Hotel Linen From Bangladesh to Saudi Arabia: A Buyer's Import Checklist
Hotel linen from Bangladesh to Saudi Arabia, planned backward from the in-service date: the clearance file, SABER conformity, Arabic labels, supplier checks and a worked landed cost per room set.
Short answer
To import hotel linen from Bangladesh to Saudi Arabia, work backward from the in-service date: confirm the full national code and duty line for each piece under heading 6302, settle the SABER product and shipment certificates and Arabic labels, build the order by room type and par stock, approve laundry-trial samples, and work the landed cost per room set with 15 percent import VAT before bulk production.

Key takeaways
Hotel linen sits in heading 6302, split by linen group, construction, print status and fiber; the full Saudi national code and duty line must be confirmed for each piece, as the tariff schedule was amended with effect from 27 November 2025.
Treat 15 percent VAT on imports, calculated on the customs value including the CIF price and other duties, as cash at clearance; recovery as input VAT is a tax filing matter.
SABER conformity runs in two stages: a Product Certificate of Conformity valid for one year and a Shipment Certificate of Conformity for each shipment, with Arabic labels agreed at the sample stage.
Order by room type and par stock, not by single pieces, and approve a pre-production sample of each item only after a laundry trial through the property's own wash process.
All prices and landed-cost figures in this guide are example figures; the duty line uses an illustrative rate only and must be replaced with the broker-confirmed rate for each code and entry date.
A hotel linen order for Saudi Arabia is won or lost on the date the rooms must be ready, not on the date the container sails. Work backward from the in-service date: clearance file, conformity certificates, specification, laundry trial and landed cost must be settled before bulk production.
This guide is for hotel buyers and hospitality procurement teams in Saudi Arabia who buy bed, bath and table linen from Bangladesh. It follows the order a buyer should work in: clearance file, room specification, supplier evidence, samples, delivery terms and cost. Every figure here is an example figure only, and every duty line must be confirmed with a broker against the tariff in force on the entry date.

Why source hotel linen from Bangladesh for a Saudi hotel program
A Saudi hotel program is a repeat order, not a single shipment. The same sheets, towels and table linen must return in the same shade, size and construction for the opening stock, the first replenishment and the replacements that follow, because housekeeping works with sets, not single pieces. Bangladesh supply chains that already run bed, bath and table linen together can cut sheets, pillowcases and duvet covers from one fabric range, supply terry towels from the same program and hold one dye range across the items. Shortlist on that program breadth and repeatability, rather than on the price of one towel or one sheet.
Build the order by room type, not by catalogue item. A standard room, a deluxe room, a suite and a serviced apartment do not take the same linen set, and bed sizes, guest counts and restaurant covers decide quantities more than the room count alone does.
Room type | Linen set to define before quoting |
|---|---|
Standard room | Sheets and pillowcases, bath and hand towels |
Deluxe room | Standard set plus bath mat and a second towel set |
Suite | Deluxe set plus table linen for in-room dining |
Serviced apartment | Room set plus kitchen linen and a changeover set |
For each room type, record bed sizes, mattress depths including any topper, pillow sizes, towel sizes and table sizes. Record the laundry route in the same document: in-house or commercial laundry, the wash process, temperatures and chemistry, and who approves a change.
Set par stock with housekeeping before asking for prices. Par stock is the number of sets held across the beds, the laundry cycle and the store, and the par multiple decides the first order quantity. Fix it in writing and cost by room set and par stock.
Import duty, taxes and documents
Duty follows the classification of each piece, not the name on the quotation. Hotel linen sits in heading 6302, bed linen, table linen, toilet linen and kitchen linen, split by linen group, construction, print status and fiber.1 The lines include 630210 for knitted or crocheted bed linen, 630221 and 630231 for printed and unprinted cotton bed linen, 630222 and 630232 for man-made fibers, 630260 for cotton terry toilet and kitchen linen, 630291, 630293, 630251, 630253 and 630240.1 Code the order piece by piece and invoice each group on its own line. A bathrobe is a garment, not linen, so confirm its garment heading with your broker. The broker must confirm the full national code, duty line and conformity flag for each piece. See the classification guide for hotel linen for the split.
No duty rate is stated in this guide. Saudi Arabia amended its Integrated Customs Tariff Schedule in decisions issued in October and November 2025, in effect from 27 November 2025, covering code descriptions and duty rates for specified codes.2 The amendments raised duties across a broad range of goods, up to 20 percent for select products.2 Ask your broker to confirm the duty line beside the full national code for each piece, for the entry date, in writing.
VAT at import is separate from duty. VAT is imposed on all imports at 15 percent, subject to stated exceptions.3 It is calculated on the customs value, which includes the CIF price along with other duties.3 Importers file a customs declaration form, known as Bayan, with the tariff code, value in Saudi riyals and origin.3 A VAT-registered buyer may later claim import VAT as input VAT, and only the importer under customs law can deduct it.3 Budget VAT as cash at clearance.
Assemble the clearance file before the goods sail. Clearance runs through FASAH, the national electronic system for cross-border trade, which acts as a single window connecting customs, the ports authority and other regulators.4 The supporting documents required from trade operators were reduced from 12 to 2, the invoice and the bill of lading, with other documents exchanged between agencies through FASAH.4 ZATCA notes two factors behind faster clearance: documents submitted 72 hours before arrival, and compliance with all regulatory requirements.4 On the Bangladesh side, section 131 of the Customs Act, 1969 requires export clearance before loading, through an approved Bill of Export or Shipping Bill, with the export letter of credit or contract, invoice, packing list, EXP form, certificate of origin, VAT certificate and taxpayer identification number enclosed.5 Ask for the Bill of Export number and check the as-shipped documents against your purchase order.
Quality control and certifications needed
Textiles are covered by SASO technical regulations under the Saudi Product Safety Programme, known as SALEEM, facilitated by the Saudi Standards, Metrology and Quality Organization (SASO).6 The program uses two stages: product certification and shipment certification, with approved certification bodies issuing the Product Certificate of Conformity and the Shipment Certificate of Conformity.6 The product certificate is valid for one year, and the shipment certificate is valid for that shipment only, issued after verification that a valid product certificate exists.6 Importers register on the SABER platform to obtain both certificates, with product details entered by Saudi customs tariff code.6 Settle this route at the start, with the importer and the certification body: whether your pieces are regulated, which test reports are needed, who holds the product certificate, and whether it covers your constructions, fibers, sizes and colors.
Labels are part of conformity, agreed at the sample stage. The SASO Technical Regulation for Textile Products applies to products containing at least 80 percent by weight of textile fibers.7 Labels must be legible, clear and uniform, written in Arabic or in Arabic and English, indelible, and sewn or firmly attached so they are not easily removed.7 The label must include fiber composition by name and mass percentage in descending order, weight, size or dimension, supplier name and commercial registration on the external packaging, country of origin and care instructions.7 Labels must be correct, and must not include Quranic verses or the word of majesty.7 The updated edition, adopted on 12 January 2024 and effective from 10 July 2024, requires information in Arabic, with an additional language alongside permitted.8 Check Arabic wording with an Arabic reader, and check the sewn label on the sample.
The regulation also covers risks from color fastness, physical properties and chemicals in textiles in direct contact with skin, including formaldehyde, phenols, heavy metals, hazardous dyes, flame retardants, pesticides, phthalates and organotin compounds.7 Ask for test reports that match the fabric, dye and finish in your order. The SASO route is mandatory; other schemes are additional evidence. OEKO-TEX STANDARD 100 tests textiles for harmful substances, from yarn to finished product, against over 1,000 substances, with stricter requirements the more intensive the skin contact.9 Bed linen sits in Product Class 2, direct skin contact, while home textiles sit in Product Class 4.9 A certificate is issued for one year: check the number, class, expiry date and certified articles.
The laundry trial decides whether linen survives in service. Wash pre-production samples through the agreed process for the agreed number of cycles, then measure finished sizes, check shade against the sealed counter-sample, and check towel pile, hem stitching and label legibility. Agree the inspection method and defect limits before production. ISO 2859-1 specifies an acceptance sampling system for inspection by attributes, indexed by the acceptance quality limit (AQL), intended primarily for a continuing series of lots.10 Set defect classes first, write the defect list and hold-or-ship rule into the purchase order, inspect during production and on packed goods, and hold shipment where inspection fails.
Find and verify suppliers
Build a supplier evidence file and judge every candidate against it. Shortlist mills whose current range already includes hotel linen across bed, bath and table groups, in the fibers and constructions your room sets need. Browse suppliers on Exportain and read each profile against your room-type specification, not its headline price. Shortlist three or four suppliers, send each the identical specification, and ask for the same reply format: fabric assumed, items per pack, price inclusions and exclusions, validity, and the minimum per item, color and size range. Ask about Saudi shipments, the certification body used, and certificate coverage.
Verification has three layers, all before any payment. First, documents: trade license, export registration and association membership where applicable, checked so name, address and bank account agree. Second, capability: monthly capacity, in-house weaving or bought-in fabric, fabric width, dyeing route, terry range, shade control across repeat orders, and recent hotel programs in finished goods. Third, payment discipline: pay only the company account named in the documents, never a personal account, and verify any bank detail change through a separate channel. On Exportain, badges are document and photo reviews, not factory inspections or guarantees, and Exportain is not a party to the goods contract, does not inspect goods, book freight or clear customs.
MOQ, pricing and samples
There is no single typical minimum. It is set per item and usually per color or shade, because fabric is woven, dyed or printed in batches and a cutting plan is set up per size range. A white sheet program, a colored towel program and a printed table linen program can carry different minimums inside one order. Ask how the minimum splits by item, color, size range, treatment and set composition, and get the split in writing. If you add a second fiber mix, size range or shade, check whether the minimum, the SABER certificate and the test reports still cover it. Ask for the counting unit in writing, pieces, sets, dozens or cartons, and convert every quote to the same unit before comparing.
Fabric is usually the main cost element, followed by dyeing or printing, cutting and hemming, finishing, testing, labeling and packing, plus the mill margin. Two quotes can differ because one assumes a lighter towel, a smaller sheet, a simpler hem or no testing. Compare quotes only on the same basis: room-set composition, dimensions with post-wash tolerance, fiber, construction, color, delivery term, packing and exclusions, including SABER support, testing and inspection. State the price basis in every quote: currency, delivery term with the named place, and validity date. Neither price is a landed cost until duty, VAT, clearance and delivery are added.
Samples work in stages, each approved in writing. A development sample shows whether the factory can construct the item and complete a room set. A pre-production sample, in the actual production fabric, color, construction and finish, with the agreed Arabic label sewn in, is the sample you approve for bulk. Test it as the property will use it: fit fitted sheets on stated mattress sizes, measure flat sheets before and after washing, check shrinkage, color fastness and pilling, and wash towels through the agreed process. Keep one sealed counter-sample per item and confirm it is the article the product certificate covers. Do not start bulk production before the written approval, the laundry trial record and the label check are on file.
Incoterms, shipping and transit time
The delivery term settles delivery, risk, cost and customs obligations, and must be written in full: rule, named place and version, for example FCA Chattogram, Incoterms 2020. Incoterms 2020 has 11 rules, split into seven for any mode of transport and four for sea and inland waterway transport only.11 The rules do not transfer ownership, set the price or payment terms, or decide what happens if the goods are defective.11
Rule | Freight and insurance | Risk passes to the buyer | Import clearance |
|---|---|---|---|
FCA | Buyer arranges main carriage | When handed to the buyer's carrier | Buyer |
FOB | Buyer arranges main carriage | When goods are on board the vessel | Buyer |
CIF | Seller pays freight and minimum insurance | When goods are loaded at origin | Buyer |
DAP | Seller pays carriage to destination | At destination, ready for unloading | Buyer |
DDP | Seller pays carriage and clears for import | At destination, ready for unloading | Seller |
For a first container order, weigh FCA at the named terminal against FOB at Chattogram. Under FCA, delivery happens when the goods are handed to your carrier, which matches how containerized cargo moves, while under FOB risk stays with the seller until loading.11 Under CIF, the seller pays freight and minimum insurance, but risk still passes on loading at origin, and CIF requires only minimum cover: agree a higher level in the contract or choose CIP for broader cover by default.11 Under DDP, the seller clears for import and pays duty and tax.
Plan backward from the in-service date: sample approval and laundry trial, certification, production, inspection, shipping, clearance and delivery. Sea freight takes weeks rather than days, varying by sailing schedule, routing, transshipment and season, so plan from the forwarder's current schedule and add clearance and delivery. Jeddah Islamic Port serves the western region and King Abdulaziz Port in Dammam serves the eastern region: choose by warehouse location, schedule and inland cost, and get both routes quoted.
Landed cost example (table)
A landed cost is the full cost of one room set, ready for use at the property. Every number below is an example figure only, not a quote, for 200 room sets for a 100-room property at a par multiple of two, shipped by sea from Chattogram to Jeddah, with duty at an illustrative rate and VAT at 15 percent on the CIF value plus duty. The duty line is an illustrative 6 percent of CIF, not a Saudi rate: replace it with the broker-confirmed rate.
Example figures: one double room set, with table linen costed separately.
Cost element | Example figures (per room set) | How to obtain your figure |
|---|---|---|
Product price, FOB Chattogram | $88.00 | Pro forma invoice |
Freight and insurance, per set | $9.20 | Forwarder quote |
CIF value, per set | $97.20 | Price plus freight and insurance |
Duty at illustrative 6% of CIF, example figure | $5.83 | Broker calculation on the confirmed code |
VAT at 15% of CIF plus duty, in this example | $15.45 | Broker and tax adviser |
Conformity, testing and inspection, per set | $1.80 | Certification body and inspection invoices |
Port, clearance and broker fees, per set | $3.40 | Broker and port invoices |
Delivery to property or warehouse, per set | $2.60 | Local carrier quote |
Total landed cost, per room set | $126.28 | Sum of all lines above |
Excluding recoverable VAT, the example cost is $110.83 per room set. Work the calculation twice: at quote stage and after shipment. See the landed cost guide for imports from Bangladesh for the full method.
Step-by-step import checklist
Fix the in-service date, room mix and par multiple, and work backward to sample, certification, production and shipping dates.
Build the room-type specification: bed mix, mattress depths, laundry process, one row per item, tolerances and labels.
Classify every piece from heading 6302, keep bathrobes on garment lines, and confirm each code and duty line.
Settle the SABER route: certificate scope, test reports, shipment certificate timetable and label artwork.
Shortlist suppliers with hotel linen programs, and request quotes on the identical specification and delivery term.
Verify the supplier: documents, capability, payment discipline and a factory check for a first order.
Order samples in stages, run the laundry trial, and approve a pre-production sample of each item in writing.
Confirm the order in writing: purchase order, pro forma invoice, terms, inspection plan, labeling, packing and date.
Agree labels and packing before bulk sewing: fiber wording, care, size, origin, Arabic wording and carton marks.
Inspect during production and on packed goods, hold failed shipments, and keep counter-samples sealed.
Ship on the agreed delivery term, holding the Bill of Export number and shipment certificate details, and submit the declaration early through FASAH.
Clear customs with the confirmed code for each piece, then reconcile the actual landed cost per room set.

What is the typical MOQ for hotel linen from Bangladesh?
There is no single typical minimum. It is set per item and usually per color or shade, because fabric is woven, dyed or printed in batches. Ask for the split by item, color, size and set composition, in writing, before comparing quotes.
How long does shipping take?
Production and transit time are separate, and neither has a single typical figure. Sea transit takes weeks rather than days and varies by sailing schedule, routing, transshipment and season. Plan from the forwarder's current schedule, and add clearance and delivery.
What import duty applies?
No duty rate is stated in this guide, because the rate follows the exact national code and the tariff in force on the entry date. Hotel linen sits in heading 6302: 630210, 630221, 630231, 630222, 630232, 630260, 630291, 630251, 630253 and 630240.1 Saudi Arabia amended its tariff schedule in decisions effective from 27 November 2025.2 Confirm each duty line with your broker, in writing, before pricing. VAT at 15 percent applies on the customs value, subject to stated exceptions.3
How do I verify a supplier?
Check documents first, so name, address and bank account agree across the trade license, export registration and invoices, and payment goes to the company account named in them. Then check capability: program capacity, fabric width and source, dyeing route, terry range, shade control and recent hotel production in finished goods. Add a factory check, verify bank changes separately, and approve a pre-production sample after a laundry trial.
