Short answer

To import hotel linen from Bangladesh to Belgium, fix the hotel contract first: rooms, bed sizes, par stock per item, the laundry process and the replenishment rule. Classify each piece in heading 6302, confirm the 12.00 percent fallback duty and the Everything But Arms preference with your broker, plan for 21 percent Belgian import VAT, agree REX origin evidence, and approve a pre-production sample through a laundry trial before bulk production.

Key takeaways

  • Hotel linen is classified piece by piece in heading 6302, with most lines at 12.00 percent and nonwoven man-made fiber lines at 6.90 percent in the schedule opened for this guide; confirm every code and rate with your broker.

  • Everything But Arms provides duty-free, quota-free access for least developed countries for all products except arms and ammunition, subject to origin rules and a REX statement on origin, which is required above 6,000 euro.

  • Belgium applies a 21 percent standard VAT rate, and ET 14000 postpones import VAT to the periodic VAT return without removing it; it is available only to companies filing Belgian periodic VAT returns.

  • There is no single typical minimum, price or transit time for hotel linen: set the minimum per item and color, approve a pre-production sample through the actual laundry process, and price on a per-room-set landed cost.

  • Bed linen and towels fall in OEKO-TEX STANDARD 100 Product Class II and table linen in Product Class IV, and a certificate is valid for 12 months; check the certificate number, class, articles and expiry date.

To import hotel linen from Bangladesh to Belgium, a hotel buyer should first fix the contract that the linen must serve: the rooms, the par stock, the laundry process and the replenishment rule. Only then do the duty, VAT and supplier decisions have a stable basis, because each of those decisions is priced per room set and per repeat order, not per single sheet or towel.

A hotel programme is a repeat purchase, not a one-time shipment. The first order fills the rooms, the laundry cycle and the store. Later orders replace worn pieces and restore par stock after peak occupancy. Bangladesh has an established home textile base for this kind of programme. In 2024-25, Bangladesh Bank recorded home textile export receipts of USD 453.8 million, up 3.2 percent on the previous year, and terry towel receipts of USD 18.7 million, up 14.0 percent.1

The hotel contract: par stock, replenishment and laundry life

A hotel contract starts from the room, not from a catalogue page. List every bed size, the mattress depth at each size including any topper, the pillow sizes, the table sizes and the towel sizes the housekeeping team actually uses. A fitted sheet cut for one mattress depth does not fit another, and a towel programme sized for single occupancy runs short in double rooms at full occupancy. Record the laundry route at the same time: the wash process decides how long the linen lasts, and samples must be tested against it.

Par stock is the quantity that keeps rooms in service while other sets are in the laundry or in store. Fix the par multiple item by item, in writing, before asking for prices. Sheets, pillowcases, duvet covers, bath towels, hand towels, bath mats and table linen rarely share the same multiple, because they turn over and wear at different rates. A single par figure for the whole order hides the item that will run out first. In most programmes the towel multiple binds first, because towels are changed more often than duvet covers and take longer to dry. Set the multiple from occupancy, room turnover and laundry turnaround.

Replenishment is where hotel contracts differ most from retail orders. Agree, before the first shipment, how a single item can be reordered: the minimum per item and per color, the shade reference that a repeat must match, the lead time, and the packing for a small top-up shipment. A repeat order that arrives in a different white or a different towel weight is a new product in the room, even if the invoice uses the same item name. Keep one sealed counter-sample of each item, and judge every repeat against it. State the hotel mark item by item: woven, embroidered, printed or no mark, with artwork, placement, size and color. A mark can change the classification line for some bed linen lines, so it must reach the broker before pricing. Where a brand standard applies, get it in writing and name the sample approver.

Belgium duty, VAT and Antwerp entry for hotel linen

Duty follows the classification of each piece, not the word hotel on the invoice. Hotel linen sits in heading 6302, covering bed linen, table linen, toilet linen and kitchen linen, split by linen group, construction, print status and fiber.2 Code the order piece by piece; a bathrobe is a garment, not linen.

In the schedule opened for this guide, most hotel linen lines carry a third-country duty of 12.00 percent, while nonwoven lines of man-made fibers carry 6.90 percent.2 The schedule lists knitted or crocheted bed linen, printed and unprinted cotton bed linen, cotton table linen, terry towelling toilet and kitchen linen of cotton, and other cotton toilet and kitchen linen at 12.00 percent, with the nonwoven man-made fiber lines at 6.90 percent.2 Treat every rate here as indicative until your broker confirms it on the official tariff for the exact code and entry date, and confirm the full eight-digit Combined Nomenclature code for each piece before you price or ship. Confirm with broker for any piece with embroidery, lace, braid, edging, trimming, piping or applique work, because trim wording can move a bed linen line. Price at both the preferential rate and the fallback rate until the broker confirms the preference.

Bangladesh may qualify for a lower rate under preference. The Everything But Arms arrangement is the special arrangement for least developed countries, providing duty-free, quota-free access to the EU market for all products except arms and ammunition.3 That is a preference, not an automatic zero. It depends on the origin rules, on proof of origin at entry and on the arrangement in force on the entry date. The renewed GSP rules apply from 1 January 2027, and EBA continues within that scheme.3

Proof of origin usually runs through the REX system. A registered exporter makes out a statement on origin on the invoice or another commercial document, after registration with the competent authorities of the country of residence.4 For shipments valued at less than 6,000 euro, the statement of origin can be made out without the obligation to register.4 Most hotel programmes exceed that value, so ask the supplier for its REX number and a sample statement on origin before the first shipment, and check the registration on the EU REX website. A missing statement leaves the fallback duty rate in place.

Import VAT is separate from duty. The standard VAT rate in Belgium is 21 percent, with reduced rates of 12 percent and 6 percent for specific cases, and ET 14000 does not change the rate, only when and where the VAT is reported.5 Confirm the VAT base and recovery position with a tax adviser before you price.

ET 14000 is the Belgian import VAT deferment authorization. It postpones payment of VAT due on goods imported and released for consumption in Belgium until the periodic Belgian VAT return, so the VAT due is declared in the return and the deductible VAT is reported in the same return if the right to deduct is open.5 It is not a VAT exemption: the VAT still exists, moved from customs payment to the VAT return.5 It is available to companies that file Belgian periodic VAT returns, and before applying, secure a valid Belgian VAT number, an EORI number linked to it, VAT obligations up to date, evidence of import activity, and the correct MyMinfin rights or VAT mandate.5 It applies from the date granted and is not retroactive.5

Antwerp is the working entry point for a container of hotel linen bound for Belgium. Port of Antwerp-Bruges closed 2024 with total throughput of 278 million tons, up 2.3 percent on 2023, with container tonnage up 8.9 percent.6 Fix the entry port before asking for freight quotes. Zeebrugge is the alternative platform within the same port authority.

Suppliers for hotel programmes: how to shortlist and check them

Shortlist mills and exporters whose current range already includes hotel or institutional linen across bed, bath and table groups. A factory that makes only retail sheet sets, or only apparel, is not a close substitute. Ask each candidate which hotel programmes it already supplies and whether it can show a finished room set from current production in your weave, size and shade.

Send every candidate the identical contract specification: the item list by room type, sizes in centimeters, fiber and weave, towel weight, color or shade, hotel mark treatment, label set, packing and the par quantity. Ask for the same reply format from each: fabric and towel weight assumed, items per pack, price inclusions, validity, and the minimum per item and per color. A quote that changes the towel weight, drops the hotel mark or shortens a sheet is quoting a different room set, not a cheaper one. Ask early about the Belgian parts of the order: label wording for the property location, fiber percentages, REX registration and origin evidence, and experience shipping to Belgium or another EU member state.

Check a supplier in three layers before payment: company documents, so name, address and bank account agree; capability, from current production and replenishment of single items; and payment discipline, keeping payments to the company account named in the documents and verifying any change of bank details through a channel you already trust.

On Exportain, supplier profiles carry document and photo review badges. Verification is a document and photo review, not a factory inspection, and Exportain staff review every submission before a badge is earned.7 A badge is not a guarantee of capacity, quality or delivery, and membership never grants a badge.7 Exportain is not a party to the contract for goods, and it does not inspect goods, book freight or clear customs. For a first hotel order, add a factory check by video or in person. When the specification is ready, post it as an RFQ on Exportain and compare replies on the same room-set terms.

Minimums, pricing and the laundry trial

There is no single typical minimum order quantity for hotel linen from Bangladesh. The minimum is set per item and usually per color, because sheeting and terry fabric are woven, bleached or dyed in batches. A white flat sheet, a dyed fitted sheet and a bath towel with a woven hotel mark will not carry the same minimum. Ask how each minimum splits by item, size, color and hotel mark treatment, and whether it is counted in pieces, sets, dozens or cartons. For a small property, the towel minimum in a dyed color often binds first, so test the quantity item by item against the par level before comparing prices.

Fabric is usually the main cost element, followed by cutting, bleaching or dyeing, finishing, hotel mark work, testing, labeling and packing. Compare quotes only on the same basis: the same item list, sizes, fiber, weave, towel weight, color, hotel mark treatment, delivery term and packing, and ask what each price excludes.

Work samples in stages and approve in writing at each stage. A pre-production sample, made in the actual production fabric, weave, towel weight, color and finish, is the sample you approve for bulk. Run the laundry trial on it through the exact wash process the property laundry will use, agreeing in advance the wash cycles, measurements and pass marks for shrinkage, shade change, pilling, towel absorbency and fitted-sheet fit. Wash the room set together and judge shade as a set. Keep one sealed counter-sample of each item.

Quality, labels and certificates for Belgian hospitality use

Agree the inspection method and defect limits before production, and set your own limits in the purchase order. ISO 2859-1:2026 defines a system of acceptance sampling plans for inspection by attributes, indexed by acceptance quality limit (AQL).8 AQL is the maximum average percentage of defective items considered acceptable during random sampling, used to determine sample sizes and acceptance and rejection thresholds.8 Inspect inline during cutting and sewing, and finally on packed goods drawn from across the order. For hotel use, add laundry checks: shrinkage, shade change, pilling, towel absorbency and fitted-sheet fit.

Fiber labeling applies to every piece in the room set, and the labeled composition must match the fabric actually used. A textile product shall be labeled or marked with the name and percentage by weight of all constituent fibers in descending order.9 Agree the wording at sampling stage, check the percentages against the fiber bought, and check the finished label before bulk sewing begins. The same wording must agree across the label, the invoice and the classification file.

Belgium comprises four linguistic regions: the Dutch-speaking region, the French-speaking region, the bilingual region of Brussels-Capital and the German-speaking region.10 Settle the label language from the property location, and have the wording checked by a reader who works in that language.

OEKO-TEX STANDARD 100 is the certification Belgian hotel linen buyers ask about most often. It confirms that textiles have been tested for risks associated with harmful substances, and the criteria and limit values depend above all on intended use, with stricter requirements the more direct the skin contact.11 Bed linen and towels fall in Product Class II, for textiles whose surface comes into direct contact with the skin, while table linen falls in Product Class IV, for furnishing materials for decorative purposes.11 A STANDARD 100 certificate is valid for 12 months and can be renewed annually, and the certificate and label are awarded only if all components of an item meet the criteria.11 Check the certificate number, class, articles and expiry date.

Delivery terms, shipping and documents for a first Belgian order

Name the delivery term, the version and the named place in the contract, for example FCA Chattogram, Incoterms 2020. The Incoterms rules define the place of delivery and the transfer of risk from seller to buyer, and each rule also covers the costs each party must assume, who contracts for transport, and who completes export and import formalities.12 Under FCA, the seller delivers the goods to the carrier the buyer names, and FCA is suitable for any mode of transport, including multimodal shipments.12 Under FOB, the seller delivers once the goods are loaded onto the vessel at the named port of shipment, and FOB is to be used only for maritime or inland waterway transport.12 For a container shipment from Chattogram to Antwerp, FCA at the named terminal usually matches how the cargo moves, because the container is handed to the carrier before loading. If you accept FOB, agree in writing who bears the risk between terminal handover and loading.

There is no single typical transit time for hotel linen from Bangladesh to Belgium, and this guide states none: sea freight takes weeks rather than days. Work backward from the date the linen must be in service, and confirm the shipment date only after the laundry trial is approved.

The import set is the commercial invoice, packing list, bill of lading, proof of origin where a preference is claimed, and the customs declaration. Name each piece plainly on its own invoice line, with fiber, construction, dimensions, towel weight, quantities, prices and the delivery term, and state printed or unprinted and the hotel mark treatment plainly. Quantities, weights and carton counts must agree across every document. Give the broker the VAT and EORI numbers where ET 14000 is to be used.5

Landed cost for a hotel room set

A landed cost is the full cost of one room set, delivered to the hotel or its laundry, excluding VAT recovery. Every number below is an example figure only, not a quote. Example figures: one double room set for two guests, shipped FCA Chattogram, EBA preference confirmed, ET 14000 in place.

Cost element

Example figures (per room set)

Product price, FCA Chattogram

EUR 38.00

International freight to Antwerp

EUR 3.20

EUR 0.25

EUR 0.00

Port, clearance and broker fees, Antwerp

EUR 1.60

Inland delivery to the hotel or laundry

EUR 1.00

Total landed cost, excluding VAT

EUR 44.05

VAT is a separate memo line. Example figures: on a VAT base of EUR 41.45, import VAT at 21 percent would be EUR 8.70 per room set, reported through the periodic VAT return under ET 14000 where that authorization applies.5 Without the preference, fallback duty at 12.00 percent adds EUR 4.97 on the same example figures, taking the example total to EUR 49.02 before VAT. Confirm with broker. Build the same table for every room type, then multiply by the par level to reach the order value.

How to import hotel linen from Bangladesh to Belgium for a hotel programme

  1. Write the hotel contract first: rooms, bed and table sizes, mattress depth, laundry process, par multiple per item and replenishment rule.

  2. Fix the hotel mark, brand standard and named sample approver in the same document, with the date the linen must be in service.

  3. Classify every piece in heading 6302 and confirm each full code, duty line and preference position with your broker.

  4. Confirm the VAT position with your tax adviser: rate, base, ET 14000 eligibility and recoverability, before you price.

  5. Shortlist mills whose range already includes hotel linen, and request quotes on the identical specification.

  6. Verify the supplier in three layers: documents, capability from current production, and payment discipline.

  7. Order samples in stages, run the laundry trial through the actual wash process, and approve a pre-production sample of each item in writing.

  8. Confirm the origin evidence with the supplier: REX number, statement on origin and production records behind the preference claim.

  9. Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan, labeling and packing.

  10. Ship from Chattogram, clear at Antwerp with the confirmed codes, reconcile the actual landed cost per room set, and file the classification and origin evidence with the shipment record.

What is the typical MOQ for hotel linen from Bangladesh?

There is no single typical minimum. The minimum is set per item and usually per color, because sheeting and terry fabric are woven, bleached or dyed in batches. Ask how it splits by item, size, color and hotel mark treatment, and whether it is counted in pieces, sets, dozens or cartons. Test each minimum against the par level item by item, because the towel minimum in a dyed color often binds first for a small property.

How long does shipping take?

Sea freight from Chattogram to Antwerp takes weeks rather than days, varying by sailing schedule, routing, transshipment and season. Work backward from the date the linen must be in service, and confirm the shipment date only after the laundry trial is approved.

What import duty applies?

Confirm every duty line with your broker before you price or ship. The indicative heading is 6302, with most hotel linen lines at 12.00 percent and nonwoven man-made fiber lines at 6.90 percent in the schedule opened for this guide.2 The Everything But Arms arrangement provides duty-free, quota-free access for least developed countries for all products except arms and ammunition, subject to origin rules and proof of origin.3 A statement on origin under REX is the usual proof.4 Price at both rates until the broker confirms the preference.

How do I verify a supplier?

Check company documents first, so that the name, address and bank account agree across the trade licence, export registration and invoices. Then check capability: weaving and terry route, shade control, replenishment of single items, and a finished room set from current production. Keep payments to the company account named in the documents. On Exportain, verification is a document and photo review, not a factory inspection, and a badge is not a guarantee of capacity, quality or delivery.7 For a first order, add a factory check by video or in person.
