Short answer

Under FOB, the LED street light price in Bangladesh is the factory price plus export packing, inland transport to the port, port handling and loading, and export clearance and documents, up to the goods being loaded on board the buyer-nominated vessel at the named port. It excludes ocean freight, marine insurance and import duty. Compare quotations only after rebuilding each one into those five layers for the same luminaire model, wattage and scope.

Key takeaways

  • An FOB price for LED street lights is a stack of five seller layers: factory price, export packing, inland transport, port handling and loading, and export clearance and documents.

  • FOB ends when the goods are loaded on board the buyer-nominated vessel at the named port; ocean freight, marine insurance and import duty sit outside the stack.

  • A luminaire-only price cannot be compared with a price that includes a pole, bracket or cable, so scope must be confirmed line by line.

  • Vessel nomination needs a date in the purchase order, because a late nomination can mean a missed sailing.

  • Example figures in this guide show how the five layers add up per model and wattage; they are not quotations from any supplier.

An FOB price for LED street lights from Bangladesh is not a single factory price. It is a stack of five seller layers ending when the luminaires are loaded on board at the named port of shipment. A buyer who compares only the headline price cannot tell whether two quotations cover the same luminaire, packing, route or port work.

FOB stands for Free On Board, one of the 11 Incoterms 2020 rules published by the International Chamber of Commerce, which allocate cost, risk and obligations.1 Under FOB, the seller delivers the goods on board the vessel nominated by the buyer at the named port of shipment, having cleared them for export, and risk passes to the buyer once the goods are on board.2 FOB applies to sea and inland waterway transport only, and the buyer pays main carriage, insurance and every cost after loading.2 This guide reads a quotation layer by layer, so you can rebuild any quotation into the same five lines before comparing it.

Why this matters for buyers and sellers

For the buyer, the FOB price is the last price the seller controls. Everything after loading, ocean freight, insurance, destination charges and import duty, sits on the buyer side, so an error in the five layers flows straight into the landed cost. For the seller, an itemized stack protects the margin, because packing, transport, handling and clearance become visible lines, not implied extras.

Street lights are not one product. A complete luminaire differs from a lamp or a module: it is a housed fitting with optics, a driver and a mounting arrangement, and its wattage, output, colour temperature, ingress protection and pole or bracket scope all change the factory price and packing.

What should I know first about LED street lights?

First, confirm whether you are buying a complete luminaire or only part of one. Heading 9405 covers lamps and lighting fittings, including searchlights and spotlights and parts of those fittings, and subheading 940540 covers electric lamps and lighting fittings not covered elsewhere in the heading.3 A complete luminaire, a replacement driver and a pole are different items to specify, price and pack, and a quotation that mixes them cannot be compared with one that prices the luminaire alone.

Second, state the scope in the same sentence as the model. Ask whether the price includes the bracket or arm, the pole, the cable, the photocell or controller, and the mounting hardware, or whether each is a separate line. A quotation that includes a pole looks expensive next to a luminaire-only price. Neither comparison is valid until the scope matches.

Third, treat every price here as structure, not a market rate. All figures below are labelled Example figures and show how layers add up, not quotations from any supplier.

Step-by-step: how it works

Use the same sequence for every supplier, so every reply arrives in the same shape.

  1. Fix the luminaire model in writing. State wattage, lumen output, colour temperature, ingress protection rating, driver type and mounting type from the datasheet, and whether the price covers the luminaire only or a set with bracket, pole or cable. Ask the supplier to confirm that specification on the quotation.

  2. Ask for the FOB price split into the five layers. Request factory price, export packing, inland transport, port handling and loading, and clearance and documents as separate lines. If a supplier quotes one lump sum, ask which layers it contains and which it leaves out.

  3. Name the port and the vessel arrangement exactly. Write "FOB [named port of shipment], Incoterms 2020" on the purchase order, and record who nominates the vessel, by what date, and what happens if it arrives late. "FOB Bangladesh" alone leaves the port, and therefore the inland and handling costs, undefined.

  4. State the packing format and the carton count. Confirm luminaires per carton, carton dimensions and weight, palletizing, and how brackets, poles or cables are packed when included. Bulk packing cannot be compared with individually boxed luminaires.

  5. Confirm the verification items for that model. Ask which test evidence covers the exact model, including the ingress protection rating and driver specification, and whether a sample from the same model will be sent before bulk production. Record the answers as verification items for that model.

  6. Rebuild and compare on one basis. Put every quotation into the same five-layer table for the same model, wattage and scope, then compare layer by layer. A lower headline price driven by thinner packing or a missing clearance line is not a lower FOB price.

Costs, timelines and documents

The five layers below are the whole FOB stack. Ocean freight, insurance, import clearance and destination transport sit outside it, on the buyer side, and this article gives no duty rates.

What it covers

Ask for it as

1. Factory price

The luminaire as specified, ready for export packing

Per-unit price per model

2. Export packing

Cartons, inner protection, pallets and marking for sea transport

Per-unit or per-carton line

3. Inland transport

Factory to the named port of shipment

Route, vehicle type, per-unit share

4. Port handling and loading

Terminal handling and loading on board the nominated vessel

Separate from inland transport

5. Export clearance and documents

Export declaration and document set for clearance and payment

Itemized lines

What are the typical costs and timelines?

There are no typical FOB costs a guide can state as fact, because each factory prices its own luminaire, packing, route and port work. Read the structure instead: the factory price usually dominates the stack, packing rises with carton size and protection, inland transport rises with distance and vehicle type, and handling and clearance are smaller lines that still decide whether a quotation is complete.

For timelines, ask for separate dates rather than one delivery week: production ready, packing complete, nomination cut-off, port arrival and loading. A luminaire ready at the factory is not a luminaire on board.

Example figures: for 300 units of a 100 W street luminaire, the layers per unit are factory price 42.00, packing 1.80, inland transport 1.20, port handling and loading 0.90, and clearance and documents 0.60, giving an FOB price of 46.50 per unit and an order total of 13,950.00. The figures show addition only, not a quotation.

Which documents are needed?

For export clearance in Bangladesh, goods may not be loaded unless an export declaration, the Bill of Export or Shipping Bill, is submitted to Customs and approved.4 The documents enclosed with it include the export letter of credit, or where there is none the export contract or purchase order or export guarantee approved by the negotiating bank, the invoice, the packing list, the EXP form certified by an authorized dealer, and a certificate of origin issued by the EPB or a Chamber of Commerce and Industry.4

Two document angles change the FOB reading. First, vessel nomination: under FOB the buyer nominates the vessel, so the seller needs the nomination, sailing schedule and port cut-off in time to complete clearance and deliver to the port. A late nomination can mean a missed sailing, and the purchase order should state in writing who bears any resulting storage or re-handling cost. Second, payment documents: where payment is by letter of credit, the credit should name the same FOB port and terms as the purchase order, and call for the on-board bill of lading that evidences loading. A mismatch between the credit, purchase order and Bill of Export delays payment even when the goods have shipped.

Bangladesh-specific rules and tips

Keep one legal name across every paper. The export declaration names the exporter and the foreign buyer,4 so the name on the trade licence, quotation, proforma invoice, letter of credit and payment account should match. Fix any mismatch before the Bill of Export is filed.

Confirm the port, not only the country. Transport and handling are priced to a named port, so a quotation without a port cannot be rebuilt into the five layers. State the port on the quotation, purchase order and letter of credit, and confirm the inland route to that port.

Treat poles and brackets as scope, not as standard. Poles, arms and brackets are bulky, and their inclusion changes packing, transport and handling out of proportion to their factory price. Price them as separate lines, with their own packing and dimensions, rather than assuming they sit inside the luminaire price.

Check the ingress protection claim against its test basis. The IP Code uses two digits: the first indicates protection against solid particles, the second against liquids.5 IP6X means dust-tight, while the second digit runs from dripping water up to immersion and powerful water jets.5 Ask which test evidence supports the stated rating for the exact model, and record it as a per-model verification item.

Read the HS heading before you file the papers. Heading 9405 covers lamps and lighting fittings and parts of those fittings,3 and the Bill of Export carries the HS code among its package and description details. Confirm the heading and subheading for the exact luminaire, driver and pole scope with your customs broker before filing.

Mistakes and red flags

What are the most common mistakes?

Comparing headline prices on different models. A 60 W, a 100 W and a 150 W luminaire differ in factory price, packing and handling. Compare only quotations for the same model, wattage and scope.

Comparing a luminaire price with a set price. A price that includes a pole, bracket and cable is not comparable with a luminaire-only price. Ask for the scope line by line.

Accepting "FOB Bangladesh" without a port. Without a named port, transport and handling cannot be priced or checked. Insist on the port in writing, with Incoterms 2020 stated.

Leaving vessel nomination undated. Under FOB the buyer nominates the vessel, so an undated nomination leaves the seller unable to plan clearance and delivery. Put the nomination date, sailing and cut-off in the purchase order, with the cost of a missed sailing assigned.

Treating a lump sum as a complete FOB price. A single figure can hide missing packing, transport or clearance. Ask for the five lines, and treat any missing line as an open question.

Reading a badge as a guarantee. A profile or badge is a starting point for enquiries. Verification on Exportain is a document and photo review, not a factory inspection,6 so sample approval and verification stay with you.

Paying for the ocean leg twice, or not at all. Under FOB the buyer pays ocean freight and insurance after loading.2 Confirm that neither line sits inside the seller FOB price and that your own bookings cover the voyage from loading onward.

Checklist

Before you confirm, every line should be answered in writing.

  • Luminaire model, wattage, lumen output, colour temperature, ingress protection rating, driver type confirmed.

  • Scope confirmed line by line: luminaire only, or luminaire plus bracket, pole, cable, photocell or controller.

  • FOB price split into five layers: factory price, packing, inland transport, port handling and loading, clearance and documents.

  • Named port and "FOB [port], Incoterms 2020" on the purchase order.

  • Vessel nomination: who nominates, by what date, and who bears the cost of a missed sailing.

  • Packing confirmed: luminaires per carton, carton dimensions and weight, palletizing, separate packing for poles or brackets.

  • Per-model verification items recorded: ingress protection test evidence, driver specification, sample from the same model.

  • Export set agreed: Bill of Export, invoice, packing list, EXP form certified by an authorized dealer, certificate of origin.4

  • Payment documents matched: credit, purchase order and Bill of Export name the same port and terms, and the credit calls for an on-board bill of lading.

  • Quotations compared only on the same model, wattage, scope and five-layer structure.

How Exportain helps

On Exportain, browse suppliers and post a request for quotation (RFQ) on the RFQ board with your luminaire model, wattage, scope and named port, so suppliers quote against the same specification. Ask each reply for its five-layer FOB split, packing format and nomination date.

Read the badges for what they record. Exportain verification is a document and photo review, not a factory inspection, and membership plans never grant a trust badge.6 That review does not test whether a factory can make your luminaire, so the per-model verification items above stay with you.

FAQs

What should I know first about LED street lights?

Know whether you are buying a complete luminaire or only part of one, and state the scope with the model. Heading 9405 covers lamps and lighting fittings and parts of those fittings,3 so a luminaire, a driver and a pole are different items to price and pack.

What are the typical costs and timelines?

There are no typical FOB costs a buyer can rely on: each factory prices its own luminaire, packing, route and port work. Use the five-layer structure instead, up to loading on board. For timelines, ask for production ready, packing complete, nomination cut-off, port arrival and loading as separate dates.

Which documents are needed?

The export set is the Bill of Export, invoice, packing list, EXP form certified by an authorized dealer, and certificate of origin issued by the EPB or a Chamber of Commerce and Industry, with the export letter of credit or, where there is none, the export contract or purchase order.4 Where payment is by letter of credit, the credit, purchase order and Bill of Export should name the same FOB port and terms.

What are the most common mistakes?

The most common mistakes are comparing headline prices on different models or scopes, accepting "FOB Bangladesh" without a named port, leaving vessel nomination undated, and accepting a lump sum without the five layers. Under FOB the buyer nominates the vessel and pays freight and insurance after loading,2 so confirm the nomination date and freight booking before shipment.
