Importing Power Transformers From Bangladesh to Belgium: Costs, Duties and Suppliers
Duty-free entry under Everything But Arms, 21% Belgian VAT, and heavy-lift clearance at Antwerp: the full cost build-up for a power transformer from Bangladesh to Belgium.
Short answer
A power transformer imported from Bangladesh to Belgium usually enters duty-free under Everything But Arms, with a valid REX statement on origin, while Belgian import VAT runs at 21% on the customs value plus any duty. Look up the duty in TARIC under heading 8504 for your exact code and origin, confirm the CE file and EN 60076 test reports before paying the balance, and clear the unit at Antwerp, where heavy-lift handling is built for cargo of this size.

Key takeaways
Duty is usually 0% under Everything But Arms with a valid REX statement; the EU third-country duty across heading 8504 runs from 0% to 3.7%.
Belgian import VAT is 21% on the customs value plus duty, and an ET 14000 licence lets a buyer defer it.
Look up the exact duty in TARIC for your code, Bangladesh origin and planned import date before you order.
Ask for the EU declaration of conformity and EN 60076 routine reports by serial number before paying the balance.
Antwerp is the entry point: the Project Cargo Ecosystem terminal lifts up to 750 tons.
A Belgian buyer who orders a power transformer from Bangladesh pays for more than the unit on the factory floor. The border charges at Antwerp, the Belgian VAT on the import, and the haulage from the terminal to the site can add a large share to the factory price.
What will a transformer from Bangladesh cost you in Belgium?
Seven lines make up the amount you pay before the unit is energised at your site.
Cost line | What it covers | What decides it |
|---|---|---|
Factory price, FOB Chattogram | Built unit, routine tests, export packing | Rating, voltage class, losses, test scope |
Sea freight and marine insurance | Voyage to Antwerp, cargo cover | Packed weight, dimensions, sailing |
Import duty at Antwerp | Duty on the customs value, by TARIC code | Code, origin, preference claim |
Belgian import VAT | VAT on the customs value plus duty | 21% on electronic products |
Antwerp terminal and broker | Unloading, handling, declaration | Terminal, unit size, broker |
Inland delivery to site | Barge, rail or road from Antwerp, craneage | Distance, access, packed weight |
Ask every maker to price the factory side in lines: the unit, the tests, the export packing, the haul to Chattogram and the export clearance. Our power transformer price guide reads a Bangladesh FOB quotation line by line, so you can compare makers on the same scope.
The diagram below shows the same build-up in the order the money is spent, from the factory price to the site.

How do you look up the duty in TARIC before you order?
Duty is charged on the code, not on the product name, so the first job is to find the right line in TARIC, the EU tariff database. TARIC lets you retrieve the duty rates and other measures for a goods code, a country of origin and a reference date, and the result is shown for the date you enter.1
Power transformers sit under heading 8504, which covers electrical transformers, static converters and inductors.2 The EU most-favoured-nation duty across heading 8504 runs from 0% to 3.7%, depending on the subheading, and lower preferential rates apply to origins that qualify.2
Transformer type | Six-digit line |
|---|---|
Liquid dielectric, up to 650 kVA | 8504.21 |
Liquid dielectric, 650 to 10,000 kVA | 8504.22 |
Liquid dielectric, over 10,000 kVA | 8504.23 |
Other transformers, over 500 kVA | 8504.34 |
The EU extends the six-digit lines to eight digits in the Combined Nomenclature and TARIC carries them further, so do not file an entry on six digits alone. Our HS code guide for power transformers walks through the heading, the band boundaries and the parts lines.
Can a Bangladesh transformer enter Belgium duty-free?
Most Bangladesh-origin transformers can, under Everything But Arms, the EU scheme that gives duty-free and quota-free entry to goods from least developed countries, except arms and ammunition.3 Bangladesh is scheduled to leave the least developed country category on 24 November 2029, after the UN General Assembly extended its preparatory period by three years on 29 October 2026, and the EU keeps Everything But Arms preferences for three years after a country graduates, so duty-free entry runs to about November 2032.3
The preference is a claim, not an automatic discount. Orders shipped during the transition enter duty-free only if the origin rules are met and the exporter issues a valid REX statement on origin.3 Ask the supplier before you order whether it can issue the REX statement, and keep the origin evidence on file: without that proof, customs refuses the preference at the border and charges the full duty instead.
What does Belgian VAT add, and can you defer it?
Belgian import VAT is the charge that usually moves the landed cost most. Bpost, which handles import clearance for goods arriving in Belgium, states that the VAT percentage on goods from outside the EU varies between 6% for books and 21% for electronic products, and that the VAT due is calculated not only on the price paid to the seller but also on additional costs such as shipping.4 A power transformer falls in the electronic products group, so budget 21%.
The VAT base is the customs value plus any duty payable, so freight and insurance to the EU border sit inside the base and raise the VAT. With duty at 0% under Everything But Arms, the base is effectively the CIF value, the goods plus freight and insurance to Antwerp. A VAT-registered buyer in Belgium deducts the import VAT as input tax on the VAT return, under the normal rules, so for that buyer the VAT is a cash-flow item rather than a final cost.
Bpost notes that a business buying goods subject to VAT needs an EORI number and a VAT number, and that where the buyer holds a licence to defer VAT payments on imports, the ET 14000 licence number must be stated.4 Give your broker the ET 14000 number before the declaration is made, so the VAT is deferred rather than paid at the border.
Where does the unit land: Antwerp and the heavy lift?
Antwerp is the natural entry point for a transformer bound for Belgium, and the port has built its heavy cargo handling around units of this size. PSA Breakbulk runs the port's first Project Cargo Ecosystem, a break-bulk terminal on the south side of Churchill Dock that loads, unloads, stores, packages and consolidates high-end project cargo in one place.5 The terminal has a quay length of 550 metres, a draught of 13 metres and a 140,000 square metre yard, with self-propelled modular transporters of up to 40 axle lines for moving heavy and bulky cargo.5
A permanent heavy lift crane with a lifting capacity of up to 750 tons was installed there, the highest quayside lifting capacity in the port.5 Before the vessel sails, confirm with the forwarder which sailings can lift the unit at both ends, and whether the Antwerp terminal and your site can lift it as packed.
The terminal gives direct tide-free access to the sea and the hinterland,5 so the onward leg from Antwerp can run by barge, rail or road. At Antwerp, check the delivery before you sign for it: count the units against the packing list, read each rating plate against the approved design pack, and note any damage on the delivery note at once. Then run the arrival checks in the power transformer quality control checklist before the unit is energised.
What CE and EN 60076 evidence belongs in the order?
Directive 2014/35/EU, the Low Voltage Directive, covers electrical equipment rated from 50 to 1,000 V AC and from 75 to 1,500 V DC.6 All electrical equipment on sale in the EU must bear the CE marking, and before obtaining it the manufacturer must conduct a safety and conformity assessment, draw up the technical documentation and issue and sign an EU declaration of conformity.6 The declaration and the technical documentation must be kept for 10 years.6
A distribution transformer whose high-voltage winding sits above 1,000 V AC falls outside the Low Voltage Directive range, so ask your compliance adviser which EU rules govern your unit before you treat the CE mark as settled. Where the directive applies, ask for the EU declaration of conformity before you pay the balance, and check that it lists the model and type, the batch or serial number, the maker, the rules met and the standards used.
The build and test standard to name in the specification is EN 60076, the European series for power transformers, built on IEC 60076. Part 1 sets the general rules: service conditions, rating-plate content, loss and impedance tolerances, and a test list that sorts every test into routine, type or special.7 Name the parts that apply to your unit.
Routine tests run on every unit, and their reports should travel with your transformer: oil condition, insulation resistance, winding resistance, voltage ratio and vector group, load and no-load loss, impedance voltage, and the applied and induced voltage checks.7 Type tests cover one sample of a design family: temperature rise, lightning impulse, partial discharge and noise. The report has to name the same design and rating as your order, with its date.7 The short-circuit withstand test in IEC 60076-5 can damage the unit it runs on, so a laboratory outside the factory tests a sample design, and your own transformer is never put through it.7
Write the tolerances into the contract. Under IEC 60076-1, measured total losses may sit 15% above the agreed figure, and short-circuit impedance may sit 7.5% either side, with a wider allowance for the first unit of a new design.7
How do you find and check a Bangladeshi transformer supplier?
Start from the rating, not from a company name. Write one specification sheet with the kVA, voltages and frequency, cooling method, vector group, tap range and changer type, impedance and tolerance, stated losses, insulation levels, fittings and packing, then send the same sheet to every candidate and ask for a reply in the same shape, priced by unit, tests, packing and port transport.
Shortlist makers that already build the size and type you need. Core cutting, winding, drying, oil handling and high-voltage testing need equipment and people that a shop built for low-voltage panels or cables does not have, so ask for evidence of the test bay, its calibration records, and the laboratory accreditation certificate and scope for the type tests.7
Then check the papers. Every exporter in Bangladesh needs an Export Registration Certificate, issued by the Export Promotion Bureau,8 and the commercial invoice has to carry the Export Registration Certificate number and the HS code for the goods.8 The trade licence, export registration and membership papers should all show the same name, address and bank account, and payment should go only to the company account shown in the documents.
Before production, ask for outline drawings and a draft rating plate, check them against your single-line diagram, and sign the pack off in writing.
Worked example: one 1,600 kVA unit, Chattogram to Antwerp
Example figures. One 1,600 kVA liquid dielectric distribution transformer, FOB Chattogram, shipped to Antwerp. Duty uses the 0% Everything But Arms rate for Bangladesh origin, and VAT uses the 21% Belgian rate for electronic products.3 4
Charge | Example figures (EUR) |
|---|---|
Factory price, FOB Chattogram | 24,000 |
Sea freight and insurance to Antwerp | 3,100 |
Customs value (CIF Antwerp) | 27,100 |
Duty at 0% under Everything But Arms, code 8504 2210 00 | 0 |
Import VAT at 21% of 27,100 | 5,691 |
Antwerp terminal, broker and handling | 900 |
Inland delivery to site | 800 |
Landed cost before VAT recovery | 28,800 |
Cash paid at the border and on delivery | 34,491 |
Check it: 24,000 plus 3,100 is 27,100; 21% of 27,100 is 5,691; 27,100 plus 900 plus 800 is 28,800 before VAT recovery.
If the Everything But Arms claim failed and duty applied at 3.7%, the top of the heading 8504 most-favoured-nation range,2 duty would be 1,002.70 on a 27,100 customs value, the VAT base would rise to 28,102.70 and the VAT to 5,901.57.
