Short answer

Before ordering solar panels from Bangladesh for Germany, tick five gates in order: the exact module's IEC 61215 and IEC 61730 papers and EU declaration of conformity; the broker-confirmed TARIC code and REX proof of origin for the Everything But Arms preference; the EORI and advance cargo filing; the named Hamburg terminal and 19 percent import VAT calculation; and the ElektroG producer registration with Stiftung EAR before the first sale.

Key takeaways

  • A certificate must name the exact module, factory, and build; a certificate for a related model does not cover the order.

  • IEC 61215 proves design qualification and IEC 61730 proves safety; one certificate never stands in for the other.

  • The EBA preference needs REX proof of origin for the consignment; the arrangement alone proves nothing about a shipment.

  • ElektroG registration with Stiftung EAR, by brand and equipment type, must be positive before the first German sale; start it before the order ships.

A German buyer does not need a longer supplier list. The buyer needs a file that survives three separate checks: the module papers, the customs and origin papers, and the German market-access papers. This checklist works those checks as gates. Tick each gate in order: before you order, before the container is loaded, and again at the German border. It is written for a buyer importing solar panels from Bangladesh into Germany through the port of Hamburg, acting as importer or appointing a German customs broker.

Gate 1: Does this exact module carry the EU papers?

Ask the supplier to identify the model, the cell technology, how the frame and glass are built, the junction box and connectors, and the plant that makes that precise version. Papers naming another model, another plant, or another materials list do not support this order, even if the brand matches.

  • Check: design qualification and safety evidence cover the ordered build, in the current editions, with no material or design change left unassessed.

  • Document: test reports and certificates for IEC 61215 and IEC 61730 naming the exact model, plus the datasheet for that model, and the EU declaration of conformity for the exact module.

  • What fails the check: a certificate for a related model, a datasheet with different ratings or dimensions, or a changed backsheet, encapsulant, or junction box with no fresh assessment on file.

IEC 61215-1:2021 covers design qualification for terrestrial modules built for extended outdoor use, and it warns that passing its tests does not forecast how long a module will last.1 IEC 61730-1:2023 addresses construction: insulation, clearances, and protection against shock, fire, and mechanical harm, for modules up to 1,500 V DC.2 Design qualification and safety are separate questions, so evidence for one is not evidence for the other, and when materials, design, or internal spacing change, the module returns for fresh assessment under IEC TS 62915 and the IEC 61730 series.2

Gate 2: Is the duty position proved, not assumed?

Settle the tariff position before pricing the order. The buyer checks the current TARIC rate for the HS code, in the form the broker confirms for the exact modules, rather than copying a rate from another product, another origin, or another year. The German customs tariff builds the code number in layers: the first six digits come from the Harmonized System, two more digits come from the Combined Nomenclature, two further digits carry the TARIC community measures, and an eleventh digit is for national use.3 The full 11-digit code number must be stated in an import declaration.3

  • Check: classification, duty rate, and any additional measure are confirmed for the exact module and the entry date, with the preference claim proved separately.

  • Document: the broker's written classification and rate confirmation, plus the proof of preferential origin below.

  • What fails the check: a rate quoted without a code, a code copied from a different module form, or a preference claimed with no proof of origin on file.

Under Everything But Arms, least developed countries can send every product except arms and ammunition into the EU without duty and without quota.4 That describes the arrangement, not the shipment. A single consignment still needs its own proof of preferential origin, in a form customs can check.5 A REX-registered exporter puts a statement on origin on the invoice or another trade document. An exporter outside REX may issue the same statement only where the originating products in the consignment are worth no more than EUR 6,000 ex-works.5 Ask the exporter for its REX number and check that the statement covers the goods in this consignment. For detail on reading the code, see the HS code guide for solar panels.

Gate 3: Is the German importer file ready before loading?

Complete the importer file before the container is loaded in Bangladesh. An EORI number is a prerequisite for customs clearance in the European Union, and it is valid throughout the Union.6 Settle, in writing with the broker, who is the declarant, who is the importer of record, which EORI number will appear on the filings, and who holds the customs and tax correspondence after release. Appointing a broker does not move the importer's own duties off the importer, so the buyer reads the entry file before it is filed.

  • Check: the EORI number, the declarant, and the importer identity are settled, and the advance cargo data match the invoice word for word.

  • Document: the EORI confirmation, the broker appointment, and the advance filing confirmation for this consignment.

  • What fails the check: an EORI number belonging to a different company, a broker filing from a different module description than the invoice, or advance data sent after the carrier's deadline.

Advance cargo data travel through the EU Import Control System 2 (ICS2). Operators must submit a complete Entry Summary Declaration in ICS2 for all goods transported to or through the EU before their arrival, and customs perform safety and security risk analysis on that data, with incomplete declarations liable to rejection or referrals that delay processing.7

Gate 4: Does the shipment clear the Hamburg border file?

Name the discharge terminal, not only the city. Freight is priced to a terminal, not to a country, so the contract and the carrier booking must name the terminal, and the buyer must ask which terminal the booked service actually calls at. The HHLA Container Terminal Altenwerder (CTA) in Hamburg was built in 2002 on previously undeveloped land along the Köhlbrand, a tributary of the Elbe, and it uses driverless container transporters, optical character recognition gates, and software-controlled gantry cranes.8 Its rail terminal has nine tracks, each 720 metres long, built to handle full-length freight trains.8 Confirm the terminal, the free-time period there, and the destination charges that apply there, in writing, before comparing freight quotations. For the delivery-rule side, read the CFR guide for Bangladesh to Germany and the FOB guide for Bangladesh to Germany.

  • Check: the named terminal, the import declaration, the duty and tax calculation, and the release conditions are confirmed for this consignment.

  • Document: the commercial invoice, the packing list, the bill of lading, the statement on origin, the import declaration, and the duty and tax assessment.

  • What fails the check: a booking that names only "Hamburg", an invoice value that does not match the declaration, or goods released on a calculation the buyer has never seen.

Import VAT is charged separately from customs duty. German customs give the import VAT base as customs value plus duty, plus any excise duties, and put the current rate at 19 percent, with 7 percent for a short list of goods that includes food products and books.9 Solar panels are not food products or books, so the buyer plans on the 19 percent rate and asks the broker to confirm the rate category for the exact code in writing. Where a tariff preference takes the form of an exemption from customs duty, only the import VAT and any applicable excise duty must be paid.9

Gate 5: Who carries the ElektroG duties after the modules land?

This gate cannot be fixed at the border. Solar panels are electrical and electronic equipment, and in Germany the Electrical and Electronic Equipment Act (ElektroG) puts the producer duties on the person who first places the equipment on the German market. Under the ElektroG, any manufacturer or retailer who wants to place electrical and electronic equipment on the market in Germany for the first time must register with Stiftung EAR beforehand, stating the brand and equipment type, and a successful registration assigns a unique WEEE registration number.10 A manufacturer under the Act includes a person who offers electrical or electronic equipment from abroad in Germany for the first time, such as an importer.10

  • Check: the producer for the German market is named, the registration covers the brand and equipment type on this order, and the take-back and reporting duties have an owner.

  • Document: the WEEE registration number, the authorised representative appointment where the producer has no German subsidiary, and the reporting and take-back arrangement.

  • What fails the check: no registration, a registration for a different brand or equipment type, or a sale made before the registration result arrives.

The WEEE number consists of a country code and an eight-digit sequence, for example "WEEE Reg. No. DE 12345678", and manufacturers must state their WEEE number during product sales and on invoices.10 Only a party with a subsidiary in Germany can register with Stiftung EAR directly; a party operating from abroad appoints a WEEE authorised representative in Germany.10 There is no central registration authority in the EU, so the WEEE obligation must be met separately in each country.10 Start the registration before the order ships. The same gate applies whether the equipment is for business or private use, although stricter requirements, including insolvency-proof guarantees, apply to equipment sold directly to end consumers.10

What fails a German border check most often?

The certificate names a related model. The datasheet ratings differ from the certificate. The statement on origin covers other goods, or the exporter has no REX number and the consignment is over EUR 6,000. The EORI number belongs to another company. The advance filing describes the modules in different words than the invoice. The booking names Hamburg without naming a terminal. The ElektroG registration starts after the modules arrive, and the first sale waits eight to ten weeks.10

Worked example: one Hamburg container, checked line by line

Example figures. A German buyer orders one container of a single module model, for delivery to the named Hamburg terminal, with the buyer as importer. The customs value in the example is EUR 40,000. The broker settles the full 11-digit code and the measures applying on the entry date, and the exporter provides a REX statement on origin for the consignment, so the example duty is EUR 0 under Everything But Arms.4 5 The import VAT base is EUR 40,000, and at 19 percent the import VAT in the example is EUR 7,600.9 Border charges in the example total EUR 7,600.

Work the gates in order, and do not pay a bulk balance while a gate is still closed. Post the requirement, with the exact module model and the named Hamburg terminal, when you post an RFQ, compare the replies on the same delivery basis through suppliers, and check the guide to importing solar panels from Bangladesh for the general import file behind this Germany checklist. Exportain runs a B2B marketplace for RFQs and supplier quotations; its checks review supplier documents and photos, which is not a factory inspection, and Exportain does not join the contract for the goods.11
