Short answer

The indicative heading for leather bags is 4202, trunks, suitcases, handbags and similar containers, but there is no single six-digit code for every leather bag. A leather handbag sits at 4202.21, a leather briefcase or suitcase at 4202.11, a leather wallet or purse at 4202.31, and other leather travel and sports bags at 4202.91. Confirm the six-digit subheading and the full national code for the exact bag before filing.

The Harmonized System is a multipurpose international product nomenclature developed by the World Customs Organization (WCO), comprising more than 5,000 commodity groups, each identified by a six-digit code, and used by more than 200 countries and economies as a basis for their customs tariffs.1 Leather bags share one heading, but the code changes with the kind of container and with the material on its outside. A handbag, a briefcase and a weekend bag can leave the same supplier and still need different subheadings. This guide covers classification only and states no duty rates. For background, read the HS code hub and how to classify your product.

Quick answer: indicative HS heading (with verify note)

The indicative heading is 4202, which covers trunks, suitcases, briefcases, handbags, travel bags, rucksacks, wallets, tool bags, sports bags and similar containers, of leather or composition leather, plastics sheeting, textile materials, vulcanised fibre or paperboard, or wholly or mainly covered with those materials.2

Leather wallet or purse, normally carried in the pocket or handbag

4202.31, leather or composition leather outer surface

Other leather bag, such as a travel, sports or tool bag

4202.91, leather or composition leather outer surface

The United States schedule carries the same groups, and splits leather handbags further, with a separate line for reptile leather and further lines by value.3 Verify note: heading 4202 is indicative. Confirm the subheading and the full national extension against the official schedule for the exact bag type. Never file a single ten-digit code as if it were universal.

How HS codes are structured (2-4-6 digits)

The Harmonized System is organised in sections, chapters at two digits, headings at four digits and subheadings at six digits, supported by general rules for interpretation and explanatory notes.4 Countries use the six-digit categories as the basis for their customs tariffs, and subdivide them further into national subheadings.4 The current version is HS 2022.4

A leather briefcase and a leather handbag share the first four digits and part company at the last two: 4202.11 against 4202.21. A leather wallet sits in its own group, at 4202.31, because pocket and handbag articles are grouped separately from handbags.2

Factors that decide the code for leather bags

Container kind comes first. Name the container in the terms of heading 4202, not by its retail name. A tote sold as a handbag and a tote sold as a shopping bag are not automatically the same line. Briefcases and school satchels sit with trunks and suitcases in the first group, while rucksacks, travel bags and sports bags sit in the other group.2

Outer surface decides the second pair of digits. Inside each group, the split turns on the outer surface: leather or composition leather, sheeting of plastics or textile materials, or other.2 The United Kingdom tariff defines the outer surface as the material visible to the naked eye, even where it is the outer layer of a combination of materials.5 Record the visible outer material, not the lining.

Leather, composition leather and covered materials are different answers. A bag with an outer surface of leather or of composition leather takes the leather line in its group, at 4202.11, 4202.21, 4202.31 or 4202.91.2 A bag whose outer surface is sheeting of plastics or textile materials takes the plastics or textile line, at 4202.12, 4202.22, 4202.32 or 4202.92, even when it looks like leather.2 A bag wholly or mainly covered with one of those materials is still tested under heading 4202, and the covering material, not the core, is the fact to record.2 In this chapter, leather includes chamois, patent leather, patent laminated leather and metallised leather.2

Coated and laminated textile needs its own test. Textile fabric impregnated, coated, covered or laminated with plastics is regarded as having an outer surface of textile material or of sheeting of plastics, depending on which constituent makes up the exterior surface.3 A coated canvas bag needs a close look at its exterior surface before it is filed on either line.

Fittings, sets and precious parts. Handles, zips, clasps and shoulder straps that arrive as part of the bag are part of the bag, not separate lines. Articles of headings 4202 and 4203 with parts of precious metal, pearls or precious stones remain in those headings unless those parts give the article its essential character, in which case it moves to Chapter 71.2 A handbag set with a matching wallet needs each component checked.

Travel bags have a defined meaning in the United States schedule. The United States notes define travel, sports and similar bags, for heading 4202, as goods other than those in subheadings 4202.11 through 4202.39, designed for carrying clothing and personal effects during travel, but not binocular, camera, musical instrument or bottle cases.3

The boundaries around heading 4202. Leather apparel sits in heading 4203, not heading 4202, so a leather jacket or leather gloves are not leather bags.2 Other leather articles that are not containers of heading 4202 sit in heading 4205.2 Two exclusions remove further articles: plastics sheeting bags, with handles, not designed for prolonged use, go to heading 3923, and plaiting articles go to heading 4602.2 The notes also exclude Chapter 64 articles, Chapter 65 headgear, Chapter 94 furniture and Chapter 95 toys, so a bag-shaped toy is not filed under 4202 on shape alone.2

National codes: US HTS, EU CN/TARIC, UK commodity code

United States: HTS, ten digits. The United States schedule adds national detail to the same first six digits. Leather handbags at 4202.21 split into a reptile leather line and further lines by value.3 Leather cases at 4202.11 carry statistical suffixes separating attache cases, briefcases, school satchels and occupational luggage cases from other containers.3

European Union: CN at eight digits, TARIC for measures. The Combined Nomenclature uses eight-digit codes, comprising the six-digit HS codes with further EU subdivisions.4 The TARIC code is ten digits long, comprising the eight-digit CN code plus two further digits, and is generally used for import declarations.6

United Kingdom: commodity code. The United Kingdom builds its commodity code on the same first six digits, with its own extension. For handbags, the tariff lists six commodities under subheading 420221: leather, plastics sheeting and textile handbags, with leather and textile lines split into hand-made and other.5 The full code therefore runs to ten digits, with the final digits recording the hand-made distinction.5 Confirm whether the bag counts as hand-made before choosing between the two leather lines.

How to confirm the code officially

  1. Write a precise description: container kind in heading 4202 terms, visible outer surface material, any coating, and whether it is sold alone or as a set.

  2. Start from the official tariff for the destination: the United States schedule, TARIC or the United Kingdom Trade Tariff, and read the heading text and chapter notes.

  3. Check published rulings for similar bags. For the United States, use the Customs Rulings Online Search Service (CROSS).7

  4. For a borderline bag, such as a coated canvas tote, apply for a binding decision before you ship. In the European Union, a Binding Tariff Information decision requires a separate application for each type of product.8 In the United Kingdom, a legally binding decision is generally valid for three years, through an Advance Tariff Ruling.9 In the United States, if the merchandise is not described in any ruling on CROSS, you may request a binding ruling from United States Customs and Border Protection.7

  5. Give your broker the description and the confirmed code for each bag style, and use the same codes throughout the entry and invoice.

Common classification mistakes

Filing every leather bag as a handbag. Heading 4202 separates handbags, cases, pocket articles and other bags into different groups.2 A leather briefcase belongs at 4202.11 and a leather wallet at 4202.31, not at 4202.21.

Filing by retail name instead of container kind. A tote, a satchel and a carryall are retail words, not tariff terms. Test the bag against the heading text and its visible outer surface.2 5

Filing a textile or plastics bag on a leather line. A leather-look bag with a plastics sheeting or textile outer surface belongs at 4202.12, 4202.22, 4202.32 or 4202.92, not on the leather line.2 A coated textile bag needs the exterior-surface test before either line is chosen.3

Filing a set under one code without checking the pieces. A handbag set with a matching purse contains articles in different groups.2 List the pieces separately and confirm each code.

Copying a code from another country. Only the first six digits are shared internationally.4 The hand-made split in the United Kingdom tariff and the value split in the United States handbag lines have no counterpart in each other.3 5

Treating heading 4202 as the whole of Chapter 42. Leather apparel belongs in heading 4203 and other leather articles in heading 4205.2 A shipment mixing bags, belts and gloves needs a code for each kind of article.

Related duties and documents

This guide states no duty rates: the code decides which duty line customs applies, and a rate on a handbag line does not carry to a travel bag line or a plastics sheeting line. Read the rate beside your confirmed code for your origin and entry date.

Keep the classification file with the shipment documents. It should hold the bag specification, the visible outer surface material, the confirmed subheading and full national code for each style, any binding decision, and the origin evidence, with each bag kind as a separate invoice line. If the specification changes, re-check the code before the next shipment.

FAQs

What is the HS code for leather bags?

There is no single code for every leather bag. Handbags sit at 4202.21, cases at 4202.11, pocket articles such as wallets at 4202.31, and other bags such as travel bags at 4202.91.2 Confirm the subheading and the full national code for the exact bag before filing.

Is the HS code the same in every country?

Only the first six digits are shared internationally. Countries subdivide them into national subheadings, and the European Union uses eight-digit Combined Nomenclature codes, extended to ten digits in TARIC.4 6 The United States and the United Kingdom also work to ten digits, with their own splits.3 5

How do I confirm the correct code?

Describe the bag precisely, read the heading text and chapter notes in the destination tariff, and check published rulings, such as CROSS for the United States.7 For a borderline bag, apply for a binding decision before shipping: a Binding Tariff Information decision in the European Union,8 an Advance Tariff Ruling in the United Kingdom,9 or a binding ruling from United States Customs and Border Protection.7

What happens if I use the wrong code?

Duty, licensing and quota treatment are worked out from the code on the declaration, so a wrong code brings the wrong treatment. A binding decision taken in advance helps you work out the duties and restrictions that will apply.9 If you find an error after filing, tell your broker promptly.
