Short answer

To import knitted underwear from Bangladesh to Belgium, decide the Belgian entry route first: importer of record, clearance place and import VAT treatment. Then specify each style, verify the supplier, approve a pre-production sample, confirm the current 10-digit classification line and origin proof with your broker, and build the landed cost before bulk production. Preference duty-free entry depends on the origin rules in force on the entry date.

Key takeaways

  • Belgium entry comes first: agree the importer of record, the clearance place and the import VAT route with your broker and VAT adviser before the goods sail.

  • Knitted underwear sits in headings 6107 for men and boys and 6108 for women and girls, splitting by fiber; confirm the current 10-digit TARIC line for each style with your broker.

  • Under Everything But Arms, Bangladesh goods that meet the origin rules and carry the required proof of origin can enter duty-free, but no most-favoured-nation rate is stated here because no current TARIC line was opened.

  • Article 9 of Regulation (EU) No 1007/2011 requires the name and percentage by weight of all constituent fibers in descending order, and the importer must ensure the label where the manufacturer is outside the Union.

  • Belgium standard VAT rate is 21 percent; import VAT is charged at clearance on the customs value plus duty and costs to destination unless a return-accounting route is confirmed.

This guide is for a buyer in Belgium who imports knitted underwear from Bangladesh through a Belgian port of entry, usually Antwerp, and sells the goods in Belgium or moves them onward within the European Union. It follows one order: entry route, specification, supplier, sample, classification and origin proof, then shipment. The entry route decides the importer, the customs identification number, and the import VAT treatment.

Knitted underwear here means knitted or crocheted underpants, briefs and panties for men, women, boys and girls, in cotton, man-made fibers or blends. Classify each garment type on its own line.

Why Belgian buyers source knitted underwear from Bangladesh

Bangladesh is a least developed country, and as a least developed country it benefits from the most favorable regime available under the European Union Generalised Scheme of Preferences, namely the Everything But Arms arrangement.1 The Everything But Arms scheme is a special arrangement for least developed countries, granting full duty-free and quota-free access to the European Union Single Market for all products except arms and ammunition.2 The European Commission states that 91 percent of Bangladesh exports to the European Union enter duty- and quota-free, and that Bangladesh was the largest beneficiary under the arrangement, with 19 billion euro in exports benefiting from the preferences in 2024.1 Those figures describe the trade as a whole, not underwear alone, and a preference still needs the origin rules met and proof of origin in order on the entry date.

Duty-free access under a preference is a claim you make at entry, with documents to support it. Agree at order stage what origin document the supplier will supply and who checks it before shipment.

Decide the Belgian entry route before you order

First, decide who is the importer of record: the party named on the customs declaration who is responsible for the entry, the duty claim and the import VAT treatment. In most Belgian entries this is the Belgian buyer, or the buyer acting through a customs broker. If the seller offers to act as importer under a delivered-duty-paid term, check the registration and VAT consequences with your adviser first.

Second, decide where the goods clear customs. Goods arriving at Antwerp but intended for use in another European Union country can use a VAT suspensive arrangement, with VAT charged in the country of destination.3 Agree that choice with your broker and carrier before the bill of lading is issued.

Third, ask your Belgian VAT adviser, before the first order, whether import VAT can be accounted for in your periodic return rather than paid at the border.3 Do not assume a deferment route applies.

Find and verify suppliers

Where should you start the search?

Start with a written specification: garment type, wearer, fiber composition, fabric construction and weight, sizes, waistband, leg finish, labeling and packing. Then shortlist suppliers whose current range already includes knitted underwear in the fibers and constructions you need.

Send every candidate the identical specification and ask for the same reply format: composition, styles, price inclusions, validity, minimum and sample terms. Browse suppliers on Exportain and compare your approach with the general guide to importing knitted underwear from Bangladesh, which covers the same product group without the Belgian entry route set out here.

How do you verify a supplier before you pay?

Verification has three layers. The first is company documents: trade license, export registration and any association membership, checked so that name, address and bank account name agree across every document. The second is capability: monthly underwear capacity, whether knitting is in-house or fabric is bought in, elastic and waistband routes, dyeing route, and recent underwear styles from current production. A finished garment from current production shows more than a catalogue photograph: waistband attachment, elastic recovery, seam finish and size consistency.

The third layer is payment discipline. Keep payments to the company account named in the documents, never to a personal account, and verify any change of bank details through a separate channel before you pay. On Exportain, supplier profiles carry document and photo review badges: a review of documents and photos, not a factory inspection or a guarantee, and Exportain is not a party to the goods contract. For a first order, a video or in-person factory check is worth more than a second round of email assurances.

MOQ, pricing and samples

What is the typical MOQ for knitted underwear from Bangladesh?

There is no single typical minimum order quantity for knitted underwear from Bangladesh. The minimum is set per style and usually per color and size range, because fabric is knitted and dyed in batches and a cutting plan is set up per size range. Ask each supplier how its minimum splits by style, color, size range and pack composition, and get the answer in writing before you compare quotes.

How is the price built, and how should you compare quotes?

Fabric is usually the largest cost element, followed by knitting or fabric purchase, cutting, sewing, elastic and waistband materials, dyeing, finishing, testing, packing and the factory margin. Fabric use per garment depends on size, rise, leg cut and fabric weight, and detail adds operations: a wide woven waistband, a jacquard logo band, contrast binding and individual retail packing each cost more to process. Two quotes can differ because one assumes a lighter fabric, a narrower size range, a simpler waistband or bulk packing. Ask what each price is based on, in writing, and compare quotes on the same basis: same styles, sizes, fiber composition, waistband, delivery term and packing, with exclusions stated, for example testing, labeling or retail packing.

Which samples do you need, and how do you approve them?

Work in stages. A development sample shows whether the factory can construct the garment and hold the size. A pre-production sample, made in the actual production fabric, color, elastic and waistband, is the sample you approve for bulk.

Test the samples as your customers will use them: try the garments on the fit model or form, measure waist, hip, rise and leg opening against your chart, stretch and release the waistband and leg elastic several times, and wash the garment following your care label and measure it again. Check color match across sizes and dye lots. Approve in writing and keep one sealed counter-sample of each style.

Quality control and certifications needed

Which quality checks are specific to knitted underwear?

Against the approved sample and size chart, check fiber composition, fabric weight, finished measurements, and consistency across the size range. Then check construction garment by garment: waistband, elastic, seams, leg finish, labels and logo placement.

Agree the inspection method and defect limits before production. ISO 2859-1:2026 defines a system of acceptance sampling plans for inspection by attributes, and its summary states that AQL stands for acceptance quality limit, the maximum average percentage of defective items considered acceptable during random sampling, used to determine sample sizes and acceptance and rejection thresholds.4 The standard also provides switching rules: reduced inspection where quality stays good, and tightened inspection where defects increase.4 Inspect in stages: an inline check during sewing and finishing, and a final random inspection on packed goods. See the quality control checklist for knitted underwear for the checks buyers apply to this product group.

Which label rules apply in Belgium?

Fiber labeling applies to cotton, man-made fiber and blended underwear alike. Article 9 of Regulation (EU) No 1007/2011 states that a textile product shall be labeled or marked with the name and percentage by weight of all constituent fibers in descending order.5 Agree the wording at sampling stage and check that the percentages match the fabric you bought. The same regulation provides that when the manufacturer is not established in the Union, the importer shall ensure the supply of the label and the accuracy of the information in it, and that labeling shall be provided in the official language or languages of the Member State where the products are made available to the consumer, unless that Member State provides otherwise.5 For Belgium, agree the label languages for the market where each batch will be sold. Labels and markings must be durable, easily legible, visible and accessible and, in the case of a label, securely attached, under the same regulation.5 Check the label after the wash test on the pre-production sample.

Which certifications do you actually need?

No single certificate covers every underwear order. A retailer or brand may name a specific test or scheme in its own supplier manual. Name any such requirement in the specification, ask for the matching report or certificate, and check its scope, product, issuing body and date. If your customer names no scheme, do not invent one: set the tests you need in the specification and agree who pays for testing and retesting after a failure.

Incoterms, shipping and transit time

Which delivery term should a first order use?

The Incoterms 2020 rules set out, for each rule, where delivery takes place, and risk passes from seller to buyer at the same point and time as delivery.6 Under FOB, CFR and CIF the seller must place the goods on board the vessel.6 On customs, in all rules but EXW the seller must carry out export formalities, and in all rules but DDP the buyer must carry out import formalities.6 The four sea rules, FAS, FOB, CFR and CIF, are only intended for port-to-port bulk or break-bulk shipments and are not suitable for container shipments.6

For a first order shipped in containers, weigh FOB at the Bangladeshi port against FCA at the named terminal. Under FOB, the factory delivers the goods on board and your forwarder handles the sea leg. Under FCA, delivery happens when the goods are handed to your carrier, which matches how containerized cargo moves. In the C rules and the D rules the seller must contract for freight to the destination, and only in the E and F rules does the buyer arrange freight.6 Whichever rule you choose, write the named place or port in full and state who insures the cargo from delivery onward.

How long does shipping take?

There is no single typical transit time for knitted underwear from Bangladesh to Belgium. Sea freight is the standard route for bulk orders and it takes weeks rather than days, varying by port, routing, transshipment and season. Plan from your forwarder's current sailing schedule, and add clearance and delivery to the Belgian warehouse. Keep production time separate: an order is ready only when every garment has finished sewing, finishing, inspection and packing. Confirm pieces per carton, carton dimensions and weight in the specification, because underwear is light for its volume. Air freight suits samples and urgent replenishment, so price air and sea separately.

Antwerp entry: import duty, Belgian VAT and documents

How are knitted underwear garments classified for duty?

Duty follows the classification of each style in the destination tariff. The Harmonised System is an international classification of approximately 5,000 six-digit product categories, and countries subdivide them further for their own tariffs.7 The Combined Nomenclature of the European Union uses eight-digit codes.7

The central headings are 6107 and 6108. Heading 6107 covers men or boys underpants, briefs and similar articles, knitted or crocheted.8 Within 6107, underpants and briefs split by fiber into 6107.11 for cotton, 6107.12 for man-made fibers and 6107.19 for other textile materials.8 Heading 6108 covers the equivalent women or girls articles, knitted or crocheted, and briefs and panties inside 6108 split by fiber in the same way.9 Confirm the current 10-digit line for each style with your broker before you price or ship. The tariff schedule page opened for heading 6108 in this guide is a 2024 edition, so treat every line taken from it as a starting point to re-check, not as the rate in force on your entry date.

What import duty applies?

Your duty position depends on classification, origin, and any preference in force on the entry date, so there is no single rate for a whole order. Under the Everything But Arms arrangement, Bangladesh goods that meet the origin rules and carry the required proof of origin can enter duty-free, as set out above.2 1 That is a preference claim, not an automatic zero: if the origin proof is missing, wrong or does not cover the goods in the shipment, the claim fails and duty is charged at the rate that applies without the preference.

No most-favoured-nation rate is stated in this guide, because no current TARIC schedule line for headings 6107 or 6108 was opened while writing it. For every style, mark the rate as confirm with broker: ask your broker to confirm the current 10-digit line and the rate in force on the entry date, in writing, for each fiber split. Do not price from a rate taken from another country guide, another fiber split, or an old schedule edition.

What Belgian VAT applies at import?

Import VAT is separate from duty. The taxable amount is the customs value plus customs duties and other import taxes plus supplementary costs up to the place of destination, including incidental expenses such as transport and insurance charged by the supplier.3 Belgium standard VAT rate is 21 percent, with reduced rates of 6 percent and a parking rate of 12 percent for specific categories, as shown in the European Commission VAT rates table.3 Confirm with your Belgian adviser whether your goods fall under the standard rate or a reduced category, and treat import VAT as a cash cost at clearance unless a return-accounting route is confirmed. Keep the customs declaration, invoice and transport documents together.

Which documents do you need for clearance?

The standard import set is the commercial invoice, packing list, bill of lading or air waybill, and proof of origin where a preference is claimed. The invoice should name each style plainly, with composition, sizes, quantities, unit prices and the delivery term, on its own line, and quantities, weights and carton counts must agree across every document. An EORI number is mandatory for the clearance of all types of customs operations in the customs territory of the European Union, such as import, export and transit, and EORI numbers uniquely identify economic operators and other persons.10 A person can be assigned only one valid EORI number, and an EORI number consists of the country code of the issuing European Union country followed by an identifier unique in that country of up to 15 alphanumeric characters.10 Economic operators not established in the European Union customs territory who lodge customs or summary declarations or act as carriers need an EORI number, assigned by the European Union country in which they intend to carry out their first customs operation.10 If your broker lodges the declaration, confirm whose EORI number appears on it and that it is valid before the goods sail.

Landed cost example

A landed cost is the full cost of one garment, ready to sell from your Belgian warehouse. Every number below is an example figure only, not a quote. Example figures: 10,000 cotton briefs, FOB Chattogram, sea freight to Antwerp, duty at the preference position subject to the origin proof.

Example figures (per garment)

How to obtain your figure

Product price, FOB

$0.85

Confirmed pro forma invoice

Import VAT is not included in the total above, because its treatment depends on your VAT position and whether a return-accounting route applies. Example figures: VAT at 21 percent would be calculated on the customs value plus duty and costs to destination, not on the FOB price alone. See landed cost for imports from Bangladesh for the full method.

Step-by-step import checklist

  1. Decide the Belgian entry route: importer of record, clearance place, and VAT accounting route.

  2. Write the specification style by style: garment type, wearer, fiber composition, sizes, waistband, labeling and packing.

  3. Classify every style from headings 6107 and 6108, and confirm each current 10-digit line with your broker.

  4. Shortlist suppliers whose current range covers your styles, and request comparable quotes on the identical specification.

  5. Verify the chosen supplier: documents, capacity, fabric and elastic routes, and a factory check for a first order.

  6. Approve a pre-production sample of each style in production fabric, color, elastic and waistband, after fit, wash and label tests.

  7. Confirm the order in writing: purchase order, pro forma invoice, payment terms, inspection plan, labeling, packing and shipment date.

  8. Agree the origin proof at order stage and check it before shipment.

  9. Inspect during production and on packed goods against the approved samples.

  10. Ship, clear customs with the confirmed code for each style, and reconcile the actual landed cost.
