Key takeaways

  • A Belgian EORI number starts with BE followed by a 10-digit number matching the company enterprise number; agree direct or indirect customs representation before shipment, and check whether ET 14.000 deferral fits your flow for the 21% Belgian import VAT.

  • Men's woven shirts sit in heading 6205: 6205.20 for cotton, 6205.30 for man-made fibers, and 6205.90 for other textile materials; the Everything But Arms preference gives 0% duty with a REX statement on origin, against a 12.00% third-country rate shown in the tariff schedule opened for this guide.

  • There is no single typical MOQ, price, or transit time for men's woven shirts from Bangladesh; every figure in this guide is an example figure only, and the worked example lands at 10.58 euros per shirt excluding Belgian import VAT.

  • Clear through Antwerp under procedure 40 00 for Belgian sale or procedure 42 00 for onward intra-EU movement, and label each shirt under Regulation (EU) No 1007/2011 Article 9 with fiber names and percentages by weight in descending order.

To import men's woven shirts from Bangladesh to Belgium, set up the Belgian side of the shipment first: confirm your Belgian EORI number, appoint a customs representative where you need one, and settle how Belgian import VAT will be handled before bulk production begins. A Belgian EORI number starts with the country code BE followed by a 10-digit number that matches the company enterprise number.1

Belgium suits a buyer whose customers sit in Brussels, Antwerp, Ghent, or the wider Benelux market. The Port of Antwerp-Bruges is the second-largest port in Europe and 13th largest in the world, with more than 300 liner services shipping to 1,200 destinations.2 Clearing in Belgium keeps your customs representation, VAT position, and onward distribution in one Member State.

Why source men's woven shirts from Bangladesh

A woven shirt is not a knitted shirt, and the distinction drives factory choice, classification, and price. Chapter 62 covers articles of apparel that are not knitted or crocheted, and heading 6205 covers men's or boys' shirts.3 The chapter notes add two practical tests: heading 6205 does not cover sleeveless garments, and shirts are garments designed to cover the upper part of the body, having long or short sleeves and a full or partial opening starting at the neckline.3

The range you can specify is wide: plain and patterned cotton shirting, cotton blends, man-made fiber shirting, formal dress shirts, casual button-downs, and work shirts, in the size range and fit your Belgian customers expect. A Brussels retailer, an Antwerp wholesaler, and a Ghent distributor will not order the same shirt, and a dress shirt with a fused collar is a different product from a casual shirt with a soft collar, so the two will not carry the same price, minimum, or lead time.

Find and verify suppliers

Where should you start the search?

Start with a specification, not with factory names. Write down every style first: woven fabric type and composition as your choices, collar style, sleeve length, closure type, fit block, size range, buttons, pocket and placket details, stitching standard, labeling, and packing.

Then shortlist factories whose current range already includes woven shirts for export markets, browsing suppliers on Exportain to compare their ranges against your style list. Send every candidate the identical specification and ask for the same reply format: fabric assumed, shirts per style and color, price inclusions, validity, and minimum per style and per color. A supplier making only knitwear or home textiles is not a close substitute, because woven cutting, fusing, and collar work use different operations.

How do you verify a supplier before you pay?

Verification has three layers. The first is company documents: trade license, export registration, and association membership where the supplier claims it, checked so name, address, and bank account name agree across every document. The second is capability: monthly woven-shirt capacity, whether shirting fabric is woven in-house or bought in, dyeing and finishing route, and recent woven shirt styles the factory can show.

The third layer is payment discipline: keep payments to the company account named in the documents, never to a personal account, and verify any change of bank details separately. On Exportain, supplier profiles carry document and photo review badges, not a factory inspection or a guarantee. For a first order, add a video or in-person factory check, and confirm at order stage whether the supplier is REX-registered.

MOQ, pricing and samples

What is the typical MOQ for men's woven shirts from Bangladesh?

There is no single typical minimum order quantity for men's woven shirts from Bangladesh. The minimum is set per style and usually per color, because shirting fabric is woven, dyed, or printed in batches, and a cutting plan is set up per size range. Ask each supplier how its minimum splits by style, color, size range, and fabric.

How is the price built, and how should you compare quotes?

Fabric is usually the largest cost element in a woven shirt, followed by cutting and sewing, fusing, trims, dyeing or printing, finishing, testing, packing, and the factory margin. Detail adds operations: a fused collar and cuffs, a placket with extra stitching, a chest pocket, embroidery, and special buttons each cost more to process. Two quotes can differ because one assumes a lighter fabric or a simpler collar.

Compare quotes on the same basis: same styles, colors, size range, fabric, trims, delivery term, and packing. Ask each supplier to state what is excluded, for example buttons, labels, testing, or freight, and record the currency and delivery term beside every price.

Which samples do you need, and how do you approve them?

Work in stages. A development sample shows whether the factory can construct the shirt, form the collar and cuffs evenly, set the sleeves correctly, and finish the buttonholes cleanly. A pre-production sample, made in the actual production fabric, color, trims, and finish, is the sample you approve for bulk. Collar roll, color, and hand feel cannot be approved from a sample in substitute fabric.

Test the samples as your customers will wear and wash them: measure against your size chart after washing, check that collar points match, buttons are secure and buttonholes are clean, and check that checks or stripes match across the placket and pocket where you specified matching. Agree the label wording at this stage too. Approve in writing and keep one sealed counter-sample of each style.

Quality control and certifications needed

Which quality checks are specific to woven shirts?

Against the approved sample and size chart, check fabric composition and finished weight, measurements across the size range within your agreed tolerances, and consistency from the smallest to the largest size. Then check construction shirt by shirt: collar shape, symmetry, and fusing, cuff shape and closure, placket straightness, button attachment, buttonhole finish, and seam type.

Agree the inspection method and defect limits before production. ISO 2859-1:2026 defines a system of acceptance sampling plans for inspection by attributes, and its summary states that AQL stands for acceptance quality limit, the maximum average percentage of defective items considered acceptable during random sampling, used to determine sample sizes and acceptance and rejection thresholds.4 Inspect inline during production and again on packed goods, checking quantity, workmanship, measurements, labels, and packing.

Which label rules apply in Belgium?

Belgium applies the EU textile labeling rules, so agree the label wording at sampling stage, not at packing stage. A textile product shall be labeled or marked with the name and percentage by weight of all constituent fibers in descending order.5 Check that the percentages match the fabric you bought, because the labeled composition is also the composition your classification is built on. Add care, size, and origin marking as your Belgian customers require, and check the finished label before bulk label sewing begins.

Which certifications do you actually need?

No single certificate covers every woven shirt order. Name any retailer requirement in the specification, ask for the matching report or certificate, and check its scope, product covered, issuing body, and date. A report for a different fabric or finish does not cover your shirt.

Incoterms, shipping and transit time

Which delivery term should a first order use?

The Incoterms 2020 rules set out, for each rule, where delivery takes place, and risk passes from seller to buyer at the same point and time as delivery.6 Under FOB, CFR, and CIF the seller must place the goods on board the vessel, and in all rules but EXW the seller must carry out export formalities, while in all rules but DDP the buyer must carry out import formalities.6 The four sea rules, FAS, FOB, CFR, and CIF, are only intended for port-to-port bulk or break-bulk shipments, not container shipments.6

For a first order shipped in containers, weigh FOB at the Bangladeshi port against FCA at the named terminal. Under FOB, the factory delivers the goods on board and your forwarder handles the sea leg. Under FCA, delivery happens when the goods are handed to your carrier, which matches how containerized cargo moves. Under DAP at your named place in Belgium, you still handle import clearance, duty, and import VAT, as set out in how to buy.

How long does shipping take, and why route through Antwerp?

There is no single typical transit time for men's woven shirts from Bangladesh to Belgium. Sea freight is the standard route for bulk orders and it takes weeks rather than days, varying by port, routing, transshipment, and season. Plan from your forwarder's current sailing schedule, and add clearance and delivery time after the vessel berths. Keep production time separate: an order is ready only when every shirt has finished sewing, fusing, inspection, and packing.

Antwerp is the practical gateway for most Belgium-bound orders, because it is where Belgian customs clearance, onward trucking, barge, and rail connections, and warehousing meet. Routing through Antwerp keeps your customs representation, EORI record, and import VAT account in one Member State. Agree the clearance port in writing before shipment, and tell your forwarder whether any cartons move onward to another EU country after clearance.

Import duty, taxes and documents

How are men's woven shirts classified for duty in Belgium?

Duty follows the classification of each style in the EU tariff, not the supplier's product name. The central heading is 6205, covering men's or boys' shirts.3 The heading splits by fiber: 6205.20 for cotton, 6205.30 for man-made fibers, and 6205.90 for other textile materials.3 Confirm the full commodity code for each style before you price or ship.

What import duty applies?

For Belgium, the starting point is the EU preference, not the standard tariff rate. The Everything But Arms scheme is a special arrangement for least developed countries, granting full duty-free and quota-free access to the EU Single Market for all products except arms and ammunition.7 A men's woven shirt order therefore enters at 0% duty when the preference applies, but the preference is not automatic: the goods must meet the EU origin rules, and the exporter must provide the correct proof of origin. That proof is a statement on origin from a registered exporter: outside the EU, the REX system must be used by exporters under the Generalised Scheme of Preferences, including Standard GSP, GSP+, and the Everything But Arms initiative, for their exports to the EU that benefit from GSP tariff preference.8 Ask the supplier at order stage whether it is REX-registered.

If the preference cannot be evidenced, do not price the order at 0%. Example figures only: the third-country duty shown for every 6205 line in the tariff schedule opened for this guide is 12.00%.3 On the landed-cost example below, that rate would add about 1.19 euros per shirt on a customs value of 9.93 euros. Ask your broker to confirm the applicable TARIC rate for your exact code and entry date.

What about Belgian import VAT and the ET 14.000 deferral?

Import VAT is separate from duty, and it applies even when duty is 0%. Belgium applies a 21% standard VAT rate, plus reduced rates of 12% and 6%, and the standard rate applies to men's woven shirts.9 Import VAT is normally due when goods from outside the EU are released for consumption in Belgium.9 For a VAT-registered Belgian buyer, import VAT is normally a cash-flow item rather than a final cost, because it is recovered as input tax through the VAT return, subject to the usual conditions and to advice from your tax adviser. For a buyer who cannot recover input tax, the 21% is a real cost and must sit inside the landed cost. Keep the customs assessment as evidence for the return.

Belgium has its own deferral mechanism for regular importers. The ET 14.000 authorisation can avoid pre-financing import VAT at customs: with ET 14.000, import VAT is postponed to the periodic Belgian VAT return, where it can be reported and deducted in the same return if the deduction right exists.9 The authorisation must be requested before the relevant future imports, and it depends on filing periodic Belgian VAT returns and on an EORI number properly linked to the Belgian VAT setup.10

Do you need a Belgian customs representative, and what is direct versus indirect representation?

If you are established in Belgium, your EORI number is the BE-prefixed number described at the start of this guide, and your customs representative will quote it on the import declaration. Customs representation must be decided before the goods are shipped.10 Under direct representation, the representative acts in the name and on behalf of the importer; under indirect representation, the representative acts in its own name but on behalf of the represented company, and indirect representation is often required for non-EU companies.10 A Belgian VAT number alone does not solve the customs question: the Belgian responsible representative for VAT and the customs representative do not perform the same function.10 Agree the representation model in writing, and confirm who holds the import VAT account.

The customs procedure also follows what happens after clearance. Procedure 40 00 is the standard route when goods are released for free circulation and consumption in Belgium, typically used when goods are imported into Belgium and then stored or sold locally.10 Procedure 42 00 applies when goods are imported into Belgium and then supplied or transferred to another EU Member State, under strict documentary conditions, including evidence that the goods leave Belgium.10 An Antwerp wholesaler selling only inside Belgium uses the first route; moving part of a shipment to a Dutch or French customer needs the second route set up in advance.

Which documents do you need for clearance?

The standard import set is the commercial invoice, packing list, bill of lading or air waybill, the statement on origin where a preference is claimed, and your EORI details for the declaration. The invoice should name each style plainly, with composition, quantities per size, unit prices, and the delivery term, on its own line. Make quantities, weights, and carton counts agree across every document. Since 1 January 2026, structured electronic invoicing has been mandatory for nearly all domestic B2B transactions between Belgian VAT-liable businesses.9 Check whether your Belgian sales invoices fall in scope before the first local sale.

A landed cost is the full cost of one shirt, ready to sell from your warehouse. Every number below is an example figure only, not a quote. Example figures: 3,000 men's woven cotton shirts, FCA Chattogram terminal, sea freight to Antwerp, and the Everything But Arms preference applying.

Belgian import VAT at 21% is not included in the total, because its treatment depends on your tax position. Example figures: on a customs value of 9.93 euros per shirt, the import VAT at 21% would be about 2.09 euros per shirt, payable at clearance unless an ET 14.000 deferral applies, and normally deductible in the VAT return for a VAT-registered buyer. If the preference were lost, example figures: duty at 12% would add about 1.19 euros per shirt, the VAT base would rise to 11.12 euros, and the import VAT at 21% would be about 2.34 euros per shirt. Step-by-step import checklist

  1. Write the specification style by style: fabric and composition, collar and cuff style, sleeve length, closure direction, fit block, size range, buttons, pocket and placket details, labeling, and packing.

  2. Classify every style from heading 6205, then 6205.20 for cotton, 6205.30 for man-made fibers, and 6205.90 for other textile materials, and confirm each code with your broker.

  3. Confirm the Everything But Arms preference: origin rules met, supplier REX-registered, statement on origin with the documents.

  4. Set up your Belgian customs position: Belgian EORI number active, customs representative appointed, representation model agreed, and import VAT treatment confirmed, including ET 14.000.

  5. Shortlist woven-shirt factories, and request comparable quotes on the identical specification and delivery term.

  6. Verify the chosen supplier: company documents, woven-shirt capacity, fabric source and fusing route, and a factory check for a first order.

  7. Order samples in stages, wash and measure them, agree the label wording, then approve a pre-production sample of each style in production fabric and trims.

  8. Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan with AQL and defect limits, labeling, packing, and shipment date.

  9. Inspect during production and again on packed goods against the approved samples.

  10. Ship, clear customs in Belgium through Antwerp with the confirmed code and statement on origin for each style, settle the import VAT position at clearance, and reconcile the actual landed cost.

How Exportain helps

Browse suppliers for Bangladeshi woven-garment exporters and compare their ranges against your style list. Then post your specification and target quantity as an RFQ and compare replies on the same terms. Exportain is a B2B marketplace where buyers post RFQs, receive quotations, and message suppliers. It does not inspect goods, book freight, or clear customs.

FAQs

What is the typical MOQ for men's woven shirts from Bangladesh?

There is no single typical minimum. It is set per style and usually per color, because shirting fabric is woven, dyed, or printed in batches, and a cutting plan is set up per size range.

How long does shipping take?

Production time and transit time are separate, and neither has a single typical figure. Sea transit from Bangladesh to Belgium takes weeks rather than days and varies by port, routing, transshipment, and season. Confirm the sailing schedule with your forwarder for your shipment date.

What import duty applies?

Men's woven shirts sit in heading 6205: 6205.20 for cotton, 6205.30 for man-made fibers, and 6205.90 for other textile materials.3 Under Everything But Arms, Bangladesh benefits from duty-free, quota-free access to the EU for all products except arms and ammunition.7 The 0% rate applies when the origin rules are met and a valid statement on origin accompanies the shipment.8

How do I verify a supplier?

Check company documents first, so name, address, and bank account agree across the trade license, export registration, and invoices. Then check capability: woven-shirt capacity, fabric source, fusing and trim route, and recent woven shirt production. Confirm REX registration where you plan to claim the preference.
