Hotel Linen From Bangladesh to France: A Buyer's Import Checklist
Hotel linen from Bangladesh to France: EBA duty preference, REX proof of origin, French labelling, 20% import VAT, Le Havre and Fos entry, and a per-room-set landed cost example for hotel buyers.
Short answer
To import hotel linen from Bangladesh to France, write one contract file per property covering the room set, sizes, fiber, par stock multiple and laundry program; confirm the EBA preference, REX statement on origin and EORI number with your broker; approve the French fiber label pack and a laundry-tested pre-production sample; classify each item under the indicative heading 6302; and price on the landed cost per room set, with 20 percent import VAT handled by reverse charge.

Key takeaways
Everything But Arms gives least developed countries duty-free, quota-free access to the EU for all products except arms and ammunition, continuing under the renewed GSP from 1 January 2027; the preference is conditional on origin rules and proof of origin, and no confirmed 6302 duty rate is stated, so confirm every line with a broker.
Hotel linen sits in the indicative heading 6302: bed linen, table linen and terry towelling split by construction, print and fiber; the broker must confirm the full EU code for each item on the official tariff.
Fiber labels must name every fiber and its percentage by weight in descending order, in French, and the importer ensures the label where the manufacturer is outside the EU; ISO 3758:2023 care symbols exclude industrial laundering, which sits in ISO 30023.
OEKO-TEX STANDARD 100 places bed linen and towels in Product Class II and table linen in Product Class IV, and a certificate is valid for 12 months; check the certificate number, class, articles covered and expiry date for the exact items ordered.
France applies 20 percent import VAT under a compulsory reverse charge since 1 January 2022, with the return pre-filled from customs figures and due by the 24th of each month; Le Havre is the northern gateway and Fos-sur-Mer the southern alternative.
To import hotel linen from Bangladesh to France for a working hotel, build the order as a contract file first and a price second. The file holds the room inventory, the replacement cycle, the laundry program the property actually runs, the French label pack, the proof of origin and the delivery term. A hotel order fails in service, not at the border: a sheet that shrinks out of size, a white that drifts between batches or a label that fades in the wash shows up every day the room is sold.

Start with the France entry file, not the price
The European Union Generalised Scheme of Preferences (GSP) includes Everything But Arms (EBA), the special arrangement for least developed countries, providing duty-free, quota-free access to the EU market for all products except arms and ammunition.1 The new and updated GSP Regulation was signed on 18 June 2026 and will apply from 1 January 2027 for ten years, and the renewed scheme continues EBA.1 Treat the preference as conditional on the origin rules and the proof of origin for the entry date, and confirm both with your broker before you price. If the preference does not apply, the duty is the EU third-country rate: confirm with broker.
Proof of origin under the REX system is a statement on origin made by the exporter on the invoice or another commercial document.2 To make a statement on origin, the exporter must be registered in the REX database by the competent authorities of the country of origin, and for consignments under 6,000 euro the statement can be made with no obligation for registration.2 Ask the supplier for its REX registration details and a sample statement on origin before the first shipment.
The importer also needs an Economic Operators Registration and Identification (EORI) number. An EORI number is mandatory for the clearance of all types of customs operations in the customs territory of the EU, such as import, export and transit, and a person can hold only one valid EORI number at any time.3 EORI numbers are assigned by a single customs authority.3 Apply through the national customs authority of the country where the operator is established, before the first shipment, and give the number to your broker.
Write the hotel contract file: property, rooms and replacement cycle
A hotel linen order starts with the property, not the product catalogue. Write one contract file per property or per group standard, and send the same file to every supplier. The file names the property type, room count and room types, the items in one room set, the fiber, weave, finished sizes, towel weights, white standard, property mark, packing and delivery address. A room set is the pieces that must work together in one room: flat sheet, fitted sheet, pillowcases, duvet cover, bath towel and hand towel, with table linen where the property uses it.
Set the replacement cycle in the same file. Par stock is the total stock of each item held for a property, expressed as a multiple of the pieces in use in the rooms, covering pieces in the laundry, in transit and in store. No single multiple suits every property. Set it item by item from laundry turnaround, peak occupancy and the time a piece spends out of the room, and write the resulting quantities into the order. The replacement cycle also sets the repeat-order test: a repeat order must match the first order in white, size and hand feel, judged against the sealed counter-sample.
Name the laundry partner and the wash program in the contract file. Wash the sample repeatedly through the program the property laundry actually runs, recording temperature, detergent, drying method and cycle count, then check size after washing, fitted-sheet fit and white match across the room set under the same light. Agree the program with the laundry operator in writing, including the sorting marks the laundry needs.
In 2024-25, Bangladesh Bank recorded home textile export receipts of USD 453.8 million, up 3.2 percent on the previous year, and terry towel receipts of USD 18.7 million, up 14.0 percent.4 Those figures describe banking-channel receipts, not capacity, and do not rank suppliers. Shortlist on evidence: mills whose current range already includes bed, bath and table linen in the fibers the room set needs.
The French label pack: fiber wording, care symbols and sorting marks
Settle the label pack at sampling stage, with the French wording checked by a reader who works in French. The label carries the legal fiber information and sorts pieces in the laundry for years.
Fiber labelling is set by EU law. A textile product shall be labelled or marked with the name and percentage by weight of all constituent fibers in descending order.5 A fiber that accounts for up to 5 percent of the total weight, or fibers that collectively account for up to 15 percent, may be designated as other fibers with their total percentage, where they cannot easily be stated at manufacture.5 Labelling or marking shall be provided in the official language or languages of the member state where the products are made available to the consumer, unless that member state provides otherwise.5 For France, that means French fiber wording: cotton as coton, percentage beside it, highest first. Keep size wording in centimeters, and have the French wording checked before the supplier prints labels.
Labels must also be durable, easily legible, visible and accessible and, in the case of a label, securely attached.5 When the manufacturer is not established in the EU, the importer shall ensure the supply of the label or marking and the accuracy of the information it contains.5 Approve the artwork, check the finished label before bulk sewing, and check it again after the laundry trial. Where products are supplied to businesses within the supply chain, labels or markings may be replaced or supplemented by accompanying commercial documents, with the fiber names and composition clearly indicated in those documents.5 Ask your broker and importer whether the hotel supply route uses the label, the commercial documents, or both, and record which route applies in the contract file.
Care symbols need a separate agreement, because the standard care symbols do not cover industrial laundering. ISO 3758:2023 establishes a system of graphic symbols for the most severe treatments that do not cause irreversible damage, covering domestic washing, bleaching, drying and ironing, and professional textile care in dry and wet cleaning, excluding industrial laundering.6 Symbols for industrial laundering are in ISO 30023.6 Set each symbol from test results on the actual fabric.
Check the supplier against France-facing evidence
Verification has three layers, each checked before payment: company documents, so that name, address and bank account name agree across every document; capability, shown by finished hotel linen from current production in your fibers and sizes; and payment discipline, keeping payments to the company account named in the documents. A profile badge is a review of documents and photos, not a factory inspection or a guarantee, and Exportain is not a party to the goods contract.
Add France-facing evidence to each layer. On documents, ask for the REX registration details and a sample statement on origin, and for the export registration that matches the bank account name. On capability, ask for the current range in bed, bath and table linen, the weaving route, fabric width, terry loom capacity and dyeing route, and for recent hotel linen from current production in the colors and constructions you need. Ask how the supplier handles the French-facing parts: French fiber wording, care labelling, the statement on origin, and the test reports the property names. On payment discipline, verify any change of bank details through a separate channel before you pay. For a first France order, add a video or in-person check of production with the room-set items being made.
Send every candidate the identical contract file and ask for the same reply format. Browse suppliers on Exportain and read how to import from Bangladesh first. If one supplier quotes a shorter flat sheet, a lighter towel or a different weave, it is quoting a different room set, not a cheaper one.
Samples and the laundry trial that decides the order
Work in stages, and approve in writing at each stage. A development sample shows whether the mill can construct each item and complete a full room set. A pre-production sample, made in the actual production fabric, weave, color and finish, is the sample you approve for bulk. For hotel linen, the sample stage includes a laundry trial: wash the pre-production sample through the agreed commercial program, then check size, fit, towel condition and shade match under the same light. Keep one sealed counter-sample of each item, and judge every repeat order against it.
Agree the inspection method and defect limits before production. ISO 2859-1:2026 defines a system of acceptance sampling plans for inspection by attributes, indexed by acceptance quality limit (AQL), the maximum average percentage of defective items considered acceptable during random sampling.7 Set your AQL level and defect limits in the purchase order, and inspect in stages: an inline check during cutting and sewing, and a final random inspection on packed goods, drawn across items, sizes, colors and cartons. Use the hotel linen quality control checklist for the full check sequence.
There is no single typical minimum: it is set per item and usually per color, so work it from the par stock calculation for each property.
Under OEKO-TEX STANDARD 100, the criteria and limit values depend above all on intended use, and the more direct the skin contact, the stricter the requirements.8 Bed linen and towels fall in Product Class II, for textiles whose surface comes into direct contact with the skin, while table linen falls in Product Class IV, for furnishing materials for decorative purposes.8 A STANDARD 100 certificate is valid for 12 months and can be renewed annually.8 Check the certificate number, class, articles covered and expiry date for the exact items ordered.
Classification, duty and VAT when you import hotel linen from Bangladesh to France
Duty follows the classification of each item in the EU tariff, not the supplier product name. The Harmonized System groups bed linen, table linen, toilet linen and kitchen linen under heading 6302.9 The six-digit subheadings split bed linen by construction and fiber: 6302.10 for bed linen, knitted or crocheted; 6302.21, 6302.22 and 6302.29 for other printed bed linen; and 6302.31, 6302.32 and 6302.39 for other unprinted bed linen; with table linen and terry towelling in the remaining 6302 lines.9 The EU adds further digits in the Combined Nomenclature and TARIC. Confirm the full EU code for each item in writing with your broker, and treat every heading here as indicative until verified on the official tariff. Name each item plainly on its own invoice line, and read the HS code guide for hotel linen before you fix the codes.
What import duty applies in France?
Mark every duty line as confirm with broker, and ask for the full TARIC code, the most-favored-nation rate on the entry date, and the preference rate if origin is accepted. Under EBA, the preference rate is duty-free access for all products except arms and ammunition, subject to the origin rules.1 Price at both rates until the broker confirms.
How does 20 percent VAT work on a French import?
Import VAT is separate from duty, and it remains payable even where duty falls away under a preference. The standard French VAT rate is 20 percent, and import VAT is charged in addition to any customs duties due.10 Since 1 January 2022, the reverse charge of import VAT has been compulsory and automatic for every company identified for VAT in France: businesses no longer pay VAT at customs when goods arrive, and instead declare and deduct it simultaneously on the VAT return, with no upfront cash advance.10 The VAT return is pre-filled from customs figures, and the declaration must be filed by the 24th of each month.10 Budget import VAT at 20 percent separately from duty, confirm the VAT base and recovery position with your tax adviser or broker, and check the pre-filled figure against the customs declaration.
Delivery terms and the Le Havre or Fos decision
Under Incoterms 2020, name the rule, the version and the named place in the contract, for example FCA Chattogram, Incoterms 2020, or CIF Le Havre, Incoterms 2020. For container shipments, weigh FCA against FOB at Chattogram. FCA is suitable for any mode of transport, and the seller delivers the goods to the carrier the buyer names, with delivery and risk transfer at the agreed location once the goods are delivered to the carrier.11 FOB is to be used only for maritime or inland waterway transport, with delivery and risk transfer once the goods are loaded onto the vessel at the named port of shipment.11
HAROPA PORT calls Le Havre the first deep-water port of call for imports and the last for exports on the North European rotation, and the first French port for foreign trade.12 For properties in the south of France, Fos-sur-Mer near Marseille is the alternative gateway: Marseille Fos is the southern gateway, with logistics zones beside the Fos-sur-Mer container terminal specialized in storage under customs control.13 Compare the full door cost, not only the sea freight. Confirm pieces per carton, carton dimensions and gross weight before freight is quoted.
Landed cost per room set: a worked example
A landed cost is the full cost of one room set, ready for housekeeping to put into service, excluding the VAT reverse-charge treatment. Example figures: 400 room sets for a 60-room property at a par multiple agreed in the contract file, FOB Chattogram, sea freight to Le Havre, onward delivery to a warehouse near Paris, duty at the EBA preference rate subject to the origin rules.
Cost element | Example figures (per room set) |
|---|---|
Product price, FOB Chattogram | EUR 42.00 |
International freight to Le Havre | EUR 3.60 |
Insurance | EUR 0.30 |
Duty at the EBA preference rate, subject to origin rules | EUR 0.00 |
Port, clearance and broker fees, Le Havre | EUR 1.80 |
Onward delivery to warehouse near Paris | EUR 1.50 |
Inspection and testing share | EUR 0.60 |
Total landed cost, excluding VAT | EUR 49.80 |
Import VAT at 20 percent is not included in the total above, because its treatment depends on your VAT position and the reverse charge.10 On the example figures, VAT of EUR 9.18 per room set applies to the CIF value plus duty as an example calculation: confirm the VAT base with your broker before you price. Work the calculation twice, at quote stage and again after shipment with the actual invoices, and see the landed cost method for the full line-by-line method.
The France hotel linen import checklist
Write the contract file: property, rooms, room set, fiber, sizes, towel weights, white standard, mark and packing.
Set the par stock multiple and replacement cycle item by item, from laundry turnaround and peak occupancy, and name the laundry program in the file.
Settle the entry file: EBA preference, REX registration and sample statement on origin, EORI number, and broker confirmation of every tariff line.
Classify every item from heading 6302 and confirm each full EU code with your broker, treating every heading as indicative until verified.
Approve the French label pack: fiber wording in French in descending order, care symbols, industrial laundering treatment and sorting marks, checked by a French reader.
Shortlist mills whose range includes bed, bath and table linen, and request quotes on the identical contract file.
Verify the supplier in three layers: documents, capability and payment discipline, with France-facing evidence on each layer.
Order samples in stages, run the laundry trial through the actual program, and approve a pre-production sample of each item.
Confirm the certification scope: OEKO-TEX STANDARD 100 class, articles covered and expiry date for the exact items ordered, where the property requires it.
Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan, labelling, packing and shipment date.
Ship through Le Havre or Fos-sur-Mer, clear customs with the confirmed code for each item and the proof of origin, and reconcile the actual landed cost per room set.
Check the French labels on arrival, file the VAT return, and keep the counter-samples and reports with the order file.
What is the typical MOQ for hotel linen from Bangladesh?
There is no single typical minimum. The minimum is set per item and usually per color, because fabric is woven, bleached or dyed in batches. Ask how it splits by item, size, color and logo treatment, and work it from the par stock calculation for each property in the order.
How long does shipping take?
Production time and transit time are separate, and neither has a single typical figure. Sea freight from Chattogram to Le Havre or Fos-sur-Mer takes weeks rather than days and varies by sailing schedule, routing, transshipment and season. Work backward from the property opening date, and confirm shipment only after sample approval and the laundry trial.
What import duty applies?
Duty follows the confirmed classification of each item, the origin and the preference in force on the entry date. Hotel linen sits in the indicative heading 6302.9 Under Everything But Arms, Bangladesh has duty-free, quota-free access to the EU market for all products except arms and ammunition, subject to the origin rules of the scheme.1 Treat the preference as conditional, not automatic: it depends on the goods meeting the origin rules and on the proof of origin you present at entry, so agree the REX statement on origin at order stage and confirm the preference with your broker.2
How do I verify a supplier?
Check company documents first, so that the name, address and bank account agree across the trade licence, export registration and invoices, and ask for the REX registration details and a sample statement on origin. Then check capability: current hotel linen range, weaving route, fabric width, terry capacity, dyeing route and recent production in your fibers and sizes, with the French label artwork checked. Keep payments to the company account named in the documents, verify any bank detail change through a separate channel, and treat any profile badge as a document and photo review, not a factory inspection or a guarantee.
