Short answer

To import frozen fish from Bangladesh to Germany, fix the German channel and the product form first, classify the fish on the exact CN line, and build the EU entry file before the order ships. Present the consignment at a designated German border control post with a CHED-P filed in TRACES, a health certificate from a listed establishment, and a catch certificate submitted through CATCH for wild-caught fish. Confirm duty, preference, and import VAT with your broker.

Key takeaways

  • Fix the channel and the form first: retail, wholesale, and processing channels need different packs and labels, and whole frozen fish falls under heading 0303 while fillets and other fish meat fall under heading 0304.

  • Classify on the exact CN line: freshwater fish on 0303 89 10 00 shows an indicative third country duty of 8.00 percent, while other lines under subheading 0303 89 range from 0.00 percent to 22.00 percent, so the broker must confirm the TARIC rate.

  • Build the German entry file before ordering: name the designated border control post, agree the CHED-P filer in TRACES, and check the health certificate and the TRACES-NT establishment listing line by line.

  • Prove the catch or the farm lot by lot: wild-caught fish needs a flag-State-validated catch certificate submitted at least three working days before arrival, and EU importers must submit catch documents through CATCH.

  • Agree the Article 35 label in German before production, verify the supplier in three layers, and rework the EUR 8.73 per kilogram example landed cost with broker-confirmed duty and actual invoices.

A German buyer does not buy frozen fish in general. The buyer buys one channel, one form, and one file: retail packs for a supermarket shelf, bulk cartons for a wholesaler, or raw material for a processing line. Each channel changes the pack, the label, and the customs line.

This guide is for Germany-based importers, wholesalers, processors, retailers, and food service buyers bringing frozen fish from Bangladesh into Germany. Every duty figure is indicative until a broker confirms it on the exact tariff line for the entry date. Every cost figure is an example figure only.

Germany frozen fish entry sequence: channel, form, border post, catch proof, health file, label, delivery
Import sequence for frozen fish from Bangladesh to Germany, from channel choice to delivery.Exportain

Choose the German channel first: retail, wholesale, or processing

Fix the channel before requesting a price. A retail channel needs consumer-ready packs, a German commercial designation, and the full consumer information set on the label. A wholesale channel needs bulk cartons that a German customer can break down and relabel. A processing channel needs raw material in a stated form and size, where the processing use itself can change the tariff line.

Ask three questions in the first enquiry and record the answers in writing. Who is the next holder after the German border: a retail shelf, a wholesale cold store, or a processing plant? What pack will that holder open, and what will the holder do with the fish?

Settle the form split before you price: whole fish under 0303, fillets and fish meat under 0304

Frozen fish is classified first by form, then by species. Heading 0303 covers fish, frozen, excluding fish fillets and other fish meat of heading 0304, and heading 0304 covers fish fillets and other fish meat.1 A whole frozen fish, a headed and gutted frozen fish, a frozen fillet, and frozen minced fish meat are four different entries, even from the same species and plant. Name the form in identical words in the specification, invoice, packing list, health certificate, and label.

The working example is subheading 0303 89, "Other." It lists freshwater fish on line 0303 89 10 00 at a third country duty of 8.00 percent, redfish at 7.50 percent, Orcynopsis unicolor at 10.00 percent, and sea bream, gilt-head sea bream, ray's bream, and monkfish at 15.00 percent.1 Euthynnus fish for the industrial manufacture of products of heading 1604 sits at 0.00 percent, while other Euthynnus fish sit at 22.00 percent.1 No rate transfers between lines: have the broker confirm the rate on the exact TARIC line for the entry date.

For fillets, loins count as fillets where the head, guts, fins, and bones have been removed.1 The notes name cod fillets under 0304 71, tuna under 0304 49 and 0304 87, swordfish under 0304 45 and 0304 84, and marlin, sailfish, and spearfish under 0304 49 and 0304 89.1

Work the German entry file backwards from the border control post

Frozen fish is a product of animal origin, so it must be presented at a designated border control post (BCP) on entry into the European Union. Only goods from countries authorised to export to the European Union are admitted, and consignments face documentary, identity, and physical checks at designated BCPs under Regulation (EU) 2017/625.2 The documentary check verifies the certificates, the identity check confirms that the goods, labelling, seals, and transport match the documents, and the physical check examines the goods, with sampling and testing where needed.2

Before ordering, name the German BCP and confirm it is designated for products of animal origin. Agree who files the Common Health Entry Document for Products (CHED-P) in TRACES, where official controls at BCPs are recorded, and confirm the pre-notification deadline with the German BCP in writing.1 2 Build the entry file as one pack, with every document agreeing on species, form, quantity, weights, and marks.

Prove the catch or the farm: catch certificate, CATCH, and the processing statement

Wild-caught fish and farmed fish do not prove origin the same way, and the distinction must be settled lot by lot. For wild-caught fish, importation of fishery products obtained from illegal, unreported, and unregulated (IUU) fishing is prohibited, and fishery products may only be imported with a catch certificate in conformity with the IUU Regulation.3 The certificate must be validated by the flag State of the vessel or vessels that made the catches, and must contain all the information in the Annex II specimen.3 The importer submits it at least three working days before the estimated arrival, subject to adaptation for product type, distance, or transport means.3

Where verification is required, release is suspended and storage costs are borne by the operator, and where refusal conditions are met, including a missing or unvalidated certificate, the authorities refuse importation.3 For fish processed in a third country other than the flag State, the importer must also submit the endorsed processing plant statement, confirming the processed products were made from catches with validated catch certificates.3 Since 10 January 2026, EU importers must submit catch certificates through CATCH, part of TRACES NT.4 Non-EU use of CATCH is voluntary but strongly recommended; where the exporter supplies paper documents, the EU importer enters the data manually and attaches scanned copies.4

Health certificate and the listed establishment: the second gate

The health certificate is the second gate document, after the catch or farm proof. Animals and animal products from non-EU countries can only enter the EU market with an official certificate, subject to narrow exceptions, carrying a public health attestation and, for certain fishery products, an animal health attestation.5 It must be signed by the official veterinarians in the non-EU country, is always checked at border control posts, and may be paper or electronic, with the electronic form submitted through TRACES NT.5 A single mistake is sufficient for rejection, and an incorrect weight will lead to rejection.5

Check the certificate line by line before shipment. The establishment that processed the fish must be listed. Animals and goods derived from them can only enter the EU from listed non-EU countries, published in Regulation (EU) 2021/404 for animal health and Regulation (EU) 2021/405 for public health, and only a listed country may propose establishments for listing.6 Establishments must comply with Annex III to Regulation (EC) No 853/2004, with fishery products in Section VIII, and compliance must be checked and confirmed by the non-EU country's competent authority.6

Label for Germany: the Article 35 facts, the German commercial designation, and the carton

Agree the label before production, not at the port. Fishery and aquaculture products marketed in the Union may be offered for sale to the final consumer or to a mass caterer only if marking or labelling indicates the commercial designation and scientific name, the production method using the words "caught," "caught in freshwater," or "farmed," the catch or farm area and the gear category, whether the product has been defrosted, and the date of minimum durability where appropriate.7

The commercial designation is a German question. Member States draw up and publish a list of the commercial designations accepted in their territory, together with their scientific names, giving the name of the species in the official language or languages of the Member State.7 The German list therefore gives the designation in German. Confirm the accepted German designation for the exact species before artwork is approved: a trade name used in Bangladesh, or an English market name, is not a substitute. Where a mixed product consists of the same species from different production methods, the method for each batch must be stated.7

The area wording follows the production method. For fish caught at sea, the indication gives the FAO fishing sub-area or division in writing, or, for waters other than the Northeast Atlantic and the Mediterranean and Black Sea, the name of the FAO fishing area.7 For freshwater fish, it refers to the body of water of origin. For aquaculture products, it refers to the country where the product reached more than half of its final weight or stayed for more than half of the rearing period.7

Why Bangladesh fits a German frozen fish order

Bangladesh fits a German order where one plant can run a stated species and form, in stated packs, with the EU entry file already in routine use.

The Bangladesh-side file for a fish line is specific and must be confirmed for the exact line. On one fish fillet line, the Bangladesh Customs hub records a licence for export, a no objection certificate for export, and a salubrity certificate, all before export, plus an IUU certificate where the fish was extracted from marine sources, farm registration for fish produced on a registered farm, and plant management under a Quality Assurance Programme based on HACCP.8 That hub page covers one line, HS 0304 44 10, so do not borrow its list for a different heading: ask the supplier to name every document applying to the exact line, and hold the shipment if any document cannot be confirmed before loading.

Specify the fish so the certificate, the carton, and the label describe one product

Write one specification and send the identical document to every supplier. A specification that differs between suppliers cannot produce comparable quotations, and a specification that differs between the invoice and the label cannot pass the BCP.

Find and verify suppliers against the German file

Shortlist processors whose current range already includes frozen fish for the European Union in the species, form, and presentation the order needs. Browse suppliers on Exportain and read each profile for the species, forms, and pack formats it actually runs.

Verification has three layers, all before any payment. First, listing: the plant must appear on the current TRACES-NT establishment list for fishery products, with no restriction that excludes the order, and the country must be listed.6 Second, document discipline: ask for a sample document set from a recent EU shipment, with names and prices removed, and check that the health certificate, catch certificate or farm documents, invoice, packing list, and bill of lading agree.5 Third, Bangladesh-side readiness: the export licence, no objection certificate, and salubrity certificate for the exact line, plus the IUU certificate where the fish was extracted from marine sources, and farm registration where the fish was farmed.8 On Exportain, profiles carry document and photo review badges: a review of documents and photos, not a factory inspection or a guarantee. Exportain is not a party to the contract for the goods, does not inspect goods, book freight, or clear customs.

MOQ, pricing, and samples without a stated typical minimum

There is no single typical minimum for frozen fish from Bangladesh, and this guide states none. The minimum is set per species, form, presentation, and pack format, because raw material is bought and processed in lots and a freezing and packing run is set up per line and per carton size. Ask how the minimum splits, and get the split in writing.

Compare prices only on the identical specification, delivery term, and document set. Ask for the price inclusions in writing, and state whether the price is quoted on net weight or glazed weight.

Quality control, cold chain, and the reefer leg from Chattogram

Quality control for frozen fish is cold chain and weight discipline, checked lot by lot. Agree the holding temperature in writing as a number, the temperature record for the container, and the check on arrival. Agree how net weight is verified: drained weight after thawing under an agreed method, the glaze percentage, and the tolerance on size and count.

Agree the inspection plan before production. The Bangladesh hub records that the fish processing plant must be managed under a Quality Assurance Programme based on HACCP, and that the salubrity certificate is not issued where the 2020 Act requirements are not met.8 Sea freight in reefer containers is the standard route for bulk frozen fish. Plan from the forwarder's current sailing schedule in three blocks kept separate: production time, sea transit, and BCP inspection, clearance, and delivery.

Delivery terms: FCA, CIF, and the container trap

The Incoterms 2020 rules number eleven: seven for any mode of transport and four for sea and inland waterway transport only.9 They decide who arranges carriage, who clears customs, where delivery happens, and where risk passes, and they do not transfer title, set the price, or decide what happens if the goods are defective.9

For containerised frozen fish, weigh FCA at the named terminal against FOB at Chattogram. Under FCA, the seller clears for export and hands the goods to a carrier named by the buyer, which matches how container cargo moves, while under FOB risk stays with the seller until the goods are on board.9 Under CIF, reserved for maritime trade, the seller pays freight and buys insurance at the minimum cover level, but risk still passes on loading, and the CIP rule requires the higher all-risks cover.10 Under DDP, the seller clears for import and pays duty and tax.9

  5. Check the plant on the current TRACES-NT list, and recheck before shipment.6

  6. Agree the label facts and approve the German artwork at sample stage.7

  7. Confirm the Bangladesh export file in writing for the exact line.8

  8. Send one specification to every supplier and compare quotations on the same terms.

  9. Verify the supplier in three layers and approve samples stage by stage.

  10. Agree inspection, cold chain record, and weight verification before production.

  11. Ship on the agreed delivery term, with the CHED-P filed and the catch certificate submitted at least three working days before arrival.3 9

What is the typical MOQ for frozen fish from Bangladesh?

There is no single typical minimum, and no figure is stated here. The minimum is set per species, form, presentation, and pack format, because raw material is bought and processed in lots. Ask how the minimum splits, get the split in writing, and compare minimums only on the identical specification.

How long does shipping take?

Production time, sea transit, and German clearance and delivery are separate blocks, and no combined figure is stated here. Sea transit takes weeks rather than days, so plan from the forwarder's current sailing schedule. The catch certificate must reach the German authorities at least three working days before arrival,3

What import duty applies?

Duty follows the confirmed classification, entry date, and origin claim. The example line is freshwater fish on CN line 0303 89 10 00, shown with a third country duty of 8.00 percent, while other lines under the same subheading range from 0.00 percent to 22.00 percent.1 Treat every rate as indicative, verify the rate on the EU TARIC line, and confirm any preference claim with the broker. Under Everything But Arms, the European Union grants full tariff and quota-free imports for all goods from United Nations-defined least developed countries, except for arms,12 but a single consignment's claim depends on the origin rules and proof. Import VAT is charged on the customs value plus duty, at 19 percent, with a 7 percent reduced rate for selected goods such as food products.11

How do I verify a supplier?

Check the establishment listing first: the plant must appear on the current TRACES-NT list for fishery products, with no restriction that excludes the order, and the country must be listed.6 Then check document discipline on a recent EU shipment, with the health certificate, catch certificate or farm documents, invoice, packing list, and bill of lading in agreement.5 Then check Bangladesh-side readiness for the exact line: the export licence, no objection certificate, and salubrity certificate, plus the IUU certificate where the fish was extracted from marine sources and farm registration where it was farmed.8
