Short answer

To import bed sheets from Bangladesh to the Netherlands, fix each sheet set by fiber, weave, finish, and finished size, classify it under heading 6302, and confirm the tariff code and duty lines with your broker before ordering. Agree Dutch fiber labels, a statement on origin from a REX-registered exporter, your EORI number, and the Article 23 VAT position, then approve a washed pre-production sample. Clear the shipment at Rotterdam and work the landed cost at both duty rates.

Key takeaways

  • Bed sheets fall under the indicative heading 6302: 6302 10 for knitted or crocheted bed linen, and 6302 21 to 6302 39 for printed and other bed linen; the tariff result consulted shows 12.00 percent third-country duty on most lines and 6.90 percent on certain nonwoven lines, and every duty line must be confirmed with your broker.

  • The Everything But Arms scheme grants full duty-free and quota-free access to the EU Single Market for all products except arms and ammunition at scheme level, but a preference for your shipment depends on the origin rules and a statement on origin from a REX-registered exporter.

  • EU fiber labels must give the name and percentage by weight of all constituent fibers in descending order, be clearly visible before purchase including online, and use Dutch wording for sheets sold in the Netherlands; confirm the language position with your broker before label printing.

  • The standard VAT rate in the Netherlands is 21 percent, separate from duty; an Article 23 permit lets the import VAT be declared on the Dutch VAT return instead of paid at the border, but a foreign entrepreneur needs a tax representative to apply, and duties are still settled on arrival.

  • There is no single typical MOQ, price or transit time for bed sheets: set the sheet brief, approve a washed pre-production sample, set your own AQL inspection limits, and check OEKO-TEX STANDARD 100 certificates by number, Product Class II, articles covered and expiry date, since a certificate is valid for 12 months.

To import bed sheets from Bangladesh to Netherlands buyers need a Rotterdam-first plan, not a generic import plan. A bed sheet order that clears at Rotterdam, carries Dutch fiber labels, and lands at a known cost is decided before fabric is cut: the specification, the tariff code, the origin evidence, and the import VAT treatment are settled first, and the shipment follows those decisions.

This guide is for Dutch buyers, retailers, hotel groups, wholesalers, and distributors who buy bed linen for the Netherlands market. It covers suppliers, minimums, pricing, samples, quality checks, shipping, duty, VAT, and documents. Every unconfirmed duty and tax line is marked for confirmation, and every worked number is labelled as an example figure.

Why source bed sheets from Bangladesh

A Netherlands bed sheet programme starts at the Rotterdam end of the order. The port authority facts page records total throughput of 323.2 million tonnes in the first nine months of 2026.1 Classification, origin evidence, labels, and VAT treatment still decide whether the order clears without delay.

Bangladesh offers a home-textile production base that already works to European retail programmes: wide fabric, long cutting tables, hemming at sheet length, and packing of matched sets. The commercial reason to look at Bangladesh is the tariff preference, and it is conditional, not automatic. The European Commission describes Everything But Arms as a special arrangement for least developed countries granting full duty-free and quota-free access to the EU Single Market for all products except arms and ammunition.2 Agree the origin evidence at order stage and work the landed cost at both the preference rate and the third-country rate before you commit to a selling price.

Decide the specification before you ask for prices. Write each piece separately: fiber composition in label words, weave and finish, finished sizes after washing from your own size chart, pocket depth on fitted sheets, hem widths, elastic, colors or prints, labels, and packing. If duvet covers are part of the programme, specify the cover, its closure, and its pillowcases as one set. Plan by season and shelf date.

Find and verify suppliers

Where should you start the search?

Start with mills and exporters whose current range already includes bed linen in your fiber and construction. Send every candidate the identical specification and ask for the same reply format: fiber and fabric assumed, pieces per set, price inclusions, validity, and the minimum per design and color. Browse suppliers on Exportain and read how to import from Bangladesh for the full process, and compare ranges in the bed sheets manufacturers guide before you shortlist three or four suppliers. Ask how each candidate handles Dutch labelling, test reports, and the statement on origin.

How do I verify a supplier?

Verification has three layers. The first is company documents: trade licence, export registration, and association membership where applicable, checked so that name, address, and bank account name agree across every document. The second is capability: monthly sheet capacity, whether weaving is in-house or fabric is bought in, fabric width, dyeing and printing route, and recent sheet sets from current production.

The third layer is payment discipline. Keep payments to the company account named in the documents, never to a personal account, and verify any change of bank details through a separate channel. On Exportain, supplier profiles carry document and photo review badges where the checks have been completed. A badge records a review of documents and photos, not a factory inspection or a guarantee, and Exportain is not a party to the goods contract.3

MOQ, pricing and samples

What is the typical MOQ for bed sheets from Bangladesh?

There is no single typical minimum order quantity for bed sheets from Bangladesh. The minimum is set per design and usually per color or print, because fabric is woven, dyed, or printed in batches and a cutting plan is set up per size range. A plain white set and a printed set in several colors will not carry the same minimum. Ask how the minimum splits by design, color, size, and set composition, in writing.

How is the price built, and how should you compare quotes?

Fabric is usually the main cost element in a bed sheet, followed by cutting and sewing, dyeing or printing, finishing, hemming and elastic work, testing, packing, and the factory margin. Detail adds operations. Two quotes can differ because one assumes a lighter fabric or a simpler finish, so ask what each price is based on, in writing.

Compare quotes on the same basis only: same set composition, sizes, fiber, weave, finish, delivery term, and packing. Ask what is excluded, for example testing or label printing.

Which samples do you need, and how do you approve them?

Work in stages. A development sample shows whether the factory can construct the sheet and complete a matched set to your size chart. A pre-production sample, made in the actual production fabric, color or print, and finish, is the sample you approve for bulk. Wash the set following your care label, measure every piece after washing, and check shade and print matching. Approve in writing.

Quality control and certifications needed

Which quality checks are specific to bed sheets?

Against the approved sample and size chart, check fiber composition and finished fabric weight, finished dimensions within your agreed tolerances, and consistency across the size matrix. Then check construction: hem width and stitching, elastic type and coverage on fitted sheets, seam strength, print registration, shade consistency, and closure function on duvet covers. A set can pass piece by piece and still fail as a set if one pillowcase is from a different shade batch. See the bed sheets quality control checklist.

Agree the inspection method and defect limits before production. ISO 2859-1:2026 defines a system of acceptance sampling plans for inspection by attributes, and its summary states that AQL stands for acceptance quality limit, the maximum average percentage of defective items considered acceptable during random sampling, used to determine sample sizes and acceptance and rejection thresholds.4

Which label rules apply in the Netherlands and the EU?

Fiber labelling is set by EU law, not by the supplier. Under Regulation (EU) No 1007/2011, a multi-fiber textile product shall be labelled or marked with the name and percentage by weight of all constituent fibers in descending order.5 Confirm the language requirement for the Netherlands with your broker before label printing, because the regulation requires labelling in the official language or languages of the Member State where the product is made available to the consumer, unless that Member State provides otherwise.6 Plan for Dutch wording on labels, catalogues, and online listings, clearly visible before purchase, including online.6

Which certifications do you actually need?

No single certificate covers every bed sheet order. What you need follows your market and your customer: a Dutch retailer or hotel group may name a specific test or scheme in its own supplier manual. Name any such requirement in the specification, ask for the matching report or certificate, and check its scope, product covered, issuing body, and date.

OEKO-TEX STANDARD 100 is the certification Dutch buyers ask about most often for bed linen. The Hohenstein description states that STANDARD 100 confirms textiles have been tested for harmful substances, that all components of an article must meet the criteria, and that bed linen falls in Product Class II, for textiles whose surface comes into direct contact with the skin.7 The same description states that a certificate is valid for 12 months and can be renewed annually.7 If you require it, check scope, articles covered, and expiry date, and confirm any restricted-substance position with your broker before shipment.

Incoterms, shipping and transit time

Which delivery term should a first Netherlands order use?

The Incoterms 2020 rules allocate delivery, risk, and cost between seller and buyer for each rule. The ICC Academy summary states that each rule tells where delivery takes place, that risk passes at the same point and time as delivery, and that under FOB, CFR, and CIF the seller must place the goods on board the vessel.8 The same summary states that the four sea rules, FAS, FOB, CFR, and CIF, are only intended for port-to-port bulk or break-bulk shipments and are not suitable for container shipments in their current form, because a container is handed to the carrier before it is on board.8

For a first container order to Rotterdam, weigh FCA at the named terminal against FOB at Chattogram, and record the named place in full in the contract. Under FCA, delivery happens when the goods are handed to the carrier you nominate, which matches how container cargo moves. In all rules but EXW the seller must carry out export formalities, and in all rules but DDP the buyer must carry out import formalities.8

How long does shipping take to Rotterdam?

There is no single typical transit time for bed sheets from Bangladesh to Rotterdam. Sea freight is the standard route for bulk orders and takes weeks rather than days, varying by port pair, routing, transshipment, and season. Plan from your forwarder's current sailing schedule for the Chattogram to Rotterdam route, add clearance and delivery, and keep production time separate.

Import duty, taxes and documents

How are bed sheets classified for duty?

Duty follows the classification of each style in the EU tariff, not the supplier's product name. The Harmonised System allows you to identify a product and determine which tariffs and requirements apply, and it is used uniformly by customs authorities around the world.9 The first six digits are shared worldwide, and the EU adds further digits in the Combined Nomenclature, which uses eight-digit codes.9 Every HS heading in this guide is indicative: verify it on the official tariff and ask your broker to confirm the code in writing. See the HS code guide for bed sheets.

The central heading is 6302, bed linen, table linen, toilet linen, and kitchen linen, with the lines shown in the table.10 Confirm the full EU code for each style before you price or ship.

What import duty applies in the Netherlands?

Your rate depends on the confirmed code for each style, the origin, and any preference in force on the entry date. The tariff listing consulted for this guide shows a third-country duty of 12.00 percent on most bed linen lines in heading 6302, with a lower rate of 6.90 percent on certain nonwoven lines, and a tariff preference of 0 percent under the GSP Everything But Arms arrangement.10 Treat every duty line as indicative and verify it with your broker for your exact code and entry date. The preference grants duty-free, quota-free access for all products except arms and ammunition at scheme level, subject to the origin rules.2 If the origin evidence fails, the third-country rate applies, so work the landed cost at both rates.

The REX system is how origin is certified: an exporter declares the origin of goods by producing statements on origin, and to make out a statement on origin the exporter must be a registered exporter with a REX number.11 Ask for the statement wording and the REX number at order stage.

Import VAT and the Article 23 deferment

Import VAT is separate from duty. The standard VAT rate in the Netherlands is 21 percent, and the default position described for importers is that 21 percent VAT is due immediately on the customs value when goods land in a Dutch port.12 Budget import VAT at 21 percent and confirm the VAT base, recovery position, and timing with your tax adviser or broker.

The Netherlands offers a deferment that changes the cash timing. The Dutch Tax Administration states that the reverse-charge mechanism on import means you are not required to pay the VAT on import immediately, that the VAT can be paid when you file your VAT return, and that you need an Article 23 permit to use it.13 A foreign entrepreneur cannot apply directly, but can engage a tax representative who can apply for a permit, declare the VAT on the return, and deduct it as input tax on the same return.13 The Stripe guide adds that you declare the goods in box 4a of the Dutch VAT return, the VAT base must be the customs value shown on the customs payment notice rather than the purchase invoice, and Article 23 does not waive customs duties.12

EORI and the Rotterdam entry

The importer needs an EORI number. Dutch Customs states that when you first submit a customs declaration, or have one submitted on your behalf, or apply for an authorisation with Customs, you require an EORI number.14 Depending on the situation you can create the number yourself or must apply for one, and you do not have to pay for it.14 Apply before the first shipment.

Which documents do you need for clearance?

The standard import set is the commercial invoice, packing list, bill of lading, and proof of origin where a preference is claimed. The invoice should name each style plainly, with fiber composition, sizes, pieces per set, quantities, unit prices, and the delivery term, on its own line. Quantities, weights, and carton counts must agree across every document, and the invoice composition must match the approved label proof.

Landed cost example

A landed cost is the full cost of one sheet set, ready for the Netherlands warehouse. Every number below is an example figure only, not a quote.

Example figures: 3,600 cotton duvet-cover sets, FOB Chattogram, sea freight to Rotterdam, duty at the example preference rate only.

Cost element

Example figures (per set)

How to obtain your figure

Product price, FOB

8.60 euros

Confirmed pro forma invoice

International freight

0.92 euros

Forwarder quote divided by sets shipped

Insurance

0.08 euros

Policy or forwarder quote

Duty

0.00 euros

Broker calculation from confirmed codes and rates, EBA preference assumed

Port, clearance and broker fees

0.46 euros

Broker invoices divided by sets

Local delivery to warehouse

0.31 euros

Local carrier quote divided by sets

Total landed cost, excluding import VAT

10.37 euros

Sum of all lines above

Import VAT is not included in the total, because its treatment depends on your tax position and on whether an Article 23 permit applies. In this example, import VAT at 21 percent on the example customs value plus freight and insurance of 9.60 euros, with duty at the example preference rate, would be 2.02 euros per set, shown as a memo line only. At the example third-country rate of 12 percent, duty would be 1.15 euros per set and import VAT would be 2.26 euros per set, also as a memo line only. Work the calculation twice, at quote stage and after shipment, using the landed cost guide, at both duty rates.

Step-by-step import checklist: import bed sheets from Bangladesh to Netherlands

  1. Write the specification set by set: fiber, weave, finished sizes after washing, pocket depth, hems, elastic, colors, Dutch label wording, and packing.

  2. Classify every style from heading 6302, confirm each full EU code and duty with your broker, and mark every heading indicative until confirmed.

  3. Confirm the origin position, statement on origin, and REX number, and work the landed cost at both duty rates.

  4. Shortlist mills whose range includes bed linen, and request comparable quotes on the identical specification and delivery term.

  5. Verify the chosen supplier: documents, sheet capacity, fabric source and width, dyeing and printing route, and a video or in-person check for a first order.

  6. Order samples in stages, wash and measure them, then approve a pre-production sample with the Dutch label proof.

  7. Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan, labelling, packing, origin evidence, EORI position, VAT treatment, and shipment date.

  8. Inspect during production and on packed goods, ship to Rotterdam, clear customs with the confirmed codes and origin evidence, and reconcile the actual landed cost.

How Exportain helps

Browse suppliers for Bangladeshi home-textile exporters, compare their ranges against your sheet set list, and check how to buy for the steps from enquiry to order. Post your specification and target quantity as an RFQ and compare replies on the same terms before you choose a supplier for sampling. Exportain is a B2B marketplace where buyers post RFQs, receive quotations, and message suppliers, and it does not inspect goods, book freight, or clear customs.3

FAQs

What is the typical MOQ for bed sheets from Bangladesh?

There is no single typical minimum. It is set per design and usually per color or print, because fabric is woven, dyed, or printed in batches and a cutting plan is set up per size range. Ask how the minimum splits by design, color, size, and set composition.

How long does shipping take?

Production time and transit time are separate, and neither has a single typical figure. Sea transit from Bangladesh to Rotterdam takes weeks rather than days and varies by route, transshipment, and season. Plan from your forwarder's current sailing schedule.

What import duty applies?

Duty follows the confirmed classification of each style, the origin, and the preference in force on the entry date. Bed sheets sit in heading 6302, with the indicative splits listed in the classification table in this guide.10 Under Everything But Arms, Bangladesh benefits from duty-free, quota-free access to the EU for all products except arms and ammunition, subject to the origin rules and a statement on origin from a registered exporter.2 11

How do I verify a supplier?

Check company documents first, so that name, address, and bank account agree across the trade licence, export registration, and invoices. Then check capability: sheet capacity, fabric source and width, dyeing and printing route, and recent sheet production. Keep payments to the company account named in the documents, and approve a pre-production sample of each style, with the Dutch label proof, before bulk production.
