Short answer

To import hotel linen from Bangladesh to the UAE, fix the entry route first: mainland import or designated-zone entry, through Jebel Ali or another emirate gateway. Classify every piece under heading 6302, confirm the duty rate and VAT treatment with your broker, build the order by room set and par stock, check suppliers against a written specification, approve laundry-trial samples, and work the landed cost per room set before bulk production.

Key takeaways

  • Hotel linen sits in heading 6302, split by linen group, construction, print status and fiber; the full UAE national code and duty rate must be confirmed for each piece.

  • Treat 5 percent duty on the CIF value and 5 percent VAT as indicative working figures only, and confirm the rate, value base and payment route with a broker.

  • Fix the entry route before ordering: mainland import, designated-zone entry, or a later zone-to-mainland move each carry different duty and VAT timing.

  • Order by room set and par stock, not by single pieces, and approve a pre-production sample of each item after a laundry trial.

  • All prices and landed-cost figures in this guide are example figures; replace every line with a confirmed figure for the exact programme, route and entry date.

A hotel linen order for the United Arab Emirates is settled at the border before it is settled in the laundry room. The entry route, the port of clearance, and whether the goods go to the mainland or stay in a designated zone change when duty and VAT fall due. Jebel Ali Port is the largest port in the Middle East, and its four terminals handle over 15 million twenty-foot equivalent units (TEUs) a year of container cargo.1 A shipment that arrives with its classification, entry route and label set agreed moves through that gateway; a shipment with those points open waits while they are settled.

This guide is for hotel buyers, hospitality wholesalers and serviced-apartment operators in the UAE who buy bed, bath and table linen from Bangladesh for rooms in service. It gives no single typical minimum, price or transit time. It works in the order a UAE buyer should work: entry route, duty and VAT, room specification, suppliers, samples, shipping and landed cost.

Decide the UAE entry route before you buy anything

The first question is where the linen will be used, not which mill will make it. Linen for a hotel on the mainland is an import into the UAE. Linen that stays in a designated zone, for storage or re-export, is treated differently for VAT, and linen that later moves from a designated zone to the mainland is treated as an import at that boundary. Ask your customs broker, before you order, whether your zone is a designated zone for VAT purposes, and get the answer for your exact movement. Do not assume every free zone carries designated-zone treatment.

For goods imported into a designated zone from outside the UAE, no VAT applies at entry, while a supply from a designated zone to the UAE mainland carries 5% VAT accounted for by the buyer under the reverse charge mechanism.2 A mainland supplier selling into a designated zone charges VAT under the normal rules, at 5% where the supply is standard rated.2 Fix the route in writing before the purchase order.

Name the gateway, customs authority and declaration type in the order plan, and confirm them with the broker and forwarder together. If any linen will leave the UAE again, say so at the enquiry stage.

What UAE duty and VAT do to the price of a room set

Duty follows the classification of each piece, not the word hotel on the invoice. Hotel linen sits in heading 6302, bed linen, table linen, toilet linen and kitchen linen, split by linen group, construction, print status and fiber.3 The six-digit lines are 630210 for knitted or crocheted bed linen, 630221 and 630231 for printed and unprinted cotton bed linen, 630222 and 630232 for bed linen of man-made fibers, 630260 for cotton terry toilet and kitchen linen, 630291 for other cotton toilet and kitchen linen, 630293 for toilet and kitchen linen of man-made fibers, 630251 and 630253 for table linen, and 630240 for knitted or crocheted table linen.3 Code the order piece by piece: a bathrobe is a garment, not linen. The full UAE national code adds digits beyond the shared six and must be confirmed by the broker. The lines above are indicative, to be verified against the UAE tariff for the entry date.

Government tariffs in the UAE range from 0 to 5 percent, and in Dubai the customs tariff is 5 percent of the CIF (cost, insurance and freight) value, except for alcohol and cigarettes.4 Treat 5 percent on CIF as the working figure for hotel linen, indicative only, and confirm the rate beside each national code with your broker. Duty is charged on the CIF value, so freight and insurance sit inside the duty base.

VAT sits on top of duty in the mainland case. The standard VAT rate in the UAE is 5%, businesses with taxable supplies and imports above AED 375,000 must register, and voluntary registration is available from AED 187,500.5 A VAT-registered business can generally recover input VAT, while an unregistered buyer cannot. In the landed-cost example below, VAT is worked at 5% on the CIF value plus duty, as an example figure only.

Why Bangladesh fits a UAE hotel programme

A UAE hotel programme needs three things from one supply chain: wide sheeting fabric for sheets, terry capacity for towels, and shade control across repeat orders, because a property reorders the same white and colors for years. Bangladesh home-textile mills that already run bed, bath and table linen together can cut sheets, pillowcases and duvet covers from the same fabric, weave or buy terry for towels and bath mats, and hold one dye range across the programme. That is the reason to shortlist mills on programme breadth rather than on a single item price.

The fit is also about repeatability. A hotel judges linen in the laundry room, over dozens of washes, and on the bed, where a sheet that shrank or a towel that lost pile fails in service. Ask how a mill holds shade and size across repeat orders.

Build the order around rooms in service

Start from the beds, not from a catalogue. List every bed size, the number of beds at each size, the guests each room sleeps and the mattress depth for each size, including any topper. Record the laundry route in the same document: in-house or commercial laundry, the wash process, temperatures and chemistry, and who approves a change. Samples must be tested against the agreed process.

Set par stock with housekeeping before asking for prices. Par stock is the sets a property holds across the beds, the laundry cycle and the store, and the par multiple decides the first order quantity more than the room count does. Fix the par multiple in writing, item by item. Cost the order by room set and by par stock, not by single pieces: a room set is the linen for one room change, sheets and pillowcases for each bed plus bath and hand towels for the guests, with table linen where the property runs a restaurant or banquet service.

Pillow sizes, closure, shade match to the sheet

Duvet covers

Duvet sizes, closure, piping or plain edge

Bath, hand towels, bath mats

Write one specification document, with one row per item, and send the identical document to every supplier. For each item, fix fiber composition, weave, finished sizes with the post-wash tolerance, towel weight, color or shade, and construction: hem width, pocket depth and closures. Add logo treatment item by item, and close with labels and packing.

Find and check suppliers against the hotel specification

Shortlist mills and exporters whose current range already includes hotel or institutional linen in bed, bath and table groups. Browse suppliers on Exportain and read each profile against your property specification, not its headline price. Shortlist three or four suppliers and send each one the identical specification, asking for the same reply format: fabric assumed for each item, items per pack, price inclusions, validity, and the minimum per item and per color. Ask whether the supplier has shipped to the UAE or another Gulf state and can supply the agreed label set.

Verification has three layers, all before any payment. First, company documents: trade license, export registration and association membership where applicable, checked so name, address and bank account agree across every document. Second, capability: monthly capacity, whether weaving is in-house or fabric is bought in, fabric width, dyeing route, terry range, and recent hotel programmes shown in finished goods. Third, payment discipline: pay only the company account named in the documents, never a personal account, and verify any bank detail change separately.

On Exportain, supplier profiles carry document and photo review badges. A badge is a review of documents and photos, not a factory inspection or a guarantee, and Exportain is not a party to the contract for the goods, does not inspect goods, book freight or clear customs. For a first order, add a video or in-person factory check.

Minimums, samples and the laundry trial

There is no single typical minimum for hotel linen from Bangladesh. The minimum is set per item and usually per color or shade, because fabric is woven, dyed or printed in batches and a cutting plan is set up per size range. Ask how the minimum splits by item, color, size range and treatment, and get the split in writing.

Samples work in stages. A development sample shows whether the factory can construct the item and complete a room set to the size chart. A pre-production sample, made in the actual production fabric, color, weave and finish, is the sample you approve for bulk. Approve each one in writing, keep one sealed counter-sample per item, and note the fabric, dye lot and finishing route on the approval.

The laundry trial decides whether the linen survives in service. Wash the samples through the agreed process for the agreed number of cycles, then measure finished sizes, check shade against the counter-sample, and check towel pile and hem stitching. Do not approve bulk until the trial record is signed.

Agree the inspection method and defect limits before production. ISO 2859-1 specifies an acceptance sampling system for inspection by attributes, indexed by the acceptance quality limit (AQL), and the AQL is the worst tolerable process average when a continuing series of lots is submitted for acceptance sampling.6 Set defect classes first: critical defects at zero acceptance, major defects at the agreed AQL, minor defects at a looser AQL.

Labels, packing and marks for the UAE market

Labels are agreed at sampling stage, not at shipment. Fiber composition must match the fabric bought, because the labeled composition is also the composition the classification is built on. Agree the wording in full: fiber names and percentages, care instructions, size and origin marking, and check the finished label before bulk sewing. For the UAE, agree with your buyer and broker, in writing, whether labels must carry Arabic as well as English, and whether any additional conformity marking applies. No UAE label mandate is stated here.

Packing follows the room set, not the factory's convenience. Pack by item and size, state carton contents, dimensions and maximum weight in the specification, and mark each carton with item, size, color, quantity and purchase order number. Keep counts, weights and quantities identical across the packing list, invoice and bill of lading. Towel pieces share the terry line 630260 with bath towels, so read the bath towels import guide for the UAE for towel-specific packing points. Where a hotel mark is specified, approve it on the pre-production sample and check it survives the laundry trial.

If your hotel group names a chemical safety scheme, ask for the matching certificate and check its scope. OEKO-TEX STANDARD 100 tests for harmful substances are based on intended use, with stricter requirements the more intensive the skin contact: bed linen sits in Product Class 2, direct skin contact, while home textiles sit in Product Class 4.7

Shipping, delivery terms and the Chattogram to Jebel Ali leg

Sea freight is the standard route for bulk hotel linen, and it takes weeks rather than days, varying by port, routing, transshipment and season. Plan from your forwarder's current sailing schedule, add clearance and delivery, and keep production time separate.

The Incoterms 2020 rules number eleven, split into seven rules for any mode of transport and four rules for sea and inland waterway transport only.8 Under FOB, risk passes when the goods are on board the vessel, under FCA risk passes when the goods are handed to the buyer's carrier, and under DDP the seller clears the goods for import and pays duty and tax, with risk passing at the named destination.8 For a first order shipped in containers, weigh FOB at the Bangladeshi port against FCA at the named terminal: under FCA, delivery happens when the goods are handed to your carrier, which matches how containerized cargo moves. Under CIF, the seller pays freight and buys minimum insurance, but risk still passes on loading at origin. State the rule, named place and version in every document, and never use a bare FOB with no named port.

On the Bangladesh side, export clearance must be completed before loading. Section 131 of the Customs Act, 1969 requires clearance of customs for export, and goods must not be loaded or stuffed in containers unless an export declaration, known as a Bill of Export or Shipping Bill, is submitted and approved.9 The enclosed documents include the export letter of credit or contract, the commercial invoice, the packing list, the EXP form certified by authorized dealers, the certificate of origin, the VAT registration certificate and the taxpayer identification number.9 Ask for the Bill of Export number and the as-shipped invoice and packing list, and check them against your purchase order.

Landed cost for one room set

A landed cost is the full cost of one room set, ready for use at the property or warehouse. Every number below is an example figure only, not a quote, for 240 room sets for a 120-room property at a par multiple of two, shipped by sea from Chattogram to Jebel Ali and cleared to the Dubai mainland, with duty at the indicative 5% on CIF and VAT at 5% on CIF plus duty in this example. Confirm the duty rate, VAT base and payment route with your broker before using any figure as a budget.

Import checklist in UAE order

  1. Fix the entry route in writing, with gateway and declaration type confirmed by the broker.

  2. Classify every piece from heading 6302, and confirm each national code, duty rate and VAT base.

  3. Build the property specification: bed mix, room count, mattress depths, laundry process, par stock, one row per item.

  4. Shortlist mills with hotel linen in bed, bath and table groups, and request quotes on the identical specification.

  5. Verify the supplier: documents, capability in current production, and a factory check for a first order.

  6. Order samples in stages, run the laundry trial, and approve a pre-production sample of each item in writing.

  7. Confirm the order in writing: purchase order, pro forma invoice, delivery and payment terms, inspection plan, labeling, packing, shipment date.

  8. Agree labels and packing before bulk sewing: fiber wording, care, size, origin, Arabic wording where agreed, carton marks.

  9. Inspect during production and on packed goods, and hold shipment where inspection fails.

  10. Ship on the agreed delivery term, holding the Bill of Export number and as-shipped documents in the file.

  11. Clear customs with the confirmed code for each piece and documents agreeing across invoice, packing list, bill of lading and certificate of origin.

  12. Reconcile the actual landed cost per room set, and use the gap to price the next programme.

What is the typical MOQ for hotel linen from Bangladesh?

There is no single typical minimum. The minimum is set per item and usually per color or shade, because fabric is woven, dyed or printed in batches and a cutting plan is set up per size range. Ask how the minimum splits by item, color, size range and treatment, and get the split in writing before comparing quotes.

How long does shipping take?

Production time and transit time are separate, and neither has a single typical figure. Sea transit from Bangladesh to the UAE takes weeks rather than days and varies by port, routing, transshipment and season, so plan from the forwarder's current sailing schedule and add clearance and delivery.

What import duty applies?

Duty follows the confirmed classification of each piece, the entry route and the origin, and there is no single rate for a whole programme. Hotel linen sits in heading 6302: 630210, 630221, 630231, 630222, 630232, 630260, 630291, 630251, 630253 and 630240, split by linen group, construction, print status and fiber.3 Government tariffs in the UAE range from 0 to 5 percent, and in Dubai the tariff is 5 percent of the CIF value.4 Treat 5 percent on CIF as indicative, verify the rate beside each national code, and confirm the duty line with your broker before fixing a price.4 For Dubai, the standard import declaration carries the invoice, packing list, bill of lading, certificate of origin and customs client code.10

How do I verify a supplier?

Check company documents first, so name, address and bank account agree across the trade license, export registration and invoices, and payment goes to the company account named in them. Then check capability: programme capacity, fabric width and source, dyeing route, terry range, shade control across repeat orders and recent hotel production shown in finished goods. Add a factory check for a first order, verify any bank detail change separately, and approve a pre-production sample of each item, after a laundry trial, before bulk production.
