Baby Clothes From Bangladesh to Saudi Arabia: A Buyer's Import Checklist
Saudi Arabia import checklist for baby clothes from Bangladesh: SABER conformity, Arabic labels, supplier checks, MOQ, pricing, shipping, duty at schedule level and 15 percent import VAT.
Short answer
To import baby clothes from Bangladesh to Saudi Arabia, register the product on SABER and secure the Product Certificate of Conformity, approve the Arabic label at sampling stage, and classify each style under heading 6111 or 6209. Verify the supplier, approve a pre-production sample, obtain the Shipment Certificate of Conformity, and clear customs at Jeddah or Dammam with 15 percent import VAT budgeted at clearance.

Key takeaways
SABER conformity comes before production ends: the Product Certificate of Conformity is valid for one year and must be obtained before the Shipment Certificate of Conformity, and both certificates have been required for regulated products since 1 January 2025.
Labels must be presented in Arabic, with the option of an additional language alongside, under the updated Saudi Technical Regulations for Textile Products effective from 10 July 2024, and must carry fibre composition, size, supplier name, origin and care instructions.
Baby clothes fall under heading 6111 for knitted or crocheted styles and heading 6209 for woven styles, each split by fibre into cotton, synthetic fibres and other textile materials, and only count as babies garments up to a body height of 86 cm.
This guide states no Saudi duty rate: duty follows the confirmed subheading for each style under the GCC Unified Customs Tariff, checked against the ZATCA schedule with a broker, while import VAT is a separate 15 percent on the customs value including freight, insurance, duties and fees.
Choose the entry port by warehouse: Jeddah Islamic Port serves the western region and the Red Sea route, while King Abdulaziz Port in Dammam serves the Eastern Province with onward movement toward Riyadh.
A Saudi Arabia-based buyer importing baby clothes from Bangladesh starts with conformity, not with the factory floor. Register the product on SABER, secure the Product Certificate of Conformity, approve the Arabic label at sampling stage, and choose between Jeddah and Dammam by warehouse location. A shipment that reaches a Saudi port without its Shipment Certificate of Conformity risks delay or rejection, whatever the quality of the garments inside.
This guide follows that Saudi route from supplier search to delivery: SABER and SASO conformity, Arabic labelling, classification under headings 6111 and 6209, duty at schedule level, 15 percent import VAT, and a landed-cost example with every figure labelled as an example figure.

Why source baby clothes from Bangladesh
Bangladesh has a deep garment base that covers both sides of a babywear range: knitted styles such as rompers, sleepsuits and cardigans, and woven styles such as dresses, shirts and sets. That breadth matters because one order often mixes constructions that sit on different tariff lines.
The second reason is fit with the work itself. Baby production adds small-size handling, snap safety work and shade control across a narrow size curve, work that belongs with a factory whose current range already includes baby clothes.
The third reason is the route. Bangladesh to Saudi Arabia is a sea-freight trade, and the Saudi end offers a genuine choice: Jeddah Islamic Port on the west coast or King Abdulaziz Port in Dammam on the east coast.
Find and verify suppliers
Where should a Saudi Arabia-based buyer start the search?
Start with a specification, not with factory names. Write down every style first: construction, fibre mix, size curve by height, colourways, closure and trim detail, Arabic label wording, packing method and target delivery term. Then shortlist suppliers whose current range already includes baby clothes, and send every candidate the identical specification, asking for the same reply format: fabric assumed, price inclusions, validity and minimum per style and per colour.
Ask two Saudi-specific questions at shortlist stage. First, can the supplier provide the test reports and technical documentation its conformity assessment body needs for the SABER file? Product registration on SABER, accredited laboratory test reports and a complete technical file are among the requirements for a Product Certificate of Conformity.1 Second, has the supplier produced Arabic-labelled goods before, and can it show a sewn label from current production rather than a printed mock-up? Browse suppliers on Exportain and read finding suppliers in Bangladesh.
How do you verify a supplier before you pay?
Verification has three layers. The first is company documents: trade licence, export registration and association membership where applicable, checked so that name, address and bank account name agree across every document. The second is capability: monthly babywear capacity, fabric source, dyeing route, snap fixing, and recent baby styles from current production — a finished garment shows more than a catalogue photograph. The third layer is payment discipline: keep payments to the company account named in the documents, never to a personal account, and verify any change of bank details through a separate channel before paying. Read how supplier verification works on Exportain for what document and photo checks cover. A badge is a review of documents and photos, not a factory inspection or a guarantee, and Exportain is not a party to the goods contract.
MOQ, pricing and samples
What is the typical MOQ for baby clothes from Bangladesh?
There is no single typical minimum order quantity for baby clothes from Bangladesh. The minimum is set per style and usually per colour, because fabric is knitted, dyed or printed in batches.
The size curve is the part buyers most often under-specify. Baby sizes run in narrow height steps, each needing its own pattern and snap placement, and a style only counts as a babies garment up to a body height of 86 cm.2 Confirm how many pieces per size the minimum assumes.
How is the price built, and how should you compare quotes?
Fabric is usually the largest cost element in a baby garment, followed by cutting and sewing, dyeing or printing, trims such as snaps and ribbing, testing, packing and the factory margin. Small sizes do not automatically mean low cost: handling, snap fixing and quality checks per piece stay close to adult levels . Compare quotes on the same basis: same style list, fibre mix, size curve, print method, delivery term and packing, and ask what is excluded, for example testing fees, SABER documentation support or special packing.
A quote that looks lower may assume a lighter fabric, a simpler closure, fewer sizes or a different delivery term. Ask each supplier to state those assumptions in writing, so a lower quote is judged as a different specification rather than accepted as a saving. Keep two Saudi costs in the comparison, priced at quote stage rather than added after the order is placed: the Arabic label work, including translation checking, and the laboratory testing behind the conformity file.
Which samples do you need, and how do you approve them?
Work in stages. A development sample shows whether the factory can construct the style, fix snaps cleanly and match the size chart. A pre-production sample, made in the actual production fabric, colour, print and trims, is the sample you approve for bulk. Colour and snap performance cannot be approved from a sample in substitute fabric, because dyeing and finishing change shade, shrinkage and snap grip.
Test the samples as your customers will use them: wash them following your care label, measure every size against your chart, test snaps and closures, and check shade match across the size curve. Approve the Arabic label text on the pre-production sample itself, sewn in place, not on a separate artwork sheet. Approve in writing.
Quality control and certifications needed
Which quality checks are specific to baby clothes?
Against the approved sample and size chart, check fabric composition, measurements at every size step, and consistency across the size curve. Then check construction garment by garment: seam finish, snap fixing, ribbing recovery, print adhesion and shade match. Buttons, snaps and applique pieces must stay attached under the test your customer requires.
Agree the inspection method and defect limits before production. ISO 2859-1:2026 defines a system of acceptance sampling plans for inspection by attributes, and its summary states that AQL stands for acceptance quality limit, the maximum average percentage of defective items considered acceptable during random sampling.3 Inspect in stages: an inline check during sewing and a final random inspection on packed goods. See the acceptance quality limit guide.
Which label rules apply in Saudi Arabia?
The label is where a Saudi order differs most sharply. The updated Saudi Technical Regulations for Textile Products, adopted on 12 January 2024 and effective from 10 July 2024, changed the language rule so that information must be presented in Arabic, with the option of an additional language alongside.4 An English-only label does not meet that rule. The older regulation already required labels to be written in Arabic or in Arabic and English, indelible and easy to read before purchase, and sewn or firmly attached in a position commonly used in the textile industry.5
The label must also carry fibre composition by name and mass percentage in descending order, product weight, size or dimension, supplier name and commercial registration on the external packaging, country of origin, and care instructions.5 Labels must not include Quranic verses or the word of majesty, and packaging must not violate public order, public morality or the Islamic values prevailing in the Kingdom.5 Agree the full Arabic wording at sampling stage and confirm the finished label before bulk label sewing begins.
Which conformity certificates do you need for baby clothes?
Baby clothes are children's textile products, and that status raises the conformity bar. Under the Saudi textile regulation, the supplier responsible for placing the product on the market must obtain a certificate of conformity from a notified body, with Type 3 assessment for children's products and underwear and Type A1 for other textile products.5 The regulation requires a technical file including a supplier declaration of conformity and laboratory reports on product safety from hazardous chemicals, with limits covering substances including formaldehyde, heavy metals, hazardous dyes, phthalates and organotin compounds.5
In practice, conformity runs through SABER. Regulated products, including textiles and clothing, must have a Product Certificate of Conformity (PCoC) before they can be cleared through customs, and without it shipments may be delayed, rejected or returned.1 The PCoC is valid for one year from issuance and must be obtained before applying for the Shipment Certificate of Conformity (SCoC) required for customs clearance.1 From 1 January 2025, both certificates are required for regulated products, and post-arrival conformity applications are no longer accepted.1
Beyond the SABER file, what else you need follows your customer: a Saudi retail chain may name a specific test in its own supplier manual. Name any such requirement in the specification and check the report's scope, product, issuing body and date.
Incoterms, shipping and transit time
Which delivery term should a first order use?
The Incoterms 2020 rules set out, for each rule, where delivery takes place, and risk passes from seller to buyer at the same point and time as delivery.6 Under FOB, CFR and CIF the seller must place the goods on board the vessel, and in all rules but EXW the seller must carry out export formalities, while in all rules but DDP the buyer must carry out import formalities.6 The four sea rules, FAS, FOB, CFR and CIF, are only intended for port-to-port bulk or break-bulk shipments and are not suitable for container shipments.6
For a first order shipped in containers, weigh FOB at the Bangladeshi port against FCA at the named terminal. Under FOB, the factory delivers the goods on board and your forwarder handles the sea leg. Under FCA, delivery happens when the goods are handed to your carrier, which matches how containerised cargo moves. A DAP term does not remove your Saudi obligations: the buyer still handles import formalities and the SABER file under every rule except DDP. See how to import from Bangladesh and how to buy.
How long does shipping take?
There is no single typical transit time for baby clothes from Bangladesh to Saudi Arabia. Sea freight is the standard route for bulk orders and it takes weeks rather than days, varying by port, routing, transshipment and season. Plan from your forwarder's current sailing schedule, add clearance and onward delivery, and keep production time separate: an order is ready only when every size has finished sewing, snap fixing, inspection and packing.
Choose the entry port by warehouse, not by habit. Under the 2025 Mawani privatisation contracts, Saudi Global Ports will operate multipurpose terminals at King Abdulaziz Port in Dammam and Red Sea Gateway Terminal at Jeddah Islamic Port, among other Saudi ports.7 Jeddah serves the western region and the Red Sea route from Bangladesh, while Dammam serves the Eastern Province with onward movement toward Riyadh. Ask your forwarder to quote the port that matches your warehouse, with clearance, SABER verification through FASAH and onward delivery shown as separate lines.
Import duty, taxes and documents
How are baby clothes classified for duty?
Duty follows the classification of each style in the destination tariff, not the supplier's product name. The central headings are 6111 for babies garments and clothing accessories, knitted or crocheted, and 6209 for the woven form. Heading 6111 splits by fibre into 6111.20 for cotton, 6111.30 for synthetic fibres and 6111.90 for other textile materials.2 Heading 6209 splits the same way, into 6209.20, 6209.30 and 6209.90.8 For both headings, babies garments means articles for young children of a body height not exceeding 86 cm.2 8
A romper, a woven dress and a knitted cardigan in one order can therefore sit on different lines, and a set put up for retail sale needs its own classification check. Keep knitted, woven, cotton and synthetic styles on separate invoice lines matching their classifications.
What import duty applies?
This guide states duty at schedule level only, and deliberately gives no Saudi duty rate. Saudi Arabia applies HS codes under the GCC Unified Customs Tariff, with additional SASO requirements, and the applicable code is checked against the ZATCA tariff system.9 Secondary summaries disagree on finished-apparel rates, so a single percentage quoted from a blog would mislead: the rate that applies to your shipment is the rate on the confirmed subheading for each style on the entry date, read from the ZATCA schedule with your broker. Ask your broker to confirm the rate line by line, in writing, before you commit to a selling price.
Import VAT is separate from duty. VAT is imposed on all imports into Saudi Arabia at a rate of 15 percent, even if the goods are exempt from customs duties, subject to specific exceptions.10 VAT is paid on the total customs value, including insurance and freight costs (CIF value), plus duties and fees, and that VAT can later be claimed as input VAT if the goods are used for taxable business activities.10 Importers file a Customs Declaration Form (Bayan) with the tariff code, value in SAR and origin.10 Budget import VAT as a cash cost at clearance even though a VAT-registered importer generally recovers input VAT through its own return.
Which documents do you need for clearance?
The standard import set is the commercial invoice, packing list, bill of lading or air waybill, and proof of origin. Saudi Customs requires authenticated certificates of origin for textile imports, and apparel HS codes must be enrolled in SABER for conformity validation.9 Add the SABER pair: the Product Certificate of Conformity for the product and the Shipment Certificate of Conformity for the shipment, verified through SABER's FASAH integration.1
The invoice should name each style plainly, for example knitted cotton baby romper with snap closure, with composition, size curve, quantities, unit prices and delivery term, on its own line. Quantities, weights and carton counts must agree across every document.
Landed cost example (table)
A landed cost is the full cost of one garment, ready to sell in Saudi Arabia. Every number below is an example figure only, not a quote, and the duty line in particular is an example placeholder, not a schedule rate: replace it with your broker's confirmed rate before pricing.
Example figures: 5,000 knitted cotton romper sets, FOB Chattogram, sea freight to Jeddah, duty at an example rate only.
Cost element | Example figures (per garment) | How to obtain your figure |
|---|---|---|
Product price, FOB | $4.60 | Confirmed pro forma invoice |
International freight | $0.62 | Forwarder quote divided by garments shipped |
Insurance | $0.05 | Policy or forwarder quote |
Duty | $0.42 | Broker calculation from confirmed codes and rates; example figure only |
Port, clearance and broker fees | $0.30 | Broker invoices divided by garments |
Local delivery to warehouse | $0.24 | Local carrier quote divided by garments |
Total landed cost, excluding VAT | $6.23 | Sum of all lines above |
Import VAT is shown separately from the landed total above. On the example customs value of $5.69 per garment, the FOB price plus freight, insurance and the example duty figure, Saudi import VAT at 15 percent is $0.85 per garment in cash at clearance.10 A VAT-registered importer generally recovers that input VAT through its own return, but the cash must be available at clearance. See landed cost for imports from Bangladesh for the full method.
Step-by-step import checklist
Write the specification style by style: construction, fibre mix, size curve by height, colourways, closure and trim detail, Arabic label wording, packing and target delivery term.
Classify every style from heading 6111 for knitted styles and 6209 for woven styles, then by fibre, and confirm each full code with your broker.
Shortlist suppliers whose range includes baby clothes, and request comparable quotes on the identical specification and delivery term, with Arabic label work and testing costs priced in.
Verify the chosen supplier: company documents, babywear capacity, fabric source and snap fixing.
Open the SABER file during sampling: product registration, accredited laboratory test reports and the technical file.
Order samples in stages, wash and measure them, test snaps and closures, and approve the sewn Arabic label on the pre-production sample of each style.
Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan with AQL and defect limits, labelling, packing and shipment date.
Inspect during production and again on packed goods against the approved samples, checking snap fixing, shade consistency and label accuracy.
Obtain the Shipment Certificate of Conformity, ship to the port that matches your warehouse, Jeddah or Dammam, and clear customs with the confirmed code, certificate of origin and SABER certificates.
Reconcile the actual landed cost, including the 15 percent import VAT paid at clearance, against the quote-stage calculation.

FAQs
What is the typical MOQ for baby clothes from Bangladesh?
There is no single typical minimum. It is set per style and usually per colour, because fabric is knitted, dyed or printed in batches and a cutting plan is set up per size curve.
How long does shipping take?
Production time and transit time are separate, and neither has a single typical figure. Sea transit takes weeks rather than days and varies by port, routing and season. Add SABER verification, clearance and onward delivery from Jeddah or Dammam.
What import duty applies?
No single rate is stated in this guide, because duty follows the confirmed subheading for each style under the GCC Unified Customs Tariff, checked against the ZATCA schedule.9 Baby clothes sit in heading 6111 for knitted styles and 6209 for woven styles, each split by fibre.2 8 Import VAT is separate: 15 percent on the import, calculated on the customs value including freight, insurance, duties and fees.10
How do I verify a supplier?
Check company documents first, so that name, address and bank account agree across the trade licence, export registration and invoices. Then check capability: babywear capacity, fabric source, dyeing route, snap fixing and recent baby styles. For Saudi Arabia, add a third check: can the supplier provide the test reports and technical documentation the SABER file needs, and has it produced Arabic-labelled goods before?
