Short answer

To import socks from Bangladesh to Italy, specify each style by pair, fiber mix, size curve and packing, then shortlist suppliers whose range already includes those constructions. Verify documents and capability, approve a production sample, confirm the heading 6115 code and the Everything But Arms origin proof for each style, agree the delivery term, and clear the goods in Italy with an EORI number, paying 22 percent IVA on the customs value plus duty and costs to destination.

Key takeaways

  • Socks sit in heading 6115: 6115.94 for wool or fine animal hair, 6115.95 for cotton, 6115.96 for synthetic fibers and 6115.99 for other textile materials, with pairs as the supplementary unit; graduated compression hosiery sits separately in 6115.10.

  • Everything But Arms grants Bangladesh duty-free, quota-free access for all products except arms and ammunition, so the 0 percent preferential rate applies only when the origin rules are met and the origin proof is in order; the third-country duty shown on the lines opened is 12 percent, 8 percent for synthetic graduated compression hosiery.

  • Italian import VAT (IVA) is charged at the 22 percent standard rate on the customs value plus duty and costs to destination; VAT-registered importers reclaim import VAT as input tax, so agree the IVA cash-flow route with your broker and VAT adviser before the goods sail.

  • There is no single typical MOQ, price or transit time for socks; confirm each in writing for the exact style, fiber mix, color count, size curve, packing and sailing date, and approve a pre-production sample in production yarn before bulk production.

  • An EORI number is mandatory for customs clearance in the EU, and goods cleared in Italy can then circulate in the EU; if the goods are intended for use in another EU country, VAT is charged in the country of destination under a suspensive arrangement.

An Italian sock order starts at the port where it will enter the European Union, not at the factory gate in Bangladesh. For most buyers in northern Italy that port is Genoa. The Ports of Genoa and Savona-Vado reported box throughput of 2,999,486 TEU in 2025, with the Port of Genova itself handling 2.4 million TEU.1 Settle the entry port, importer of record and VAT route before asking for prices.

The European Union applies a single import tariff at the place of entry where the import declaration is made, and once cleared the goods can circulate in the EU market without further customs formalities.2 Bangladesh, as a least developed country, benefits from the Everything But Arms arrangement, which grants duty-free, quota-free access for all exports except arms and ammunition.3 The preference is a claim made at entry, not an automatic discount. It stands or falls on the origin proof and the classification in the file.

This guide follows one order from the pair specification to delivery at an Italian warehouse.

Why Italian buyers source socks from Bangladesh

Textiles dominate the EU trade with Bangladesh. The European Commission reports that EU imports from Bangladesh are dominated by textiles, accounting for almost 94 percent of total EU imports from Bangladesh in 2025, and that 19 billion euro in exports from Bangladesh benefited from the Everything But Arms preferences in 2024 amid a 96 percent utilization rate.3

The buying question is which supplier holds pair matching and cuff recovery across a size curve. Each style is a separate decision, because the fiber mix decides the tariff line inside heading 6115 and the label wording.4 Judge a supplier on current production, not on a catalogue: ask which constructions are running now, in which fiber mixes, and what the factory can show from a recent run in the same gauge and yarn.

Find and verify suppliers

Write the pair specification first

A usable sock specification is written in pairs. For each style, fix the length, the fiber mix by percentage, the yarn and gauge, the cuff height and rib, the heel and toe construction, the leg and foot lengths by size, the size curve in pairs per color, the color count, the packing unit, and the label wording. The mix decides the classification split inside heading 6115: 6115.94 for wool or fine animal hair, 6115.95 for cotton, 6115.96 for synthetic fibers and 6115.99 for other textile materials, with pairs as the supplementary unit.4 State the pricing unit, pairs or dozens, and require every quote to use it.

Send every candidate the identical specification and ask for the same reply format: fiber mix, yarn, gauge, sizes, price inclusions, validity, and minimum split by style, color and size run. Browse suppliers on Exportain and compare each candidate against the specification, not against a general claim about capacity.

How do you verify a supplier before you pay?

Check three layers. First, company documents: trade license, export registration and association membership where applicable, checked so that name, address and bank account name agree across every document. Second, capability: monthly sock capacity in pairs, constructions and fiber mixes in current production, gauge range, dyeing route, and boarding and pairing method.

Third, payment discipline. Keep payments to the company account named in the documents, never to a personal account, and verify any change of bank details separately. For a first order, ask for a video walkthrough of the knitting, boarding and packing areas. A profile badge on a marketplace is a review of documents and photos, not a factory inspection or a guarantee, and Exportain is not a party to the goods contract.

MOQ, pricing and samples

What is the typical MOQ for socks from Bangladesh?

There is no single typical minimum order quantity for socks from Bangladesh. The minimum is set per style and usually per color and size run, because yarn is dyed in batches, machines are set per gauge and construction, and a size curve is knitted as a set. A plain cotton crew sock in three colors and a sport sock with cushioning, grip and six colors will not carry the same minimum. Ask each supplier for the minimum split by style, color and size curve, in writing.

How is the price built, and how should you compare quotes?

Yarn is usually the main cost element in a sock, followed by knitting, dyeing, boarding, pairing, labeling and packing, testing, and the factory margin. The fiber mix moves the price first: wool, cotton and synthetic yarns price differently, and a change of a few percentage points changes both the yarn cost and the tariff line. Construction moves it next: leg length, cuff depth, reinforcement, cushioning and grip each add yarn and time.

Compare quotes only on the identical specification and delivery term. Ask each supplier to state what is excluded, for example testing, special packing, header cards or barcodes. A quote that assumes a different yarn, a shorter leg or a simpler cuff is not cheaper; it prices a different sock.

Which samples do you need, and how do you approve them?

Work in stages. A development sample shows whether the factory can knit the construction, form the cuff evenly, close the heel and toe cleanly and pair the socks to the size chart. A pre-production sample, made in the actual production yarn, color, gauge and finish, is the sample you approve for bulk. Do not approve shade or size from a sample in substitute yarn.

Test the samples as your customers will use them: wear a pair, wash it following the care wording you will print, measure the leg and foot lengths after washing, stretch the cuff and check recovery, and check that both socks match in shade, size and cuff tension. Check across the size curve. Approve in writing, name the approved sample in the purchase order, and keep one sealed counter-sample of each style.

Quality control and certifications needed

Which quality checks are specific to socks?

Against the approved sample and size chart, check the fiber composition and yarn, the cuff height and rib, the heel and toe closing, the leg and foot lengths by size, and consistency across the size curve. Then check the pair: both socks must match in shade, size, cuff tension and pattern position, and pairs in a multi-pair pack must match each other. Check the finishing: boarding shape, loose threads, holes and dropped stitches.

Agree the inspection method and defect limits before production, and write them into the purchase order. ISO 2859-1:2026 defines a system of acceptance sampling plans for inspection by attributes, indexed by acceptance quality limit (AQL), and its summary states that AQL is the maximum average percentage of defective items considered acceptable during random sampling, used to determine sample sizes and acceptance and rejection thresholds.5 Set those numbers for your own order, style by style. Inspect in stages: inline during knitting, and a final check on packed goods. See the socks quality control checklist for the check sequence at each stage.

Which label rules apply in Italy?

Fiber labeling is where an Italy order most often needs its own wording. Article 9 of Regulation (EU) No 1007/2011 states that a textile product shall be labeled or marked with the name and percentage by weight of all constituent fibers in descending order.6 Agree the wording at sampling stage and check that the percentages match the production yarn, because the labeled composition is also the composition the classification is built on. Where a fiber is up to 5 percent, or fibers together up to 15 percent, the regulation allows the term other fibers with the total percentage.6 State the full composition wherever the production yarn allows it.

Two further rules decide who carries the duty for the label. If the manufacturer is not established in the Union, the importer shall ensure the supply of the label and the accuracy of the information in it.6 The labeling shall be provided in the official language or languages of the Member State where the products are made available to the consumer, unless that Member State provides otherwise.6 For goods sold in Italy that means Italian. Agree the Italian wording before bulk label printing begins, and check a finished label against the approved sample.

Which certifications do you actually need?

No single certificate covers every sock order. What you need follows your market and your customer: a retailer or sports chain may name a specific test or scheme in its supplier manual, and baby socks will usually face stricter harmful-substance checks than a standard adult crew sock. Name any requirement in the specification and check the matching report's scope, product, issuing body and date. A report for a different fiber mix or construction does not cover your style.

OEKO-TEX STANDARD 100 is the voluntary scheme buyers most often name for this purpose. It is a label for textiles tested for harmful substances, it tests every thread, button and accessory against a list of over 1,000 harmful substances, and the more intensive the skin contact, the stricter the requirements and tests.7 Ask which product class the certificate covers, check that it covers your fiber mix and construction, and check the certificate number in the scheme's label check.

Incoterms, shipping and transit time

Which delivery term should a first order use?

For containerized sock shipments, weigh FCA against FOB and choose on the delivery point, not on habit. Under FCA, the seller delivers and transfers the risks for loss of or damage to the buyer at the agreed location, once the goods are delivered to the carrier or to the designated person, and FCA is suitable for any mode of transport, including multimodal shipments.8 Under FOB, the seller delivers and transfers the risk once the goods are loaded onto the vessel at the named port of shipment, and FOB is to be used only for maritime or inland waterway transport.8 In both rules the seller must carry out export formalities.

For socks shipped in containers from Chattogram, FCA at the named terminal or at the seller's premises, with the goods handed to your carrier, usually matches how the cargo actually moves: the container is handed over before it is loaded on board. State the named place in full in the contract, for example FCA Chattogram container terminal, and keep the delivery term, the named place and the insurance arrangement on the same line in every document.

How long does shipping take?

There is no single typical transit time for socks from Bangladesh to Italy. Sea freight is the standard route for bulk orders and it takes weeks rather than days, varying by port, routing, transshipment and season. Plan from your forwarder's current sailing schedule for Chattogram to Genoa, and keep production time separate: an order is ready only when every pair has finished knitting, boarding, inspection and packing. Confirm carton size and weight in the specification.

Import duty, taxes and documents

How are socks classified for duty?

Duty follows each style's classification, not the supplier's product name. Heading 6115 covers pantyhose, tights, stockings, socks and other hosiery, including graduated compression hosiery and footwear without applied soles, knitted or crocheted.4 Everyday socks sit in the Other group, split by fiber: 6115.94 for wool or fine animal hair, 6115.95 for cotton, 6115.96 for synthetic fibers and 6115.99 for other textile materials.4 Graduated compression hosiery sits separately in 6115.10, and other women's hosiery in 6115.30.4 Confirm the full national code for each style before you price or ship.

What import duty applies?

Your rate depends on the style's line, the origin, and any preference in force on the entry date. On the tariff lines opened for this guide, the third-country duty shown is 12 percent on the main sock lines in 6115.94, 6115.95, 6115.96 and 6115.99, and 8 percent on graduated compression hosiery of synthetic fibers in 6115.1010, with 12 percent on the other graduated compression line.4 Treat those figures as indicative for your entry date. Confirm the current line and rate in TARIC with your broker before you commit to a selling price.

Under Everything But Arms, Bangladesh goods that meet the origin rules and carry the required proof of origin can enter duty-free.3 The preferential rate is conditional on the product being in line with the rules of origin, and the supplier often needs to provide proof of origin, which may be a certificate of origin or a declaration of origin issued by an authorized or registered exporter.2 Agree at order stage what origin document the supplier will supply and who checks it before shipment.

Which documents do you need for clearance?

The standard import set is the commercial invoice, packing list, bill of lading, and proof of origin where a preference is claimed, with an entry summary declaration presented before arrival at the first point of entry into the EU.2 The invoice should name each style plainly, for example cotton crew sock, 80 percent cotton, 17 percent polyamide, 3 percent elastane, with sizes, quantities in pairs, unit prices and the delivery term, on its own line. Keep quantities, weights and carton counts in agreement across every document.

An EORI number is mandatory for the clearance of all types of customs operations in the customs territory of the EU, such as import, export and transit, and at any point a person can be assigned only one valid EORI number.9 Apply well before the first shipment. An EORI number consists of the country code of the issuing EU country followed by an identifier of up to 15 alphanumeric characters, so an Italian-issued number starts with IT.9 If you use a broker, the broker's own EORI does not replace yours where you are the importer of record.

What Italian VAT applies at import?

Import VAT is levied on the importing of goods and is usually charged when customs clearance procedures take place in order for the goods to be released for circulation.10 The taxable amount is the value for customs purposes plus customs duties and any other taxes due by reason of importation, plus supplementary costs up to the place of destination.10 In Italy the standard VAT rate is 22 percent, applying to most goods and services.11 Socks take the standard rate: build the landed cost with IVA at 22 percent on the customs value plus duty and costs to destination, and keep IVA separate from the duty line.

VAT-registered firms can reclaim the import VAT as input tax, in the same way as domestic VAT payments.2 For a VAT-registered Italian importer the IVA paid at clearance is usually recovered through the VAT return, so the cash cost is timing rather than a permanent cost. If the goods are cleared in Italy but intended for use in another EU country, they can be placed under a VAT suspensive arrangement, and VAT will be charged in the country of destination and not in the country of entrance.10

Step-by-step import checklist

  1. Write the specification pair by pair: style, fiber mix, gauge, sizes, colors, packing, Italian label wording.

  2. Classify every style from heading 6115 and confirm each code and rate with your broker.

  3. Decide the entry route, importer of record, EORI number and IVA route with your broker and VAT adviser.

  4. Shortlist suppliers in your constructions and fiber mixes; request quotes on the identical specification.

  5. Verify the supplier: documents, capacity, dyeing and boarding route, and a video or in-person check.

  6. Approve a pre-production sample of each style in production yarn, tested for shade, size and wash.

  7. Confirm the order in writing: purchase order, payment terms, inspection plan, labeling, packing, shipment date.

  8. Inspect, ship, clear customs with the confirmed code and origin proof, and reconcile the landed cost and IVA.
