Short answer

To import solar panels from Bangladesh to Spain, choose the gateway first, then build the Spanish importer file before loading. The importer needs an EORI number for EU customs clearance, the seller's REX statement on origin for GSP preference, and module papers showing IEC 61215 and IEC 61730 compliance with the EU declaration of conformity. Valencia suits eastern and central Spain; Algeciras suits the south and onward Atlantic routes. Duty and Spanish VAT are broker-confirmed lines, never assumed.

Key takeaways

  • Pick the gateway by final destination: Valencia for eastern and central Spain, Algeciras for the south and Atlantic onward routes.

  • An EORI number is mandatory for EU customs clearance, and the importer holds one valid number at a time.

  • GSP preference needs a statement on origin from a REX-registered exporter; the statement stays valid for 12 months.

  • Module papers must name the exact model and factory, with IEC 61215 and IEC 61730 evidence and the EU declaration of conformity.

Spain is a straightforward solar import market when the file is built in the right order: gateway first, importer file second, loading last. Most delays on this lane come from reversing that order: containers sail while the importer file is still missing a number, and the shipment waits at the terminal while the file catches up.

This guide covers the Spain lane from Bangladesh: gateway choice, the Spanish importer file, module papers, and a worked example. It is written for buyers bringing modules into Spain for distribution or projects, and it states duty and VAT as broker-confirmed lines throughout, because rates and reliefs change and your broker's written confirmation is the only figure to rely on.

Which Spanish gateway should the shipment use?

Two gateways cover most solar imports from Bangladesh. Valencia, on the eastern coast, suits deliveries to Valencia, Catalonia, Madrid, and central Spain, with onward road and rail connections inland. Algeciras, at the southern tip, suits deliveries to Andalusia and the south, and onward Atlantic routes. Name one gateway in every booking, quotation, and instruction, and keep it the same across all documents: a container booked to Valencia and cleared at Algeciras is a re-routing problem, not a paperwork problem.

Gateway choice also sets the inland leg. Price the inland transport from the named gateway to the final warehouse before you compare supplier quotations, because a lower module price through the farther gateway can cost more delivered. Ask the seller and the forwarder to quote on the same gateway and the same delivery point so the comparison is honest.

The Spanish importer file: build it before loading

Four items make up the file. Collect all four before the container loads at Chattogram.

EORI number. An EORI number is mandatory for the clearance of customs operations in the EU customs territory, including import, export, and transit.1 A person can hold only one valid EORI number at a time, and the number is issued by the customs authority of the EU country where the operator is established, or, for operators with no EU establishment, the country where they carry out their first customs operation.1 The Spanish importer of record holds the EORI number used on the Spanish declaration; confirm it is active before the shipment sails, and validate it on the Commission's validation tool if there is any doubt.1

Origin proof for GSP preference. Bangladesh benefits from the EU Generalised Scheme of Preferences, and the Everything but Arms arrangement within it. To claim the preference, the exporter provides a statement on origin, made by an exporter registered in the Registered Exporter System (REX), or by any exporter where the consignment value does not exceed EUR 6,000.2 The statement on origin is a declaration made on an invoice, delivery note, packing list, or another commercial document that identifies the goods and the exporter, and it remains valid for 12 months from the date it was made.2 Form A certificates are no longer accepted as proof of origin for GSP claims after 30 June 2020.2 Ask the seller for the REX number and a copy of the statement wording before loading, and confirm the statement covers the exact goods and quantities in the shipment.

Origin rules, not just origin papers. A statement on origin only helps if the product qualifies. Under the GSP, a product originates in a beneficiary country if it is wholly obtained there or has undergone sufficient working or processing under the product-specific rules.2 For modules assembled in Bangladesh from imported cells and components, confirm with the seller and your broker which product-specific rule applies and what evidence supports it, including the tolerance and cumulation positions the seller relies on.2 Keep that evidence with the shipment file: customs authorities may verify origin, and verification runs through administrative cooperation between the beneficiary country's authorities and the EU.2

Broker and duty confirmation. Ask your Spanish customs broker for written confirmation of the duty treatment and the import VAT position for the exact module classification before loading. Do not accept a duty rate quoted from a supplier's brochure or a previous shipment: classification, origin, and the GSP arrangement in force on the entry date decide the duty, and your broker confirms all three in writing.

Module papers: the exact model, factory, and build

Spanish buyers and their project customers ask the same questions as buyers in every EU market, and the papers must answer them without ambiguity.

Ask the seller for the following before you agree the purchase order: the exact module model and factory of manufacture; test evidence for IEC 61215 (design qualification) and IEC 61730 (safety qualification), the two core standards the European market applies to photovoltaic modules; the EU declaration of conformity; and the datasheet and warranty terms for the exact model supplied.3 For Europe, CE certification is the basic access requirement, with testing and factory inspection by an EU Notified Body.3 Confirm the certificates name the model you are buying, not a neighbouring model in the same series, and that the factory named on the certificate is the factory that will build your modules.

Two further checks belong in the purchase order. First, a change of materials or factory after certification can require re-evaluation, so write the factory and the bill of materials into the order and require written notice of any change. Second, arrange pre-shipment inspection for the first order with a new supplier, covering model marking, labelling, and packing, and keep the inspection report with the shipment file.

Booking, sailing, and arrival at the gateway

Book on the named gateway, with the EORI number, the statement on origin, and the module papers already in the file. Give the forwarder the complete entry data early: shipper, consignee, notify party, goods description, quantities, weights, and values, matching the commercial invoice exactly. Mismatched descriptions and weights are the most common cause of terminal holds on this lane, and they are avoidable.

On arrival, the broker lodges the import declaration using the EORI number and claims the GSP preference with the statement on origin. Duty is assessed under the arrangement in force on the entry date; import VAT is accounted for under Spanish rules as confirmed by your broker or accountant. Release follows clearance and any controls the authorities apply. Keep the release note, the declaration copy, and the statement on origin together: the statement remains valid for 12 months, and later shipments under the same statement need the same care.2

Worked example: 1,200 modules to a Valencia warehouse

The figures below are example figures for 1,200 modules at 580 W each, delivered to a distributor warehouse near Valencia. Duty and import VAT are left as separate broker-confirmed lines, as they must be confirmed for the exact classification and entry date.

Line

Example figures

Modules, 1,200 at EUR 96.00

EUR 115,200

Ocean freight and insurance, Chattogram to Valencia

EUR 9,800

Total before duty and VAT

EUR 125,000

Cost per module before duty and VAT

EUR 104.17

Installed capacity

696 kW

Import duty

Broker-confirmed line

Import VAT

Broker-confirmed line

The arithmetic is 115,200 + 9,800 = 125,000, and 125,000 divided by 1,200 modules is EUR 104.17 per module; 1,200 modules at 580 W is 696 kW. Use the structure for your own quotations and replace every figure with a written quote. A supplier who cannot separate the module price from the freight line cannot be compared with one who can.

Delays that hit Spain entries, and how to avoid them

A REX statement that does not match the shipment. The statement must identify the goods and the exporter, and it must cover the quantities shipped.2 A statement written for a different model, a different quantity, or an earlier shipment does not support the preference claim. Check the wording against the invoice before loading.

An EORI number that belongs to someone else. The importer of record's own EORI number goes on the declaration.1 A forwarder's or supplier's number does not substitute for it. Confirm the importer's number is active before sailing.

Module papers for the wrong model. Certificates naming a different model or factory do not prove compliance for the modules in the container.3 Match model, factory, and datasheet before the purchase order is signed, not after arrival.

Gateway drift. A booking that names Valencia and a declaration that names Algeciras, or the reverse, creates re-routing and storage costs. One gateway, named identically in every document.
