Short answer

To import knitted underwear from Bangladesh to Germany, specify each style by wearer, fiber mix and waistband, then shortlist suppliers already making that style. Verify documents and capability, approve a pre-production sample, classify each style under heading 6107 or 6108, and confirm the ten-digit line and the preference in force with your broker. Enter through Hamburg with an EORI number, proof of origin and German labels, and build the landed cost at 19 percent import VAT.

Key takeaways

  • Knitted underwear is classified in heading 6107 for men's styles and 6108 for women's styles, split by fiber into cotton, man-made fibers and other textile materials; confirm the full ten-digit line with your broker.

  • Bangladesh benefits from Everything But Arms duty-free and quota-free access for least developed countries, subject to origin rules and the preference in force on the entry date; treat any unconfirmed duty line as confirm with broker.

  • German import VAT is 19 percent on the customs value plus any duty payable, and it applies even when duty is zero.

  • Before the goods reach the German market, settle fiber labeling under Regulation (EU) No 1007/2011 and packaging registration in the LUCID register, including who bears each obligation.

To import knitted underwear from Bangladesh into Germany, plan the order around the German entry, not around a generic import route. The decisions that matter most are made before shipment: the exact style and fiber mix, the classification of each style, the proof of origin for the duty preference, and the labels and packaging that German buyers and market rules expect.

This guide is for Germany-based brands, retailers, wholesalers and sourcing teams buying knitted underwear from Bangladesh. It follows one route end to end: supplier search and sampling, quality checks, Hamburg entry, duty and import VAT, and landed cost. It states no typical price, minimum or transit time, because none has a single figure across styles, fiber mixes and shipment dates.

Why source knitted underwear from Bangladesh

Bangladesh supplies knitted underwear in cotton, man-made fibers and blends: briefs, boxer briefs, trunks, slips and panties, in single styles and in multi-packs. A supplier that already makes your style in your fiber mix is a closer fit than a general knitwear factory, because waistband knitting, elastic application, leg opening finish and size grading differ by style.

Source by style, not by factory size alone. A factory that runs men's briefs in cotton jersey every week will quote your cotton brief more reliably than a factory that must set up the style from scratch. The same applies in reverse for women's lace-trimmed panties or styles knitted without side seams, which need different machines and finishing. Shortlist suppliers whose current production already includes your style, then compare them on the identical specification.

Find and verify suppliers

Where should you start the search?

Start with a specification, not with factory names. Write down every style first: men's, women's or children's; brief, trunk, boxer brief, slip or panty; fiber composition; fabric weight; waistband type and width; leg finish; size range; color or print; labeling; and packing, including pieces per polybag and per carton. Then shortlist suppliers whose current range already includes knitted underwear in that construction. Browse suppliers on Exportain and read finding suppliers in Bangladesh.

Send every candidate the identical specification and ask for the same reply format: fabric assumed, pieces per retail unit, price inclusions, validity and minimum per style and per color. A supplier answering on your specification can be compared directly; one answering with its own standard style cannot, even when its price looks lower.

How do you verify a supplier before you pay?

Verification has three layers. The first is company documents: trade license, export registration and association membership where applicable, checked so that name, address and bank account name agree across every document. The second is capability: monthly knitted-underwear capacity, whether knitting is in-house or fabric is bought in, waistband and elastic sources, dyeing route, and which recent underwear styles the factory can show. A finished garment from current production shows more than a catalogue photograph: waistband recovery, seam stretch, leg opening finish and size consistency.

The third layer is payment discipline. Keep payments to the company account named in the documents, never to a personal account, and verify any change of bank details separately. Read how supplier verification works on Exportain for what document and photo checks cover. On Exportain, supplier profiles carry document and photo review badges. A badge is a review of documents and photos, not a factory inspection or a guarantee, and Exportain is not a party to the goods contract.

MOQ, pricing and samples

What is the typical MOQ for knitted underwear from Bangladesh?

There is no single typical minimum order quantity for knitted underwear from Bangladesh. The minimum is set per style and usually per color, because yarn is dyed in batches, waistband elastic is ordered by width and color, and a cutting and sewing plan is set up per size range. A plain cotton brief and a lace-trimmed modal panty in several colors will not carry the same minimum. Ask each supplier how its minimum splits by style, color, size range and pack composition.

How is the price built, and how should you compare quotes?

Fabric is usually the main cost element in knitted underwear, followed by knitting or fabric purchase, cutting and sewing, dyeing, waistband elastic, trims, testing, packing and the factory margin. Fabric use per piece depends on size range and style, and detail adds operations: lace trim, jacquard waistbands, printed labels and multi-piece packs each cost more to process. Two quotes can differ because one assumes a lighter fabric, a narrower waistband, fewer sizes or simpler packing, so ask what each price is based on, in writing.

Compare quotes on the same basis: same style, fiber mix, size range, waistband, packing, delivery term and shipment port. Ask each supplier to state what is excluded, for example elastic upgrades, testing, special packing or freight to Hamburg.

Which samples do you need, and how do you approve them?

Work in stages. A development sample shows whether the factory can knit or cut the style, apply the waistband evenly, finish the leg openings cleanly and grade the size range. A pre-production sample, made in the actual production fabric, color, waistband and finish, is the sample you approve for bulk. Fit, stretch recovery and color cannot be approved from a sample in substitute fabric, because dyeing and finishing change dimensions, shade and hand feel.

Test the samples as your customers will use them: wash and dry them following your care label, measure waistband and leg openings before and after washing, check stretch recovery after repeated wear, and check that all pieces in a multi-pack match in shade and size. Approve in writing and keep one sealed counter-sample of each style.

Quality control and certifications needed

Which quality checks are specific to knitted underwear?

Against the approved sample and size chart, check fiber composition and fabric weight, waistband width and recovery, leg opening finish, seam stretch and strength, and consistency across the size range. Then check construction piece by piece: waistband joining, elastic coverage, label position and legibility, and shade consistency across the pack. A pack can pass piece by piece and still fail as a pack if one piece is from a different shade batch or the waistband sits at a different height.

Agree the inspection method and defect limits before production. Inspect in stages: an inline check during sewing and finishing catches a drift while correction is still possible, and a final random inspection on packed goods checks quantity, workmanship, measurements, labels and packing. See the quality control checklist for knitted underwear for the checks to put in your inspection plan.

Which German label rules apply to underwear?

Fiber labeling follows the EU textile regulation, which applies in Germany as it does across the EU. Article 9 of Regulation (EU) No 1007/2011 states that a textile product shall be labelled or marked with the name and percentage by weight of all constituent fibers in descending order.1 Agree the wording at sampling stage and check that the percentages match the fabric you bought, because the labelled composition is also the composition your classification is built on.

Add care, size and origin marking as your market and customers require, and agree the label language, care symbols and size notation with your German customer before bulk label sewing begins.

What about packaging law in Germany?

Packaging is a separate German obligation that buyers importing into Germany must settle before the goods reach the market. Producers of packaging filled with goods are obliged to register in the LUCID Packaging Register provided by the Central Agency Packaging Register before placing the packaging on the market.2 The producer in this sense is not the manufacturer of the packaging but the distributor who places packaging on the market for the first time on a commercial basis or who imports the packaging into Germany.2 The registration obligation may therefore apply to those who bear legal responsibility for the packaged goods at the time they cross the border into Germany, even if they are not located in Germany.2

The second main obligation, system participation, applies to grouped and retail packaging, while the registration obligation applies independent of the type of packaging.2 Settle who registers, who joins a dual system and who reports the packaging volumes in your buying agreement, because the obligation follows the party placing the packaging on the German market, not the factory that sewed the garments.

Incoterms, shipping and transit time

Which delivery term should a first order use?

The Incoterms 2020 rules set out, for each rule, where delivery takes place, and risk passes from seller to buyer at the same point and time as delivery.3 Under FOB, CFR and CIF the seller must place the goods on board the vessel.3 On customs, in all rules but EXW the seller must carry out export formalities, and in all rules but DDP the buyer must carry out import formalities.3 The same ICC Academy summary notes that the four sea rules, FAS, FOB, CFR and CIF, are only intended for port-to-port bulk or break-bulk shipments and are not suitable for container shipments.3

For a first order shipped in containers, weigh FOB at the Bangladeshi port against FCA at the named terminal. Under FOB, the factory delivers the goods on board and your forwarder handles the sea leg. Under FCA, delivery happens when the goods are handed to your carrier, which matches how containerised cargo moves.

How does the Hamburg entry work?

Hamburg is the entry most Germany-based buyers plan around, because it keeps the sea leg, customs clearance and onward delivery inside one German route. Your customs broker files the declaration, and you or your broker must hold the documents it relies on: commercial invoice, packing list, transport document and proof of origin where a preference is claimed.

Before the first shipment, confirm your EORI number. The EORI number is an operator identification number valid throughout the European Union, and it is a prerequisite for customs clearance in the European Union.4 Applying for an EORI number is free of charge and can be done via the Customs Portal.4

How long does shipping take?

There is no single typical transit time for knitted underwear from Bangladesh to Germany. Sea freight is the standard route for bulk orders and it takes weeks rather than days, varying by port, routing, transshipment and season. Plan from your forwarder's current sailing schedule, and add clearance and delivery.

Import duty, taxes and documents

How are knitted underwear styles classified for duty?

Duty follows the classification of each style in the EU tariff, not the supplier's product name. The Harmonised System is an international commodity classification of approximately 5,000 six-digit product categories, organised by chapters, headings and sub-headings, and countries subdivide the six-digit categories further for their own tariffs.5 The Combined Nomenclature of the European Union uses eight-digit codes, and the full EU entry line runs to ten digits.5

The two headings that matter for knitted underwear are 6107 and 6108. Heading 6107 covers men's or boys' underpants, briefs, nightshirts, pyjamas, bathrobes, dressing gowns and similar articles, knitted or crocheted.6 Heading 6108 covers women's or girls' slips, petticoats, briefs, panties, nightdresses, pyjamas, negligees, bathrobes, dressing gowns and similar articles, knitted or crocheted.6 Within each heading, underpants and briefs split by fiber: for men's styles, 6107.11 for cotton, 6107.12 for man-made fibers and 6107.19 for other textile materials; for women's briefs and panties, 6108.21 for cotton, 6108.22 for man-made fibers and 6108.29 for other textile materials.6 A cotton brief, a man-made fiber brief and a blended brief in one order can therefore sit on three different lines. Confirm the full ten-digit line for each style with your broker before you price or ship, and read the HS code guide for knitted underwear for the classification factors.

What import duty applies?

For goods of Bangladeshi origin, the starting point is the EU preference for least developed countries. The Everything But Arms scheme is a special arrangement for least developed countries, granting full duty-free and quota-free access to the EU Single Market for all products except arms and ammunition.7 That means duty on qualifying knitted underwear from Bangladesh can be zero, but the preference is not automatic: it depends on the goods meeting the origin rules of the scheme and on the preference in force on the entry date.

German customs makes the same point for preferences generally: where the customs duty is charged in accordance with the customs tariff, either a reduced rate is levied or the goods are completely exempted, and only the import VAT and any applicable excise duties must then be paid.8 That exemption is subject to the condition that the origin of the goods is in a beneficiary country, substantiated by presenting a written proof of preferential status.8 Agree the proof of origin at order stage, and ask your broker to confirm the current ten-digit line and the preference in force for your entry date before you commit to a selling price. Any duty line you have not confirmed in this way should be treated as confirm with broker, not assumed.

What German import VAT applies?

Import VAT is separate from duty and applies even when duty is zero. German customs states that the basis for assessment of import VAT shall be the goods' customs value plus customs duty, plus any applicable excise duties.8 The import VAT rate is currently set at 19 percent, with a reduced rate of 7 percent for selected goods such as food products and books.8 Knitted underwear falls under the standard rate, so work your landed cost at 19 percent on the customs value plus any duty payable, and confirm the treatment with your tax adviser for your own VAT position.

Which documents do you need for clearance?

The standard import set is the commercial invoice, packing list, bill of lading or air waybill, and proof of origin where a preference is claimed. The invoice should name each style plainly, for example men's cotton knitted briefs, with fiber composition, size range, quantities, unit prices and the delivery term, on its own line. Keep men's and women's styles, and cotton, man-made fiber and blended styles, on separate lines matching their classifications. Quantities, weights and carton counts must agree across every document, and the proof of origin must match the styles and quantities in the shipment.

Step-by-step import checklist: how to import knitted underwear from Bangladesh to Germany

  1. Write the specification style by style: men's or women's, style, fiber composition, fabric weight, waistband type, size range, colors, labels and packing.

  2. Classify every style, starting from headings 6107 for men's styles and 6108 for women's styles, then the fiber split, and confirm each full ten-digit line and the preference in force with your broker.

  3. Shortlist suppliers whose range includes your style, and request comparable quotes on the identical specification and delivery term.

  4. Verify the chosen supplier: company documents, knitted-underwear capacity, knitting or fabric source, waistband and dyeing route, and a video or in-person factory check for a first order.

  5. Order samples in stages, wash and measure them, test waistband recovery and shade consistency, then approve a pre-production sample of each style in production fabric and waistband.

  6. Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan with defect limits, labeling, packaging law responsibility, packing and shipment date.

  7. Inspect during production and again on packed goods against the approved samples, checking waistband recovery, seam stretch, shade consistency and pack completeness.

  8. Ship to Hamburg, clear customs with the confirmed code and proof of origin for each style, and reconcile the actual landed cost including 19 percent import VAT.

FAQs

What is the typical MOQ for knitted underwear from Bangladesh?

There is no single typical minimum. It is set per style and usually per color, because yarn is dyed in batches, waistband elastic is ordered by width and color, and a cutting and sewing plan is set up per size range.

How long does shipping take?

Production time and transit time are separate, and neither has a single typical figure. Sea transit takes weeks rather than days and varies by port, routing and season.

What import duty applies?

Duty follows the confirmed classification of each style, the origin and the preference in force on the entry date. Knitted underwear sits in headings 6107 for men's styles and 6108 for women's styles, split by fiber.6 Bangladesh benefits from Everything But Arms duty-free and quota-free access for least developed countries, subject to the origin rules.7 Confirm the current ten-digit line and the preference in force with your broker before you commit to a selling price, and treat any unconfirmed duty line as confirm with broker.

How do I verify a supplier?

Check company documents first, so that name, address and bank account agree across the trade license, export registration and invoices. Then check capability: knitted-underwear capacity, knitting or fabric source, waistband and dyeing route and recent production in your style. Keep payments to the company account named in the documents, and approve a pre-production sample of each style before bulk production.
