Short answer

An FOB batteries price in Bangladesh covers costs only up to loading on board a vessel at a named port. Ask for the goods value, packing, inland transport, origin handling and loading as separate lines, price ocean freight, insurance and destination costs separately, confirm the HS heading and chemistry rules in writing, and compare quotations only on the same port, packing and specification.

Key takeaways

  • FOB covers costs only up to loading on board a vessel at a named port, and the buyer pays ocean freight, insurance and destination costs after loading.

  • Ask for the FOB price broken into goods value, packing, inland transport, origin handling and loading, and compare quotations only on the same port, packing and specification.

  • Weight and port change the FOB unit price even when the battery is unchanged, so state gross weight, packing and the named port on every enquiry.

  • Lithium transport rules, including the UN 38.3 summary and state-of-charge limits, apply to lithium batteries only, and lead-acid and dry-cell buyers need forwarder confirmation in writing for their chemistry.

  • Exportain verification is a document and photo review, not a factory inspection, and a badge does not replace sample, packing or order inspection.

A battery quotation that reads "FOB Chittagong" gives a price up to one precise point, loading on board a vessel at a named port, and leaves everything after that point to you. This guide teaches how to read a free on board (FOB) quotation line by line, so two quotations from Bangladesh can be compared on the same basis.

FOB is one of the 11 rules published by the International Chamber of Commerce under Incoterms 2020, which allocates cost, risk and obligations for each rule.1 Under FOB, the seller delivers the goods on board the vessel nominated by the buyer at the named port of shipment, having cleared them for export, and risk transfers to the buyer once the goods are on board.2 FOB is a sea and inland waterway rule only.2

Every figure in the worked examples is labelled as an example figure. The examples show structure and arithmetic only, not market prices, typical FOB figures, or quotations.

Why this matters for buyers and sellers

For a buyer, the FOB price is the last price at which the seller still carries the risk. After loading, the buyer carries the risk for the ocean transit, and pays ocean freight, marine insurance, unloading, import clearance and onward transport at destination.2 Comparing a FOB quotation with a CIF quotation without adjusting for freight and insurance, or comparing two FOB quotations that name different ports, packing or specifications, compares two different baskets.

For a seller, the FOB price must absorb everything up to loading: export packaging, export clearance, inland transport to the origin port, origin handling and loading on board.2 A seller far from the port carries a longer inland leg, and a heavy lead-acid order carries a weight-driven handling cost that a light dry-cell order does not. The cheapest FOB unit price is therefore not always the cheapest landed cost.

Step-by-step: how it works

  1. Fix the specification first. State chemistry, rechargeable or not, voltage, capacity, cell or pack format, terminal type, and the standard or test report you require.

  2. Name the port and the rule in full. Write "FOB Chittagong, Incoterms 2020", rather than "FOB" alone. The port decides which inland leg sits inside the seller price.1

  3. Ask for the FOB price broken into parts. Ask for the goods value, export packing, inland transport, origin handling and loading as separate lines. A lump sum cannot be checked.

  4. Ask your forwarder, not the seller, for all costs outside FOB. Get ocean freight, insurance, destination unloading, import clearance, destination duty and tax, and destination inland transport for the same specification and quantity. No destination tariff schedule was opened for this guide, so ask your customs broker for the duty and tax position for your market and classification.

  5. Confirm classification before you confirm the price. Heading 8506 covers primary cells and primary batteries, including manganese dioxide, mercuric oxide, silver oxide, lithium and air-zinc types.3 Heading 8507 covers electric accumulators, including separators and ancillary components such as connectors and circuit protection devices.3 Ask for the proposed heading and have your broker confirm it.

  6. Get transport confirmation for your chemistry in writing. For lithium batteries, ask for the UN 38.3 test summary and carrier acceptance before you confirm. For lead-acid and dry-cell batteries, ask your forwarder to confirm in writing which rules apply to your exact chemistry and format.

  7. Confirm samples, inspection and the order in writing. Approve a sample in your actual specification and packing, agree the inspection point, and put the port, Incoterm with year, specification, packing, quantity and FOB breakdown on the purchase order.

Costs, timelines and documents

What are the typical costs and timelines?

There are no typical costs or timelines that this guide can state as fact. Each seller prices the goods, packing, inland leg and handling for your specification, quantity and port, and each forwarder prices freight and insurance for your route and shipment size. Ask for production ready, packing complete, inland movement, loading and vessel departure dates as separate lines.

Example figures: goods value 10,000 units of currency for 10,000 units, export packing 400, inland transport 350, origin handling 180, and loading 120. The FOB total in this example is 11,050, or 1.1050 per unit. Change any one line and the unit price changes, which is the point of asking for the breakdown.

Example figures for the port effect: the same goods value of 10,000 with inland transport of 350 gives a FOB total of 11,050, while inland transport of 900 gives 11,600. Ask the seller to state gross weight, net weight, carton count, dimensions and pallet format, so the forwarder prices freight on the packing that will actually ship.

Which documents are needed?

For export clearance in Bangladesh, goods shall not be loaded or shipped for export unless an export declaration, known as the Bill of Export or Shipping Bill, is submitted to Customs and approved.4 The documents enclosed with the Bill of Export for all export consignments include the export letter of credit, or where there is none, the approved export contract, purchase order or export guarantee, the commercial invoice, the packing list, the EXP form certified by an Authorized Dealer, the certificate of origin, the VAT registration certificate, and the Taxpayer Identification Number.4

For a battery order, add the specification sheet, the test report for the standard you named, the safety data sheet where the carrier requires it, and the forwarder written confirmation for your chemistry.

Bangladesh-specific rules and tips

Keep one legal name across every paper. The export declaration specifies the goods, value, exporter, foreign buyer or importer, and transport operator.4 The name on the trade licence, quotation, proforma invoice, payment account and Bill of Export should match, because a mismatch is a clearance delay that no FOB price can fix.

Name the port, and check the packing. A quotation saying FOB Bangladesh, without a port, leaves the inland leg undefined. If a seller quotes from another port, ask for a requote from your port, or adjust for the inland difference in writing. Export packing must survive inland movement, port handling, loading and an ocean voyage, so ask for the carton and pallet specification.2

Treat the container question as a term question. Under FOB, the seller carries risk until the container is on board, but on a containerised shipment the buyer forwarder often controls the container from the factory gate, and factory to port damage can become an insurance dispute.2 The same source advises considering FCA (Free Carrier) for containerised cargo loaded at the seller facility, because FCA transfers risk at carrier handover.2 If your batteries move in a factory-collected container, ask your forwarder whether FCA suits the move better.

Do not generalise lithium rules to other chemistries. A 2026 carrier checklist notes a 30 percent state-of-charge limit as a strict requirement for lithium batteries packed with equipment, and a verified state of charge of less than 30 percent at handover for the packing instructions it covers.5 A UN 38.3 test summary is also required for lithium battery shipments in that checklist.5 Those statements are about lithium batteries only. For lead-acid orders, ask about acid containment, terminal protection, weight, ventilation and carrier acceptance for that format. For dry-cell orders, ask about short-circuit protection, moisture-proof packing, and carrier acceptance. Get forwarder confirmation for your chemistry, in writing, for your format.

Check the standard that fits your battery. Primary batteries are standardised under BS EN IEC 60086-1 for dimensions, nomenclature and marking, while BS EN IEC 60086-4 covers safety of primary lithium batteries and BS EN IEC 60086-5 covers safety of batteries with aqueous electrolyte.6 Portable sealed secondary cells are covered by BS EN 62133-1 for nickel systems and BS EN 62133-2 for lithium systems.6 Ask which standard the supplier test report covers, and confirm it matches your chemistry and format.

Mistakes and red flags

What are the most common mistakes?

Comparing FOB quotations from different ports. The inland leg sits inside FOB, so a different port is a different price. Compare only quotations naming the same port, or adjust for the inland difference.

Comparing a FOB price with a CIF price as if they were the same. Under FOB the buyer pays ocean freight and insurance after loading.2 Under CIF the seller pays freight and minimum insurance to the destination port, while risk still passes on board at origin.

Using FOB for air freight or a factory-collected container without checking the term. FOB is a sea and inland waterway rule only.2 For air freight, or for a factory-handed container, ask the forwarder whether FCA or another any-mode rule fits the move.

Accepting a lump-sum FOB price. A single figure hides whether packing, inland transport or handling drives the price. Ask for the breakdown on every quotation, and keep it on the purchase order.

Carrying a lithium transport rule across to other chemistries. The 30 percent state-of-charge limit and UN 38.3 summary cited above are lithium battery requirements.5 Get chemistry-specific confirmation in writing.

Treating a profile or a badge as a factory inspection. Verification on Exportain is a document and photo review, not a factory inspection. A badge records what was reviewed, and does not replace sample, packing or order inspection.

Skipping the packing check. Transit damage usually traces to packing, terminal protection or moisture protection, not to the cell itself. Approve the carton, pallet and terminal protection on the sample shipment.

FAQs

What should I know first about batteries?

Know the chemistry and format before you ask for a price, because chemistry decides classification, packing and transport rules. Primary cells and primary batteries sit under heading 8506, while electric accumulators sit under heading 8507.3 A lead-acid starter battery, a dry-cell pack and a lithium-ion pack differ for classification, packing and carrier acceptance, even at the same voltage.

What are the typical costs and timelines?

There are no typical costs or timelines that can be stated as fact, because each seller prices the goods, packing, inland leg and handling for your specification, quantity and port. Inside FOB, the seller pays packaging, clearance, inland transport, origin handling and loading, while the buyer pays freight, insurance, unloading, clearance, duties and destination inland transport.2 Ask for timelines as separate lines: production ready, packing complete, inland movement, loading and vessel departure.

Which documents are needed?

The export set for Bangladesh is the Bill of Export, the export letter of credit or, where there is none, the approved export contract, purchase order or export guarantee, the commercial invoice, the packing list, the EXP form, the certificate of origin, the VAT certificate and the Taxpayer Identification Number.4 Add the specification sheet, the test report for the standard you named, the safety data sheet where required, and the forwarder written confirmation for your chemistry.

What are the most common mistakes?

The most common mistakes are comparing FOB quotations from different ports, comparing a FOB price with a CIF price without adjusting for freight and insurance, using FOB for air freight or a factory-collected container without checking the term, accepting a lump-sum FOB price, and carrying a lithium transport rule across to other chemistries. FOB is a sea and inland waterway rule only, risk transfers on board at the named port, and the buyer pays everything after loading.2 The UN 38.3 summary and state-of-charge limit cited above apply to lithium batteries, not to other chemistries generally.5
