Short answer

To import denim jeans from Bangladesh to the Netherlands, settle the Rotterdam entry file first: a Dutch customs broker, a Dutch EORI number, the classification for the exact garment, and the origin proof for the Everything But Arms preference. Then shortlist suppliers, agree MOQ per style, color, and wash, approve samples in writing, label fiber content in Dutch, and price from landed cost to a Utrecht warehouse.

Key takeaways

  • Start from the Rotterdam entry file: a Dutch customs broker, a Dutch EORI number, the classification for the exact garment, and the origin proof, settled before supplier prices are compared.

  • Claim the 0 percent Everything But Arms preference only with a valid proof of origin: a REX statement on origin on the invoice or another commercial document. If the broker cannot confirm it, rework the duty line with the TARIC third-country figure for the entry date.

  • There is no single typical MOQ for denim jeans from Bangladesh: the minimum is negotiated per style, per color, and per wash, and it moves with the fabric mill minimum, the laundry lot minimum, and the size curve.

  • Label fiber content in Dutch under Regulation (EU) No 1007/2011, matching the bulk garment including pocketing, lining, and stretch components, and check that label before packing.

  • Example figures only: 1,800 women's cotton denim jeans at 8.75 euros FOB Chattogram, shipped to Rotterdam with inland delivery to a Utrecht warehouse, give a landed cost of 10.38 euros per jean, with import VAT kept outside the total as a separate broker illustration.

A Netherlands buyer who starts with the cheapest jeans quotation usually discovers the real cost at Rotterdam. The entry file decides whether the shipment clears cleanly, what duty applies, and what the jeans cost in the warehouse. Settle that file first: a Dutch customs broker, a Dutch EORI number, the classification for the exact garment, and the origin proof for the preference claim. Only then compare supplier prices on the same landed-cost basis.

Why source denim jeans from Bangladesh

Bangladesh is a practical place to look for denim jeans because fabric mills, laundry and wash plants, trim suppliers, and packing operations sit in the same industrial areas. That depth lets a buyer compare several suppliers on one specification instead of depending on a single factory. It is not a substitute for checking an individual supplier, wash, or fit.

The trade lane itself favors a Netherlands entry. Textiles account for almost 94 percent of EU imports from Bangladesh, and Bangladesh is the largest beneficiary under the Everything But Arms arrangement, with 19 billion euros of exports benefiting from those preferences in 2024 at a 96 percent utilization rate.1 Rotterdam is the natural door for that flow: it is the largest port in Europe, sits at the mouth of the Rhine, and connects onward by rail, inland shipping, road, short sea, and pipelines to the rest of Europe.2

Denim jeans are a fit and wash product first and a fabric product second. Two suppliers can quote the same fabric weight and still deliver jeans that fit differently, shrink differently, and wash to different shades. Specify the fit block, the rise, the leg opening, the wash recipe in words and in reference pieces, and the tolerance for each measurement, and give every supplier the same target. The Netherlands entry also shapes the specification: the fiber content on the label must match the bulk garment and the classification must match the garment as made. Settle those points while changes are still cheap, not at the packing table.

Find and verify suppliers

Build a shortlist of three to five suppliers who make denim jeans or legitimately supply them, and compare them on the same request for quotation. Ask each candidate for the same core documents and check that the names, addresses, and validity periods agree across them. The general import guide lists the documents to request: the legal company name and registered address, trade license, Taxpayer Identification Number and VAT registration where applicable, and the Export Registration Certificate an exporter needs in order to export from Bangladesh.3 Garment exporters commonly operate within the ecosystem of the BGMEA or BKMEA, and membership documents are worth requesting where relevant.3 A supplier that ships regularly should have these papers ready.

Record for every candidate whether the company manufactures the jeans itself or sources them from another factory, what its main products are, and what export markets it states. Inconsistencies between a profile, a document, and an answer to a direct question are worth exploring early, while walking away is still free. On Exportain, a trust badge records which document and profile checks have been reviewed; it is a document and photo review, not a factory audit, not an inspection of your goods, and not a guarantee.3

Ask denim-specific questions before price becomes the focus. Which washes does the factory run in its own laundry, and which go to an outside laundry. How does it control shade across a bulk lot, and what reference does it keep for the approved wash. What happens when a fabric lot changes mid-order, and who approves the replacement. Can it show a recent shipment of a similar fit and wash into the Netherlands, with the measurement report that went with it and the Rotterdam broker who handled the entry.

MOQ, pricing and samples

There is no single typical minimum order quantity for denim jeans from Bangladesh, and this guide gives no figure to copy. The minimum is buyer-negotiated, set per style, per color, and per wash, and it moves with the fabric mill minimum, the laundry lot minimum, and the size curve. Ask each supplier to state the minimum separately for the order, the style, the color, and the wash, and to state what changes if you drop a color or a size.

Price the same way, line by line. A quotation should state the fabric, the weight, the fiber composition, the wash, the trims, the labels, the packing, and the Incoterm with its named place. Two prices on different Incoterms are not comparable, and a price that leaves out wash, labels, or export cartons is not cheaper, only incomplete. An FOB price excludes main freight and insurance, while a CIF price includes freight and at least minimum insurance to the named destination port, so convert every offer to the same basis before you decide.3

Samples are the contract in physical form. Use three stages, and do not let bulk cutting start before the second stage is approved in writing. The development sample confirms fit and wash direction. The pre-production sample, made with the actual fabric, trims, labels, and packing intended for bulk, is the standard bulk production will be judged against; keep one sealed or signed piece yourself, with a matching piece retained at the factory. The shipment sample, taken from finished bulk production, lets you compare the finished goods with the approved pre-production sample before the goods leave. Comment on samples with measurements: state the measurement, the tolerance, and the correction required.

Quality control and certifications needed

Quality control for denim jeans is a measurement and wash discipline, not a general promise. Agree the inspection points before production: fabric inspection on arrival, cutting checks, in-line checks during sewing, wash checks after laundry, and a final inspection of finished, packed cartons. At each point, state who inspects, what report you receive, and what happens when a lot fails. A failed wash lot needs a defined remedy in writing, whether that is rewash, repair, or replacement, and a failed measurement needs a defined tolerance, not a negotiation after the fact.

The measurement set for jeans should cover waist, hip, rise, inseam, leg opening, and knee width, each with its tolerance, plus the size curve for the order. The wash set should cover shade against the approved reference, hand feel, and the condition of seams, rivets, buttons, zippers, and pocketing after washing.

The Dutch labeling check is separate from the factory inspection, and it belongs in the specification, not in the packing stage. Under Regulation (EU) No 1007/2011, textile fiber composition descriptions must be indicated in a manner that is easily legible, visible, and clear, and clearly visible to the consumer before purchase, including where the purchase is made by electronic means.4 The same regulation provides that the labeling or marking shall be in the official language or languages of the Member State where the products are made available to the consumer, unless that Member State provides otherwise.4 For jeans made available in the Netherlands, that means fiber composition in Dutch, matching the fabric actually shipped, covering pocketing, lining, and any stretch component where content differs from the shell. Check the Dutch label against the bulk garment before packing, because a label that describes the sample but not the bulk is a mislabeled shipment.

No certificate substitutes for that discipline. If your customer requires a particular test, name it in the specification, with who pays and when the result must arrive.

Incoterms, shipping and transit time

Choose the Incoterm by who should carry each leg, not by which quotation looks lowest. On FOB Chattogram, you arrange and pay main freight and insurance. On CIF Rotterdam, the seller contracts carriage and at least minimum insurance to Rotterdam, but import clearance, duty, and taxes remain yours, and destination handling needs a separate check. On DAP to your Utrecht warehouse, the seller carries the goods to the named place, while import clearance stays yours unless the contract says otherwise. Name the place in every case: a quotation that omits the place has omitted part of the price.

The ocean leg runs from Chattogram, which handles over 90 percent of Bangladesh's international trade, through the Suez Canal route of about 7,800 nautical miles to Rotterdam.5 Use the guide transit figures only as a planning figure. The Rotterdam route guide, updated November 24, 2024, gives FCL via transshipment at 22 to 28 days as the most common service, FCL direct service at 20 to 24 days with limited availability, and LCL consolidation at 26 to 34 days including consolidation time.5 Most services transship at hub ports such as Singapore, Colombo, or Port Klang, adding 3 to 7 days compared with direct services.5 Those ranges are a planning figure, re-verified this session, not a sailing promise: get a dated forwarder estimate for your actual route and sailing before you promise a delivery date.

The Rotterdam-to-inland leg is where a Netherlands order differs from a generic EU order, and it deserves its own line in the quotation. Rotterdam connects onward by Rhine barge, by rail to major European industrial centers, and by road throughout Western Europe, with extensive distribution capacity in the immediate hinterland.5 For a Utrecht warehouse, price the leg from Rotterdam to that address separately, on the mode you actually intend to use, and confirm who unloads and who receives. An inland price quoted to "Netherlands" is not a price to Utrecht.

Import duty, taxes and documents

Start the duty question with the preference, because it is the largest single line that can change. As a least developed country, Bangladesh benefits from the most favorable regime available under the EU Generalised Scheme of Preferences, namely the Everything But Arms arrangement, which grants duty-free, quota-free access to the EU for exports of all products except arms and ammunition.1 This guide therefore uses a 0 percent Everything But Arms preference figure in the landed-cost example below, and that figure is origin-proof dependent: it holds only with a valid proof of origin for your exact shipment. If your broker cannot confirm the origin proof, the duty line must be reworked with the broker's TARIC third-country figure for the entry date, and the total changes. No product-specific Dutch third-country duty rate is asserted anywhere in this guide.

Proof of origin is a document that certifies where a product was made, and it is essential for claiming preferential treatment such as reduced or zero tariffs.6 Under the Registered Exporter system, a statement on origin is made out by registered exporters on the invoice or another commercial document, and exporters trading under the Generalised Scheme of Preferences must be registered in REX, while unregistered exporters may make out statements on origin for consignments with a total ex-works value not exceeding 6,000 euros.6 Ask the supplier, before shipment, whether it is REX-registered, what statement will appear on which document, and what origin criterion it claims.

Classification comes before the preference can be applied. At six-digit level, cotton trousers fall under 620342 for men's or boys' and 620462 for women's or girls', in the woven, not knitted or crocheted, chapter.7 8 The full EU tariff line for your exact garment, including fiber mix and stretch content, is a broker decision for the entry date, and the broker must confirm it before you price.

Your Dutch EORI number belongs in the same early file. When you first submit a customs declaration, or have one submitted on your behalf, or apply for an authorization with Customs, you require an EORI number, and in both the self-created and applied-for cases you do not have to pay for it.9 If a third party submits your declarations in the Netherlands, you must always apply for your EORI number through the Dutch Customs National Helpdesk.9 Settle this before the first shipment, not while the container waits at Rotterdam, because the declaration cannot be filed without it.

Dutch import VAT needs its own decision, in writing, before the declaration is made. Under the reverse-charge mechanism on import, you are not required to pay the VAT on import immediately; the VAT can then be paid when you file your VAT return, but you need an Article 23 permit to do so.10 As a foreign entrepreneur, you cannot apply for an Article 23 permit yourself, but you can engage a tax representative for that purpose, and that representative can apply for a permit for you.10 If you use a tax representative, you will not need to register yourself, the representative will declare the VAT on the VAT return for that period and deduct it as input tax on the same return, so you will not pay this VAT in advance on import.10 That is why the landed-cost table below keeps VAT outside the total: ask your broker to show an import VAT illustration separately, on a broker-confirmed base. Nothing inside the table subtotal is a VAT figure.

Keep the entry documents in one file, with the same quantities, weights, and values across them: commercial invoice, packing list, bill of lading, statement on origin, and any test reports. Give your broker the full file early, so the declaration and the shipping documents agree before the vessel berths.

Landed cost example

All figures in this example are example figures only, not a real price, freight rate, or charge for any supplier, route, or shipment. The example uses 1,800 women's cotton denim jeans, priced FOB Chattogram, shipped to Rotterdam, with inland delivery to a Utrecht warehouse as a forwarder-confirmed option in the example. The duty line uses the 0 percent Everything But Arms preference figure, origin-proof dependent; if your broker cannot confirm the origin proof, the duty line must be reworked with the broker's TARIC third-country figure for the entry date, and the total changes.1

Step-by-step import checklist

  1. Settle the Rotterdam entry file first: Dutch broker, Dutch EORI number, classification for the exact garment, and origin proof for the preference claim.

  2. Write the full specification: fit block, measurements and tolerances, fabric weight and fiber composition, wash reference, trims, Dutch label, and packing.

  3. Shortlist three to five suppliers, request the same core documents from each, and check that names and addresses agree across them.3

  4. Send the same request for quotation to every shortlisted supplier, on the same Incoterm with the same named place, and compare the replies line by line.

  5. Agree the minimum order quantity separately for the order, the style, the color, and the wash, in writing, before you accept a quotation.

  6. Approve the development sample, then the pre-production sample in bulk fabric, trims, Dutch label, and packing, in writing, before bulk cutting starts.

  7. Agree inspection points, the measurement and wash checks, and the remedy for a failed lot, and put testing in the schedule before final inspection.

  8. Confirm the Dutch label against the bulk garment, including pocketing, lining, and stretch components, before packing.4

  9. Give your broker the invoice, packing list, bill of lading, and statement on origin early, with matching names, quantities, and values.6

  10. Book freight on a dated forwarder estimate for your actual route and sailing, confirm the Rotterdam-to-Utrecht leg for your actual warehouse address, and add a buffer after inspection.

  11. Reconcile the landed cost from the final quotation, the confirmed preference or fallback duty line, and the forwarder and broker charges, and price from the landed cost per good unit.

  12. Compare the shipment sample with the approved pre-production sample, and do not release final payment terms until the agreed inspection result is in writing.

How Exportain helps

Exportain lists Bangladeshi suppliers by product and category, and buyers can search the supplier directory, review profiles, and filter for suppliers that hold trust badges recording which document and profile checks have been reviewed. Use the directory to build the shortlist, then run your own document checks, sample approvals, and inspection decisions, because a badge is a review of documents and photos, not a guarantee.3 The platform records quotations with unit price, minimum quantity, lead time, Incoterm, payment terms, and validity, so a counter-offer and an acceptance stay in the same thread. That record does not replace the sales contract, the specification, or the broker file.

FAQs

What is the typical MOQ for denim jeans from Bangladesh?

There is no typical figure to copy. The minimum is negotiated per style, per color, and per wash, and it moves with the fabric mill minimum, the laundry lot minimum, and the size curve. Ask each supplier to state the minimum at each level separately, in writing, and to state what changes if you drop a color or a size.

How long does shipping take?

Use the Rotterdam route guide, updated November 24, 2024, as a planning figure only: FCL via transshipment 22 to 28 days as the most common service, FCL direct service 20 to 24 days with limited availability, and LCL consolidation 26 to 34 days including consolidation time.5 Get a dated forwarder estimate for your actual sailing, and add inspection, clearance, and the Rotterdam-to-Utrecht leg on top.

What import duty applies?

With a valid origin proof, the Everything But Arms preference gives duty-free, quota-free access for exports of all products except arms and ammunition, so this guide uses a 0 percent preference figure, origin-proof dependent.1 If the origin proof cannot be confirmed, your broker must rework the duty line with the TARIC third-country figure for the entry date. Confirm the classification for your exact garment with your broker before you price.

How do I verify a supplier?

Request the same core documents from every candidate, including legal company name and registered address, trade license, Taxpayer Identification Number and VAT registration where applicable, and the Export Registration Certificate, and check that names, addresses, and validity periods agree across them.3 Ask denim-specific questions about own versus outside laundry, shade control, fabric-lot changes, and a recent Netherlands shipment with its measurement report.
