HS Code for Frozen Vegetables: Classification Guide for Importers

Frozen vegetables point indicatively to heading 0710, to be verified: the frozen state, the cooking method before freezing, and the vegetable itself decide the subheading, and the full national code must be confirmed on the entry date.

Short answer

The indicative heading for frozen vegetables is 0710, covering vegetables uncooked or cooked by steaming or boiling in water, frozen, to be verified for your product. Peas, spinach, sweetcorn and mixtures have their own subheadings inside 0710, while preparation, drying or provisional preservation can move a product elsewhere. Confirm the full national code in the destination tariff for the entry date before filing.

Frozen vegetables do not have one settled code for every product in every country. The starting point is the frozen state: a vegetable frozen on arrival points in a different direction from the same vegetable fresh, dried, or prepared in a sauce. This guide works through that decision in order.

Quick answer: indicative HS heading

The indicative heading for frozen vegetables is 0710, to be verified for your product and destination. It covers vegetables, uncooked or cooked by steaming or boiling in water, frozen.1 Every line below is indicative only.

Frozen product

Indicative heading

Verify note

Frozen vegetables, in general

0710

Verify frozen throughout, uncooked or cooked only by steaming or boiling in water

Frozen peas

0710.21

Verify peas, and the shelled or unshelled form

Frozen spinach

0710.30

Verify spinach, and steaming as the only cooking before freezing

Frozen sweetcorn

0710.40

Verify sweetcorn, and any cob size or use condition in the national line

Frozen mixed vegetables

0710.90

Verify a mixture, and test whether any component changes the answer

Frozen cauliflower

0710.80

Verify the other vegetables group, not a named subheading

Frozen potato, raw and frozen

0710.10

Verify raw and frozen, not prepared beyond freezing

No single 8-digit or 10-digit code covers all frozen vegetables. The first six digits are international; the rest belong to the importing country.2

How HS codes are structured (2-4-6 digits)

The Harmonized System is a multipurpose international product nomenclature developed by the World Customs Organization (WCO). It comprises more than 5,000 commodity groups, each identified by a six-digit code, and is used by more than 200 countries and economies as a basis for their customs tariffs and for trade statistics.3

Factors that decide the code for frozen vegetables

Answer these five questions from the specification and the condition of the goods on arrival, not from the trade name.

Frozen throughout. UK guidance states that frozen vegetables must be maintained at no more than minus 12 degrees Celsius, consistent throughout the product, so the entire product is thoroughly frozen. They can be uncooked or cooked by steaming or boiling in water before freezing, and are classified in heading 0710.4 A product that fails that test must be classified as fresh or chilled instead.

Cooking before freezing. Heading 0710 covers vegetables uncooked, or cooked by steaming or boiling in water, then frozen.1 Cooking by another method, or cooking plus further preparation, points away from 0710. Ask the supplier to state the exact treatment in writing: uncooked, steamed, boiled in water, fried, roasted, or cooked in sauce.

Provisionally preserved, dried, or prepared. Heading 0711 applies to vegetables treated solely to ensure provisional preservation during transport or storage before use, for example in brine or sulphur water, provided they remain unsuitable for immediate consumption.5 Dried vegetables fall under 0712, other than dried leguminous vegetables shelled, which fall under 0713.5 A vegetable prepared or preserved beyond Chapter 7 moves toward Chapter 20, where 2004 covers other vegetables prepared or preserved otherwise than by vinegar or acetic acid, frozen, and 2005 covers the same preparation where the product is not frozen.6

Which vegetable, and is it a mixture. Within 0710, the vegetable selects the subheading. Mixtures are a separate question: the UK tariff page for 0710 lists mixtures of vegetables as their own line, and the US tariff lists mixtures under 0710.90.5 1 Do not classify a mixed pack by the code of its largest vegetable without checking the mixtures line.

Cut, form, and presentation. Size reduction alone does not usually move a vegetable out of Chapter 7, but a national line may split by shelled or unshelled, cob form, cut, or use.1 Read the national line for your exact form, and treat a sauce sachet, seasoning, or second food in the pack as a new classification question.

Worked examples as classification questions

Each example is a question with the deciding factor named, not a settled code for an unchecked shipment.

Frozen peas: 0710.21, to be verified. Deciding factor: the vegetable. Peas have their own subheading inside 0710. Confirm shelled or unshelled and the exact form against the national line for the entry date.

Frozen mixed vegetables: 0710.90, to be verified. Deciding factor: the product is a mixture, not one vegetable. List every vegetable in the mix and check whether any component or added ingredient requires a different reading.

Frozen cauliflower: 0710.80, to be verified. Deciding factor: no named cauliflower subheading inside 0710 in the lines checked for this guide. Confirm that no named line or national split applies to your cut, whether florets, whole heads, or rice-style cut.

Frozen spinach cooked by steaming: 0710.30, to be verified. Deciding factor: the cooking method. Steaming before freezing stays inside the 0710 heading text, while cooking by another method, or with ingredients that amount to preparation, may not. Confirm the spinach is plain, since seasoning can raise a preparation question.

Frozen potato: 0710 or 2004, to be verified. Deciding factor: preparation. Raw frozen potato points to 0710.10, while a frozen potato product prepared or preserved beyond Chapter 7 points toward 2004, other vegetables prepared or preserved otherwise than by vinegar or acetic acid, frozen.6 Check the description against both heading texts.

Frozen sweetcorn: 0710.40, to be verified. Deciding factor: the vegetable. Sweetcorn is named inside 0710, and the chapter notes include sweetcorn among the products called vegetables for headings 0709 to 0712.5 Confirm cob form, cut, and any national use condition, since UK sweetcorn lines split by cob size and use.1

National codes: US HTS, EU CN/TARIC, UK commodity code

The first six digits are shared internationally. Everything after them is a national line to confirm on the entry date.

The US tariff lists frozen vegetables under 0710, and prepared frozen vegetables separately under 2004.5 6 The UK tariff page for 0710 lists 26 commodities under that heading.1 Those lists show the range inside 0710; they do not give a finished national code. The EU system builds on the same six digits, then adds its own digits and measures, and product-specific decisions are particular to each country.2

How to confirm the code officially

  1. Write the full description: vegetable, cut, cooking method before freezing, freezing standard, mixture contents, and any sauce or second food in the pack.

  2. Read the heading text for 0710 and neighbouring headings 0711, 0712, 0713, 2004, and 2005, with the Chapter 7 notes.5

  3. Compare subheadings only at the same level, and choose the line matching your description most closely.

  4. Extend the six digits in the destination tariff for the entry date, and record the line and date checked.

  5. Cross-check official guidance for the same kind of product against the supplier code. Disagreement after the sixth digit means re-reading the national lines.

  6. Where a fine point remains, such as the potato boundary or seasoned spinach, ask a broker who files in the destination country, or apply for a binding decision before shipping.

In the UK, an Advance Tariff Ruling must be applied for before customs procedures have been completed, because decisions cannot be made retrospectively, with a separate application per type of goods.7

Common classification mistakes

  • Copying a supplier full national code into a different destination. Only the first six digits are international, and product-specific decisions are particular to each country.2

  • Classifying from a photograph or trade name. Freezing standard, cooking method, and mixture contents cannot be confirmed from a picture.

  • Treating every frozen vegetable as 0710 without testing preparation. A prepared frozen product may belong in 2004, and a provisionally preserved product may belong in 0711.

  • Treating a partly frozen product as frozen. UK guidance requires freezing throughout at no more than minus 12 degrees Celsius; a product failing that test is fresh or chilled.4

  • Using the mixtures line for a single vegetable, or a single vegetable line for a mixture. Check the pack contents before choosing between 0710.90 and a named subheading.

  • Stating a code from an old quotation or tariff edition without re-checking it for the entry date.

Related duties and documents

This guide states no duty figures. Duty treatment is national, changes over time, and depends on the full national line, origin, and any preference or measure applying on the entry date.

Align the commercial invoice, packing list, and import declaration with the classification reasoning: vegetable, cut, cooking method, freezing standard, and mixture contents should read the same in each document. Keep any specification or freezing record supporting a boundary point, such as steaming for spinach or raw state for potato, with the shipment file. If the code is uncertain and the shipment will repeat, a binding ruling gives a stronger basis than a single broker opinion.7

FAQs

What is the HS code for frozen vegetables?

The indicative heading is 0710, to be verified for your product and destination. It covers vegetables, uncooked or cooked by steaming or boiling in water, frozen.1 The subheading depends on the vegetable, and the full national code must be confirmed on the entry date.

Is the HS code the same in every country?

The first six digits should be the same internationally for the same product, because they come from the shared WCO system. The full code is not the same everywhere, because countries add their own digits and rules after the sixth digit.2 Always confirm the full code in the destination tariff.

How do I confirm the correct code?

Describe the product fully, read the 0710 heading text and neighbouring headings and notes, compare subheadings at the same level, and extend the six digits in the destination tariff for the entry date. Where a boundary point remains, ask a broker or apply for a binding ruling before shipping.7

What happens if I use the wrong code?

Customs may reclassify the goods, reassess the treatment following from the correct code, and delay clearance while the classification is corrected. A wrong code can also mean a missed licence or control on the correct line. If you find an error after filing, tell your broker promptly and correct the record.
