Short answer

To import a power transformer from Bangladesh to France, register for an EORI number and appoint a customs broker, confirm the ten-digit TARIC code under heading 8504, where the third-country duty shown is 3.70%. French import VAT is 20% on the customs value plus duty and costs to the first place of destination. Hold the CE file and EN 60076 test reports for the exact unit, assemble the Bangladesh export file before loading, and clear the unit at Le Havre.

Key takeaways

  • Register for EORI and appoint a French customs broker before the first declaration is filed.

  • Power transformers sit under heading 8504; the third-country duty shown for the liquid dielectric lines is 3.70%.

  • French import VAT is 20% on the customs value plus duty and costs to the first place of destination.

  • Hold the EU declaration of conformity and EN 60076 test reports for the exact unit and serial numbers before paying the balance.

  • Clear the unit at Le Havre, the largest container port in France, and keep the file for at least 10 years.

A French buyer ordering a power transformer from Bangladesh runs two files at once: the build file in Bangladesh and the border file in France. The build file proves the unit matches the site specification; the border file proves it may enter France at the right code, with the right charges paid. This checklist covers both, from the first specification to release at Le Havre.

The French buyer file: registration, broker and delivery terms

Start on the French side before you ask any maker for a price. The importer of record for the French entry needs a registration under the Economic Operator Registration and Identification system, known as EORI, which was set up by Council Regulation (EEC) No 2913/92.1 Ask your broker early whether your French entity already holds an EORI number, and if it does not, register with French customs before the first declaration is filed.

Appoint a French customs broker at the same stage. Give the broker the rating-plate details, the delivery terms and the arrival port, and ask in writing for the ten-digit code for each rating, the duty and tax position on the entry date, and the proof of origin position for goods from Bangladesh. The broker files the declaration; the importer stays responsible for what it says.

Fix the delivery terms with the place named in full. For a first French order, many buyers take FOB at the Bangladeshi port and run the sea leg with their own forwarder, or FCA at a named terminal. Whichever rule you choose, write down who books the vessel, who insures the cargo, who bears the risk while the unit waits at the terminal, and who clears the goods in France.

What French customs charges: duty under TARIC and 20% TVA

France applies the European Union common tariff, so the duty on a transformer is read from TARIC. The TARIC consultation service returns the description, the duty rates and the other measures for a goods code, an origin and a reference date, so the broker checks it for Bangladesh as the origin and the entry date as the reference date.2

Power transformers fall under heading 8504. The line follows the cooling medium and the power handling capacity, and the duty printed beside the liquid dielectric lines is 3.70%.3

Put each rating on its own invoice line with its own ten-digit code, and put spares on their own lines under 8504 90. A preference can change the duty, but only with the right proof, so do not build a price on a preferential rate until the broker has confirmed it and the supplier has confirmed it can provide the proof. The transformer HS code guide shows how the cooling medium and the kVA band fix the line.

French import VAT, known as TVA, is charged at the standard rate of 20%, and its base is the customs value plus duties plus the costs to the first place of destination in France.4 Freight and insurance to the French border sit inside the customs value, so they raise the TVA as well as the duty. Price the order at 20% on the full base, not on the FOB price alone. French customs is the Direction Générale des Douanes et Droits Indirects (DGDDI), and the code on the French declaration runs to ten digits.4

Le Havre: the entry port and the road to your site

Name Le Havre as the entry port in the order and the freight booking. Le Havre is the largest container port in France and the second-largest commercial port in the country by overall tonnage, with three sets of terminals dedicated to containers.5 The port connects to the Seine, which links it to the Paris region by river, as well as by road and rail.5

A transformer rarely fits a standard container: it is heavy, tall and fitted with exposed bushings. It usually travels on a flat rack or as break-bulk cargo, and the lifting gear has to work at both ends. Before the vessel sails, confirm that the sailing can lift the unit as packed, that the Le Havre terminal can receive it, and that the onward haul to your site is booked with a vehicle and crane matched to the packed weight. Ask whether the unit travels oil-filled or dry.

CE marking, the Low Voltage Directive and EN 60076

A product needs the CE marking only when harmonised EU rules say so for that product, and the manufacturer is responsible for meeting all applicable EU requirements and affixing the marking.6 Before the mark goes on, the manufacturer must draw up the technical documentation and sign an EU declaration of conformity.6 The declaration and the technical documentation must be kept for no less than 10 years after the product is first sold in the EU.6

The Low Voltage Directive, Directive 2014/35/EU, covers electrical equipment built for 50 to 1,000 V AC and 75 to 1,500 V DC, and every item in that band sold in the EU must carry the CE marking.7 Importers must check whether the manufacturer carried out the conformity assessment correctly.7 A transformer whose high-voltage winding sits above 1,000 V AC falls outside that range, so ask your compliance adviser which EU rules govern your unit. A CE mark printed in a catalogue says nothing about the unit on the quay; only the declaration written for your serial numbers counts as evidence.

The build and test standard to name is EN 60076. Part 1, EN 60076-1:2011, is the European adoption of IEC 60076-1:2011, approved by CENELEC on 25 May 2011, and it sets the general requirements for power transformers, including the rating, the rating plate, the tolerances and the test list.8 Clause 8 covers the rating plate, clause 10 the tolerances, and clause 11 the routine, type and special tests.8 Name the parts that apply: a bare "EN 60076" reference leaves the test list open.

Test evidence: hold the balance until the reports match

Every unit goes through routine tests before it leaves the factory, and the reports for your serial numbers should ship with it. EN 60076-1 lists the routine tests in clause 11, including winding resistance, voltage ratio and phase displacement, short-circuit impedance and load loss, no-load loss and current, and leak testing with pressure for liquid-immersed units.8 A type test proves a design, so it is done on a single unit from a design family, and the report must name the same design, rating and date as your order. Short-circuit testing destroys the sample, so it is done on one unit in an independent laboratory, never on the unit you will receive.

Ask for the evidence in writing before production starts: routine reports for your unit by serial number, type reports for the design family, and the laboratory's accreditation scope. Put the loss and impedance tolerances from EN 60076-1 clause 10 into the contract as numbers, with the remedy for a value outside them.8 A report for a different rating or construction proves a different transformer. Our power transformers quality control checklist walks through the same evidence item by item.

The Bangladesh export file

Assemble the export file in Bangladesh before loading. The commercial invoice sets the value customs works from, and in Bangladesh it must carry the Export Registration Certificate (ERC) number and the HS code of the goods.9 An exporter needs an Export Registration Certificate issued by the Export Promotion Bureau (EPB), and the certificate of origin is issued by the local Chamber of Commerce or another authorised body.9

Check the set before shipment: commercial invoice showing the ERC number and HS code, packing list giving the weight and serial number of every package, bill of lading, the sea transport document that also serves as the document of title, certificate of origin, insurance certificate, routine test report for each serial number, and an inspection certificate where the destination or the contract needs one.9 The exporter, buyer and bank account names must agree across the quotation, invoice, declaration and payment papers. Our power transformers price guide shows what the FOB build-up should include.

The order-to-clearance timeline

The eleven stages below run in order. A stage counts as done only when you hold the document it names.

  1. Write the site specification: one line per rating, with kVA, voltages, frequency, vector group, impedance and its tolerance, tap range, changer type, cooling method, stated losses, insulation levels and fittings.

  2. Shortlist makers whose current range covers the size and type, with in-house core cutting, winding, drying and a test bay. Check that trade licence, export registration and membership show the same name, address and bank account.

  3. Approve the design pack in writing: outline drawings, the stated loss and impedance figures and a draft rating plate.

  4. Register for EORI and appoint a French customs broker, with the entry port named as Le Havre.1

  5. Confirm the ten-digit TARIC code for each rating, the duty in force on the entry date, and the preference position with the proof it needs.2 3

  6. Settle the CE file: which EU rules govern the unit, and a declaration of conformity naming the exact model, type and serial numbers, to arrive before the balance is paid.6 7

  7. Agree the test scope: routine reports per serial number, type reports for the design family, and the laboratory accreditation behind them.8

  8. Fix the delivery terms with Le Havre named, book the heavy-lift sailing, and confirm the inland haul.

  9. Assemble the Bangladesh export file, with cargo insurance for the full value over the whole route: invoice with ERC number and HS code, packing list, bill of lading, certificate of origin, insurance certificate and test reports.9

  10. Check the loaded unit against the file: count units against the packing list, match each rating plate to the approved design pack, and record damage on the delivery note at once.

  11. File the French declaration at Le Havre, pay the duty and the TVA, release the unit, and keep the declaration, the declaration of conformity and the test reports for at least 10 years.4 6

Worked example: one 800 kVA unit to Le Havre

Example figures. One 800 kVA liquid-immersed transformer, FOB Chattogram, shipped to Le Havre. Duty uses the third-country rate shown for 8504 2210 00; TVA uses the 20% French rate.3 4

Charge

Example figures (EUR)

Product cost, FOB Chattogram

21,000

Freight and insurance to Le Havre

2,600

Customs value (CIF Le Havre)

23,600

Duty at 3.70% of 23,600

873.20

TVA base (23,600 + 873.20)

24,473.20

Import TVA at 20% of 24,473.20

4,894.64

Duty plus import TVA at the border

5,767.84

Check it: 21,000 + 2,600 = 23,600; 3.70% of 23,600 = 873.20; 20% of 24,473.20 = 4,894.64; 873.20 + 4,894.64 = 5,767.84. Broker fees, port handling and delivery to the site are not in this table. Replace each line with your own quotations, and ask the broker to confirm the live TARIC rate before you price the order.
