Short answer

Under EXW, a buyer in the UAE buys goods at the seller's premises in Bangladesh and arranges everything after that point: loading, export clearance, carriage to Chattogram, ocean freight to Jebel Ali, buyer-bought insurance, UAE import clearance, duty and VAT, and inland delivery. The seller's duty ends when the goods are placed at the buyer's disposal at the named place. Before signing, confirm the export filer, the UAE entry route, and the broker-confirmed duty and VAT treatment.

Key takeaways

  • Under EXW, Incoterms 2020, the seller's duty ends when the goods are placed at your disposal at the named place, not loaded on your vehicle, and risk passes to you at that moment.

  • You arrange loading, export clearance, carriage, insurance, UAE import clearance, duty and VAT, and inland delivery, and you must confirm the export filer in writing before agreeing the price.

  • Decide the UAE entry before ordering: release into the mainland or a free-zone or suspension route changes the customs entry, the duty and VAT treatment, and the documents your broker asks for.

  • In Dubai, the customs tariff is 5 per cent of the CIF value for most goods, and import VAT at 5 per cent is charged on the CIF value plus duty for non-exempt mainland imports, both subject to broker confirmation for your goods.

  • An EXW price is a factory-gate figure only: compare quotations only after adding every buyer-side line, and treat duty and VAT as broker-confirmed figures for the specific goods on the entry date.

An EXW purchase from Bangladesh to the UAE is a factory-gate purchase: the seller makes the goods available at a named place in Bangladesh, and you arrange and pay for every step after that, through Chattogram, across the Gulf to Jebel Ali, through UAE customs, and on to your warehouse. This guide works through that chain in order, so you can price it before you sign.

Why this matters for buyers and sellers

For the buyer, EXW gives control and a low headline price, and it gives you the whole chain to run. The Incoterms 2020 rules allocate cost, risk and obligations between seller and buyer.1 Under EXW, the seller carries the minimum obligation and the buyer the maximum. The EXW meaning guide sets out the same split: the seller makes the goods available at its own premises, and the buyer bears almost all costs and risks from that point onward.2

For the seller, EXW keeps the sale simple: produce, pack as agreed, and give notice of readiness. For you, the price you compare is not the price you pay: loading, inland transport to Chattogram, export clearance, ocean freight to Jebel Ali, buyer-bought insurance, Jebel Ali port charges, the UAE broker fee, duty, VAT and inland delivery all sit on your side. An FOB seller loads the goods on board and clears them for export, while a CIF seller also pays freight and buys insurance to the destination port, so the comparison only becomes fair once the buyer-side lines are added.

The UAE entry decision is the second reason to get the file right early. A shipment can be released into the UAE mainland or held under a free-zone or suspension route, and that choice changes the customs declaration, when duty and VAT are charged, and what the broker needs from you.

Step-by-step: how it works

Work in this order:

Diagram: six EXW steps from factory collection in Bangladesh to delivery in the UAE
Six EXW steps, from confirming the export filer to clearance at Jebel Ali and inland delivery.Exportain
  1. Confirm the export filer and the named place in writing. Write the full factory address, collection window, release contact and filing party into the contract. Export formalities are your responsibility under a bare EXW term, and a buyer not established in Bangladesh may not be able to file the export declaration itself. If your forwarder cannot act as filer, agree FCA, or agree in writing that the seller will handle export clearance as an added duty, with the charge stated.

  2. Decide the UAE entry and appoint the UAE broker before collection. Record whether the goods will be released into the mainland or held under a free-zone or suspension route, and give the broker the goods description, the destination warehouse and your trade licence and tax registration details. Ask the broker to confirm classification, duty, VAT and documents before the vessel sails.

  3. Agree the term, price and loading duty in the contract. Write "EXW [full named place], Incoterms 2020" with the goods, quantity, price and payment terms, and state expressly who loads, since loading is at your expense and risk under a bare EXW term.

  4. Collect and load at the seller's premises, and insure from the factory gate. Your carrier arrives in the agreed window, loads at your risk and expense, and checks quantity and marks against the invoice. Buy cargo insurance with cover starting at the named place, not at Chattogram.

  5. Move the goods to Chattogram and complete export clearance. Your Bangladesh-side agent files the export declaration and hands the cargo to the carrier or terminal as booked, with names, quantities, weights and marks matching the invoice and packing list.

  6. Book the ocean leg to Jebel Ali and confirm the routing in writing. Confirm the sailing, transshipment ports if any, and arrival window. A dated service report from May 2023 on the Chattogram to Dubai lane said exports from Chattogram to Dubai would take 15 days, with Jebel Ali at 14 days and Abu Dhabi at 15 days, routing via Colombo and Mundra before Jebel Ali.3 Treat that as a dated report, not a carrier promise.

  7. Clear at Jebel Ali and deliver inland on a forwarder-confirmed leg. The broker files the UAE customs entry, duty and VAT are settled as the broker advises, and you arrange release. Book the Jebel Ali to warehouse leg in writing before release.

What are the typical costs and timelines?

Each line moves with the carrier, insurer, season, cargo and contract, so the table below uses labelled example figures only. The example goods are woven cotton shirts, and the inland leg is Jebel Ali to a warehouse in Dubai.

Example figures: the buyer-side lines add to 2,980, and the total before duty and VAT is 15,380. Duty and VAT are left out of that total on purpose, because both depend on the CIF value and the broker-confirmed treatment for the specific goods.

Duty is the first broker-confirmed line. The official portal of the UAE Government states that in Dubai, the customs tariff is 5 per cent of the CIF value except for alcohol and cigarettes, with 50 per cent duty for alcohol and 100 per cent for cigarettes.4 That general statement is not a product rate: the broker must still confirm the tariff treatment for the goods concerned. Note what the CIF basis means for an EXW buyer: your freight and insurance to Jebel Ali form part of the value duty is charged on.

VAT is the second broker-confirmed line, charged on top of duty. For non-exempt imports entering mainland UAE, VAT at 5 per cent applies to the sum of the CIF value and the customs duty payable.5 The same source illustrates the sequence with a CIF value of AED 100,000 and 5 per cent duty giving AED 5,000 duty, a VAT base of AED 105,000, and VAT of AED 5,250.5 Use that illustration only as a conditional example: if the broker confirms that treatment for your goods, treat VAT as a cash-flow item where you can reclaim it, and as a full landed cost where you cannot.

For transit time, read only dated guide estimates for the exact route and port pair, as planning figures, not as facts about a booked sailing. The May 2023 report on the Chattogram to Dubai service put Jebel Ali at 14 days and Abu Dhabi at 15 days, via Colombo and Mundra.3 Confirm the booked sailing in writing.

Bangladesh-specific rules and tips

Name the place with precision. "EXW Bangladesh" names no place at all, and "EXW Dhaka" still leaves the factory unidentified. Write the full street address, the district, the collection window and the release contact. Each supplier needs its own named place.

Confirm the export filer as a named party. Ask the Bangladesh-side forwarder to confirm in writing that it will act on the export declaration. If it cannot act, agree FCA instead, or agree in writing that the seller will handle export clearance as an added duty, with the charge stated. The Incoterms guide for shipments from Bangladesh makes the same point: for containers handed over at a terminal, FCA, CPT or CIP usually match the handover better than the sea-only rules.6

Use Chattogram as the port of loading, and spell it that way in the contract. The May 2023 service report describes a Chattogram departure for Jebel Ali, with Colombo as the first transshipment port and Mundra as a further call before Jebel Ali.3 Ask whether the booked service calls at Colombo, Mundra or another hub.

Build the landed cost before you sign, not after arrival. The landed cost guide converts every quote to the same finish line: goods cleared through customs and in your warehouse.7 Run the example table above with your own forwarder, insurer and broker figures before you commit to a price.

Mistakes and red flags

What are the most common mistakes?

Comparing an EXW price with an FOB or CIF price as if they covered the same scope. An EXW figure excludes the ocean leg, insurance and both customs clearances, while FOB includes export clearance and loading on board, and CIF includes freight and seller-bought insurance to the destination port. Add the buyer-side lines first.

Assuming the seller will load the goods or clear them for export. Under a bare EXW term, the seller places the goods at your disposal not loaded, and you handle export formalities. A quotation silent on either point has postponed the question to collection day.

Booking the ocean leg before deciding the UAE entry. A mainland release and a free-zone or suspension route need different declarations, duty and VAT timing, and documents. Booking one routing while planning the other delays release at Jebel Ali.

Copying a duty or VAT figure from another product. Duty follows the classification of the specific goods and the tariff treatment the broker confirms on the entry date, and VAT follows the CIF-plus-duty base for the goods concerned.4 5

Buying insurance that starts at the port. Risk passed to you at the factory gate, so cover that starts at Chattogram leaves collection, loading and the inland leg to the port uninsured. Insure from the named place.

Appointing the UAE broker only after the vessel arrives. By then the entry decision, classification, duty and VAT questions all need answers at once, while Jebel Ali terminal charges are already running.

How Exportain helps

On Exportain, browse suppliers and post a request for quotation (RFQ) on the RFQ board with the full named place, the UAE entry decision and the delivery term, so suppliers quote against the same specification. Ask each reply to state the collection window and loading arrangement.

Exportain connects buyers with Bangladeshi suppliers and trade service providers, and it is not a party to the contract for goods. It does not inspect goods, book freight or clear customs, so the forwarder, insurer and broker appointments in this guide stay with you.

FAQs

What should I know first about EXW?

Under EXW, Incoterms 2020, the seller's duty ends when the goods are placed at your disposal at the named place, not loaded, and risk passes to you at that moment. You arrange and pay for everything after that point. Confirm the export filer and the UAE entry route before you sign.

What are the typical costs and timelines?

There are no typical figures a buyer can rely on, because each carrier, insurer and broker prices your cargo, route and dates. The worked example above uses labelled example figures only: buyer-side lines of 2,980 on an ex-works price of 12,400, before duty and VAT. For transit, a May 2023 service report put Chattogram to Jebel Ali at 14 days via Colombo and Mundra.3 Confirm the booked sailing.

Which documents are needed?

The order documents are the contract with the full named place, the itemized quotation and the collection note. The shipment set is the commercial invoice, packing list, export declaration papers, bill of lading, buyer-bought insurance certificate, certificate of origin and the UAE customs declaration data.5

What are the most common mistakes?

The most common mistakes are comparing an EXW price with an FOB or CIF price as if they covered the same scope, assuming the seller will load or clear the goods for export, booking the ocean leg before deciding the UAE entry, copying a duty or VAT figure from another product, and buying insurance that starts at the port instead of the factory gate.
