Short answer

A startup should source industrial equipment from Bangladesh by freezing one configuration, approving a working sample with its test report, and agreeing small-batch, inspection and delivery terms in writing before production. Ask for the minimum per configuration, the test standard and evidence, and the conformity file for the destination market. Compare quotations only on the same specification and Incoterm, then repeat the same configuration.

Key takeaways

  • Freeze one configuration and approve a working sample with its test report before confirming any batch.

  • There is no standard startup minimum: ask for the minimum per configuration and for the inputs that set it.

  • Write the inspection level, AQL values and failed-lot rule into the purchase order before production.

  • Name the destination market first and hold the conformity file, including the Declaration of Conformity, yourself.

  • Exportain verification is a document review by staff, not a factory inspection, and a badge is not a guarantee.

A startup does not need a full equipment catalogue to launch. It needs one configuration that can be tested, packed, shipped and repeated, and a supplier who will make it in a small first batch. This guide follows that sequence for a founder or small buying team placing a first order from Bangladesh.

Start with one sellable configuration, not a catalogue

Name one product, one rating and one use, so every supplier prices the same thing and the answers can be compared line by line.

Start with the job the product must do: rating, voltage and cooling type for a transformer; current rating and enclosure protection for switchgear; wattage, lumen output, colour temperature, ingress protection and driver type for an LED high-bay light. Add the market, because it decides the conformity file, connection type, label language and test standard.

Fix the parts that must not change between sample and batch: enclosure material, cable entry, finish, brand plate and packing. Keep one approved sample sealed as the reference, and limit the first range to one wattage in one finish, or one transformer rating in one enclosure.

What should I know first about sourcing industrial equipment as a startup?

Sourcing industrial equipment as a startup means buying a small, testable first batch of one fixed configuration, with the conformity file, inspection plan and delivery term agreed before production.

Light engineering exports grew 16.51 percent in the July to September quarter of fiscal 2026-27, within total merchandise exports of US$13.094 billion, according to data released by the Export Promotion Bureau (EPB).1 That growth does not set a price, a minimum order quantity or a lead time for your product.

Classification comes next, because it decides duty, documents and sometimes the conformity route. In the Harmonized System, Chapter 85 covers electrical machinery and equipment and parts thereof, including sound and television equipment and their parts and accessories.2 Parts follow their own rules: parts that are themselves goods of Chapter 84 or 85 are generally classified in their own headings, while other parts are classified with the machine they serve where they are suitable for use solely or principally with that machine.2 Ask the supplier for the heading it declares and confirm it with your customs broker before you accept a landed-cost estimate.

Two controls protect a small order. The first is a written specification both sides sign, including the rating, standard, test and packing. The second is one delivery term on every quotation: the Incoterms 2020 rules set out 11 rules with a clear allocation of cost, risk and obligations.3 Use one rule and one named place on every reply.

The startup launch sequence: sample, small batch, repeat

Work in that order: confirming the batch before the sample is approved means carrying the risk of an untested design.

  1. Freeze one configuration in writing. Send the rating, standard, materials, finish, label, packing and test requirement in one document, and ask each supplier to confirm it or list each exception.

  2. Approve a working sample. Test it under the conditions it will face, record the result, and approve or reject in writing.

  3. Agree small-batch terms. Confirm quantity, unit price, production dates, inspection plan and delivery term on the same document.

  4. Test and inspect the batch. Run the agreed tests, inspect against the approved sample, and hold shipment until failures are corrected in writing.

  5. Confirm repeat terms. Record the repeat price, the repeat minimum and the change control rule: no material, component or test change without written approval.

When you post the enquiry, state the quantity and unit, target price, destination, Incoterm, required certifications and deadline, as the buying steps on Exportain set out for an RFQ.4 A reply that omits the Incoterm, the test file or the packing has not answered the enquiry.

Low MOQs, sampling and small-batch terms: what to ask for

There is no standard startup minimum for industrial equipment. A minimum is set by the inputs behind your configuration: a motor or driver bought in a lot, a casting or enclosure run, a test slot, a label print run and a packing run. Ask what sets the floor, and ask for the answer in parts, not as a single number.

Ask in every enquiry: what is the minimum per configuration? Which inputs are stocked, and which are bought or made for this order? What is the minimum for the driver, motor, enclosure, label and carton, apart from the finished unit minimum? What does the sample cost, and is any part of it credited against the batch?

A working sample must be tested, and the test evidence must travel with it. Ask for the test report matching the sample, the standard it was tested to, and the laboratory where it was run. A photograph of a test bench is not a test report.

Agree the inspection method before production. ISO 2859-1:2026 defines a system of acceptance sampling plans for inspection by attributes, indexed by acceptance quality limit (AQL) for lot-by-lot inspection.5 AQL is the maximum average percentage of defective items considered acceptable during random sampling, and the standard uses it to determine sample sizes and acceptance or rejection thresholds.5 Write the inspection level, AQL values and failed-lot rule into the purchase order.

A small run carries set-up, test and packing costs across fewer units, so the unit price will usually be higher than a large run. Ask for set-up and test costs as separate lines.

Costs, timelines and documents

What are the typical costs and timelines?

There are no typical costs or timelines for every startup equipment order. The rating, materials, test route, packing, delivery term and destination decide the price, and material availability, test scheduling and line capacity decide the dates. Ask for costs and dates as separate lines.

Cost line

What to confirm in writing

Unit price

Rating, materials, finish and packing included, and the quantity it applies to

Set-up and test

Test report, test house, any separate set-up charge, and whether it repeats

Sample

Sample price, freight, duties, and any credit against the batch

Freight and insurance

Delivery term, named place, mode, and who pays each leg

Inspection

Inspector, inspection level, AQL values, and who pays for re-inspection

Destination charges

Duty, taxes, port or airport charges, and broker fees

Example figures: a startup orders 50 LED high-bay lights. The unit price is USD 40, the test report is USD 300, freight and insurance are USD 600, and inspection is USD 250, for an example total of USD 3,150 before duty and destination charges. These are example figures only, not a typical price, freight cost or inspection fee.

For timelines, ask for sampling, test, production, inspection and shipment dates as separate lines.

Which documents are needed?

For export clearance in Bangladesh, goods may not be loaded unless an export declaration, the Bill of Export or Shipping Bill, is submitted to Customs and approved.6 Enclosed documents include the export contract or purchase order where there is no export letter of credit, the commercial invoice, the packing list, the EXP form certified by an authorized dealer, a certificate of origin issued by the EPB or a Chamber of Commerce and Industry, VAT registration and taxpayer identification number documents.6

Keep your own set apart from the export set: the signed specification, sample approval, test report, purchase order, invoice, packing list and transport document. Resolve any difference in rating, standard or quantity before shipment.

Conformity, classification and Bangladesh export papers: startup checks

Name the destination market in the first enquiry, list every directive, regulation and standard that market applies to your product, and ask the supplier to confirm each one or state the exception.

For the European Union, importers from non-EU countries must check that products fulfil all EU safety, health and environmental protection requirements before placing them on the market, and must verify that the EU Declaration of Conformity and technical documentation are available on request and that contact with the manufacturer is possible.7 If an importer or distributor markets products under its own name, it takes over the manufacturer responsibilities.7 A startup selling under its own brand should hold the technical file itself from the first sample.

Check the scope of each rule before you assume it applies. Directive 2011/65/EU strengthens rules on hazardous substances such as lead, mercury and cadmium in electrical and electronic equipment, to protect human health and the environment and to enable sound recovery and waste treatment.8 The ban applies to all such equipment and to cables and spare parts, with exclusions that include large-scale stationary industrial tools and fixed installations, and photovoltaic panels.8 A large fixed installation may therefore sit outside that directive while a lighting product sits inside it. Ask which categories and exclusions apply to your exact product.

In Bangladesh, check whether a mandatory standard applies to your item. The Bangladesh Standards and Testing Institution (BSTI) added 43 products to mandatory quality certification, and power transformer was among the products named.9 That does not mean every electrical product carries the same requirement. Ask which Bangladesh Standard (BDS) applies, whether a BSTI licence or test certificate is held, and what evidence will be supplied. Where a certificate is claimed, check its number, standard, scope and expiry date against your rating and model.

For lighting, heading 85.39 covers light-emitting diode (LED) modules and LED lamps, and the distinction turns on the cap: LED lamps have a cap designed to allow easy installation or replacement in a luminaire, while LED modules do not.2 A module and a lamp with the same diodes can therefore take different headings. Read the industrial equipment sourcing guide for the wider picture, and the startup electrical and solar guide where your range crosses into solar or consumer electrical products.

Mistakes and red flags for first-time equipment buyers

What are the most common mistakes?

Ordering the batch before the sample passes its test. A sample with no test report, or a test report for a different rating, is not an approved sample. Hold the batch until the test file matches the configuration.

Comparing quotations on different delivery terms. The Incoterms 2020 rules allocate cost, risk and obligations for each rule,3 and insurance differs: under CIF the default cover follows Institute Cargo Clauses (C), while under CIP the required cover follows Institute Cargo Clauses (A) or similar clauses.3 Compare only replies on the same rule and named place, with insurance stated.

Accepting a rating change without a new test. A higher wattage, a different driver or a different enclosure material can change the test result. Any change to a safety-relevant part needs written approval and, where required, a new test.

Treating a profile or a badge as proof of capability. Exportain verification is a document review by staff, not a factory inspection, and a badge is not a guarantee of production capacity, product quality or delivery.10 Sample approval, test evidence and inspection stay with you.

Leaving the label and packing until the end. The rating plate, conformity marking, carton marking and instruction language are part of the product in the destination market. Agree them in the specification.

Paying for test or set-up twice. Keep the paid test and set-up lines from the first purchase order and attach them to the repeat enquiry.

Startup launch checklist before you confirm

  • One configuration frozen: rating, standard, materials, finish, label and packing.

  • Working sample tested, test report received, approval recorded in writing.

  • Minimum confirmed per configuration; stocked and made-to-order inputs listed apart.

  • Set-up and test costs itemized; paid set-up recorded for the repeat order.

  • Inspection level, AQL values and failed-lot rule in the purchase order.5

  • Quotations compared on the same specification, Incoterm and named place.3

  • Conformity file named: Declaration of Conformity, technical documentation, test evidence.7

  • Export set agreed: contract, invoice, packing list, EXP form, certificate of origin, VAT and TIN documents, Bill of Export.6

  • Shipment held until inspection passes and the test file matches the batch.

How Exportain helps

On Exportain, browse suppliers and post a request for quotation (RFQ) on the RFQ board with your frozen configuration, small-batch quantity, test requirement and delivery term. State the quantity and unit, target price, destination, Incoterm, required certifications and deadline, and compare quotations on unit price, MOQ, lead time, Incoterm, payment terms and validity.4

Read the badges for what they record. Exportain Verified means Exportain has checked identity, phone, email and business registration, and Export Verified means it has checked the Export Registration Certificate (ERC).10 Factory Verified means it has reviewed photos of the factory, while Trading Company Verified means it has reviewed photos of the office or warehouse.10 Verification is a document review by staff, is free, and is never granted by membership plans.11 It is not a factory inspection.10 See how supplier verification works on Exportain before you rely on a badge.

FAQs

What should I know first about sourcing industrial equipment from Bangladesh as a startup?

Freeze one configuration, approve a working sample with its test report, and agree small-batch, inspection and delivery terms in writing before production. Light engineering exports grew 16.51 percent in the July to September quarter of fiscal 2026-27 on EPB data,1 but no sector figure sets your price or minimum.

What are the typical costs and timelines?

There are no typical figures a startup can rely on: the rating, materials, test route, packing, delivery term and destination decide the price, and material availability, test scheduling and line capacity decide the dates. Ask for each cost and date as a separate line. Example figures in this guide are not a typical price or lead time.

Which documents are needed?

The order documents are the signed specification, sample approval, test report, and purchase order carrying the inspection plan and delivery term. The Bangladesh export set is the Bill of Export, commercial invoice, packing list, EXP form certified by an authorized dealer, certificate of origin, VAT registration and taxpayer identification number documents, with the export contract or purchase order where there is no export letter of credit.6 Hold the conformity file apart from the export set.7

What are the most common mistakes?

The most common mistakes are ordering the batch before the sample test passes, comparing quotations on different Incoterms,3 accepting a rating or component change without a new test, reading a badge as proof of capability,10 and leaving the label and packing until the end. Avoid them with one signed specification, one approved sample with its test report, and one purchase order carrying the inspection plan and delivery term.
