.3 test summary for each model and the dangerous goods declaration where required. Quantities, weights and carton counts must agree across every document, and test summary model names must match invoice model names.
Landed cost example (table)
A landed cost is the full cost of one battery, ready to sell. Every number below is an example figure only.
Example figures: 2,000 lead-acid starter batteries, FOB Chattogram, sea freight to a United States port, duty at the 3.5 percent general rate for heading 8507.10 as an example calculation only.
Cost element | Example figures (per battery) | How to obtain your figure |
|---|---|---|
Product price, FOB | $42.00 | Confirmed pro forma invoice |
International freight | $6.30 | Forwarder quote divided by batteries shipped |
Insurance | $0.35 | Policy or forwarder quote |
Duty | $1.47 | Broker calculation from confirmed codes and rates |
Port, clearance and broker fees | $1.10 | Broker invoices divided by batteries |
Local delivery to warehouse | $0.85 | Local carrier quote divided by batteries |
Total landed cost | $52.07 | Sum of all lines above |
Import VAT or sales tax is not included, because its treatment depends on your market and tax position. Work the calculation twice: at quote stage and again after shipment. See landed cost for imports from Bangladesh for the full method.
Step-by-step import checklist
Write the specification model by model: chemistry, voltage, rated capacity and, for lithium batteries, the watt-hour rating, dimensions, weight, terminal type and packing.
Classify every model from heading 8506 for primary cells and batteries and heading 8507 for storage batteries, and confirm each full code and duty with your broker.
Shortlist manufacturers or pack assemblers whose range includes your chemistry and format, and request comparable quotes on the identical specification.
Verify the chosen supplier: company documents, production stages at the site, cell source for packs, and the UN 38.3 test summary for lithium models.
Order samples in stages, measure and capacity-test them, then approve a pre-production sample of each model.
Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan with AQL, and shipment date.
Confirm the transport file before production ends: UN number and packing instruction for each lithium line, packing, marks and carrier acceptance.
Inspect during production and again on packed goods against the approved samples, checking ratings, rating plates and packing.
Ship, clear customs with the confirmed code for each model, and reconcile the landed cost.
