Frozen Shrimp From Bangladesh to Germany: A Buyer's Import Checklist
Frozen shrimp from Bangladesh to Germany through the EU border control post: CHED-P and TRACES, the catch certificate in CATCH, the 0306.17 line and EBA preference, supplier checks, and a per-kilogram landed-cost example in euros.
Short answer
To import frozen shrimp from Bangladesh to Germany, present the consignment at a designated EU border control post with a CHED-P filed in TRACES, a validated catch certificate submitted through CATCH for wild-caught shrimp, and an official health certificate from a listed establishment. Classify the shrimp on CN line 0306 17 92 20, confirm the indicative 12 percent duty and any Everything But Arms preference with your broker, and confirm the German import VAT rate before pricing.

Key takeaways
Settle the German border control post first: the CHED-P in TRACES, the health certificate, the catch certificate and the customs declaration must agree before the container ships.
Classify on CN line 0306 17 92 20 for Penaeus vannamei and Penaeus monodon; treat the 12 percent third country duty as indicative and confirm the TARIC rate, any quota and any preference claim with your broker.
Wild-caught shrimp needs a flag-State-validated catch certificate submitted at least three working days before arrival, and EU importers must submit catch documents through CATCH.
The processing establishment must appear on the current TRACES-NT establishment list for fishery products, and the health certificate must be checked line by line before shipment.
The example landed cost is EUR 13.08 per kilogram at the indicative duty rate with no preference claimed; rework it at quotation stage and after shipment with actual invoices.
A frozen shrimp consignment from Bangladesh does not clear into Germany at the price on the quotation. It clears at a designated border control post, where the health certificate, the catch certificate and the customs declaration must agree with the goods in the container.
This guide is for German importers, wholesalers, retailers and food service buyers bringing frozen shrimp from Bangladesh into Germany. It follows the German entry order, from the border control post to the landed cost.

Start at the German border control post, not at the price
Frozen shrimp is a product of animal origin, so it must be presented at a designated border control post (BCP) on entry into the European Union. All EU border control posts apply the same official control rules under Regulation (EU) 2017/625, with documentary, identity and physical checks.1 The documentary check verifies the certificates, the identity check confirms that the goods, labelling, seals and transport match the documents, and the physical check examines the goods, with sampling and testing where needed.1 Only goods from authorised countries are admitted, and the exporting country must have communicated its list of establishments, published in TRACES-NT.1
Before ordering, fix three points: name the German BCP and confirm it is designated for products of animal origin; agree who files the Common Health Entry Document for products of animal origin (CHED-P) in TRACES, and when; and agree who holds the original health certificate at the border.2 The person responsible for the consignment completes the CHED-P in TRACES, and the checks are recorded there.1 File the pre-notification before arrival, and confirm the deadline with the German BCP in writing; one Member State authority states at least one working day before the expected arrival.3 A non-compliant consignment may be refused entry, destroyed, re-dispatched, or given special treatment.1
Classify the shrimp and settle the duty question on the CN line
Classification decides the duty line, the preference claim and the documents that follow. Frozen shrimps and prawns sit in heading 0306. The Combined Nomenclature line for the two species most often shipped from Bangladesh is 0306 17 92 20: shrimps and prawns of the species Penaeus vannamei and Penaeus monodon, whether in shell or not, not cooked, for processing.4 The tariff page records a third country duty of 12.00 percent, with IUU fishing and veterinary controls.4 Treat 12 percent as an indicative working figure only. The European Union tariff schedule (TARIC) could not be opened for this guide, so the broker must confirm the rate on the exact TARIC line for the entry date, including whether any autonomous tariff quota under authorised use applies. The same page records such a quota, order number 052802, at 0.00 percent for 2026.4
Under the Everything But Arms arrangement, the European Union grants full tariff and quota-free imports for all goods from United Nations-defined least developed countries, except for arms.5 The Bangladesh customs hub records a 0 percent preferential tariff for the European Union for shrimp lines, with Regulation (EU) No 978/2012 as the reference.6 That does not settle any single consignment: a claim depends on the origin rules, the proof of origin and the rules in force on the entry date, and the broker must confirm it line by line. If the shrimp is cooked, seasoned or otherwise prepared, do not assume the 0306 line. Every HS heading here is indicative.
Import VAT is charged in Germany on top of duty, on the customs value plus customs duty.7 German customs states the rate at 19 percent, with a reduced rate of 7 percent for selected goods such as food products.7 Confirm with a tax adviser which rate applies.
Prove the catch: the catch certificate and CATCH
Wild-caught shrimp and farmed shrimp do not prove origin the same way. For fishery products, importation of products obtained from illegal, unreported and unregulated (IUU) fishing is prohibited, and fishery products may only be imported with a catch certificate in conformity with the IUU Regulation.8 The certificate must be validated by the flag State of the vessel or vessels that made the catches, and must contain all the information in the specimen in Annex II.8
The importer submits the validated catch certificate at least three working days before the estimated arrival, subject to adaptation for product type, distance or transport means.8 Where verification is required, release is suspended and storage costs are borne by the operator.8 Where refusal conditions are met, including a missing or unvalidated certificate, the authorities refuse importation.8 For shrimp processed in a third country other than the flag State, the importer must also submit the endorsed processing plant statement.8 For farmed shrimp, agree in writing which documents the German BCP expects; the Bangladesh customs hub records an IUU certificate as required only where the product is extracted from marine sources.6
Since 10 January 2026, EU importers must submit catch certificates through CATCH, the European Union system for the catch certification scheme, part of TRACES NT.9 Use of CATCH by non-EU exporters is voluntary but strongly recommended; where the exporter supplies paper documents, the EU importer must enter the data manually and attach scanned copies.9 Ask the supplier, before ordering, whether its documents will arrive in CATCH or on paper, and allow extra handling time for a paper file.
Health certificate, listed establishment and the German entry file
The health certificate is the second gate document. Animals and animal products from non-EU countries can only enter the European Union market if accompanied by an official certificate, subject to narrow exceptions.2 It carries a public health attestation and, for certain fishery products, an animal health attestation, and must be signed by the official veterinarians in the non-EU country.2 Certificates are always checked at border control posts, may be paper or electronic, and the electronic form is submitted through TRACES NT.2 A single mistake is sufficient for rejection, and an incorrect weight will lead to rejection.2 Check the certificate line by line before shipment: establishment, species, quantities, weights, container and seal numbers, and the BCP of entry.
The establishment that processed the shrimp must be listed. Goods can only enter the European Union from listed non-EU countries, published in Regulation (EU) 2021/404 for animal health and Regulation (EU) 2021/405 for public health, and only then may a country propose establishments for listing.10 Establishments must comply with Annex III to Regulation (EC) No 853/2004, with fishery products in Section VIII, and compliance must be checked and confirmed by the non-EU country's competent authority.10 Check the current TRACES-NT list for the supplier's approval number and any restriction before ordering, and recheck it before shipment.
Build the entry file as one pack, with every document agreeing on species, quantity, weights and marks: the CHED-P, health certificate, catch certificate, invoice, packing list, bill of lading, origin proof, and customs declaration.
Why Bangladesh fits a German buyer
German buyers buy two different products from Bangladesh that must not be mixed in one specification: farmed vannamei, Penaeus vannamei, sold by count, shell state and glaze; and black tiger shrimp, Penaeus monodon, sold on size, colour and shell state.4 Species, production method and area decide the CN line, the catch documents, the health certificate and the label. A quotation naming only shrimp cannot be classified, certified or labelled. Shortlist on the entry file, then on price.
Specify the shrimp so the file and the label agree
Write one specification and send the identical document to every supplier.
Specification line | Decide before quoting |
|---|---|
Species and scientific name | Penaeus vannamei or Penaeus monodon, German commercial designation confirmed |
Production method | Farmed or wild-caught, farm or vessel origin per lot |
Catch or farm area | FAO area for wild-caught, country of farming for aquaculture, gear category where caught |
Shell state and form | Head-on shell-on, headless shell-on, peeled, peeled and deveined, tail-on or tail-off |
Count size | Count per kilogram or per pound, tolerance agreed |
Glaze and net weight | Glaze percentage, drained net weight, verification method |
Freezing method | Individually quick frozen or block frozen, freezing date record |
Pack format | Inner packs, master cartons, carton net weight, marks, lot coding |
The consumer label follows the same facts. Products marketed in the Union to the final consumer or a mass caterer must show the species designation and scientific name, the production method using the words caught, caught in freshwater or farmed, the catch or farm area and gear category, whether the product has been defrosted, and the date of minimum durability where appropriate.11 For aquaculture products, the area is the country where the product reached more than half of its final weight or stayed for more than half of the rearing period.11 Agree the label artwork at sample stage, in German where the buyer sells at retail.
Find and verify suppliers against the German entry file
Shortlist processors whose current range already includes frozen shrimp for the European Union, and check each one against the entry file, not its headline price. Browse suppliers on Exportain and read each profile for the species, shell states and pack formats it actually runs.
Verification has three layers, all before any payment. First, listing: the plant must appear on the current TRACES-NT establishment list for fishery products, with no restriction that excludes the order.10 Second, document discipline: ask for a sample document set from a recent European Union shipment, with names and prices removed, and check that the health certificate, catch certificate, invoice, packing list and bill of lading agree. Third, Bangladesh-side readiness: the Bangladesh customs hub records an export licence, a no objection certificate and a salubrity certificate from the Department of Fisheries, Fish Inspection and Quality Control.6 On Exportain, supplier profiles carry document and photo review badges: a review of documents and photos, not a factory inspection or a guarantee. Exportain is not a party to the contract for the goods, does not inspect goods, book freight or clear customs. For a first order, check the plant by video or in person.
MOQ, pricing and samples
There is no single typical minimum for frozen shrimp from Bangladesh. The minimum is set per species, count size, shell state and pack format, because a freezing and packing run is set up per line and per carton size. Ask how the minimum splits by species, count, shell state and pack, and get the split in writing.
Compare prices only on the identical specification, delivery term and document set. A price that excludes the health certificate, catch certificate handling, BCP charges or German delivery cannot be compared with one that includes them. Ask for the price inclusions in writing. Where the quotation is in dollars and the landed cost is in euros, agree the conversion rate and date in the purchase order.
Samples work in three stages: a pre-production sample showing count, shell state, glaze and pack; a production sample from the first freezing run; and a retained sample per lot, kept frozen by the buyer. Approve each sample in writing and record the lot number, freezing date and glaze.
Quality control and certifications needed
Quality control for frozen shrimp is cold chain and weight discipline, checked lot by lot. Agree the holding temperature in writing, the temperature record for the container, and the check on arrival. Agree how net weight is verified: drained weight after thawing under an agreed method, the glaze percentage, and the tolerance on count size.
Agree the inspection plan before production: who inspects, at which stages, against which defect list, and what happens when a lot fails. The Bangladesh customs hub records that the plant must be managed under a Quality Assurance Programme based on HACCP, and that the salubrity certificate is not issued where the 2020 Act requirements are not met.6 Ask for the HACCP plan summary, the testing scope, and the laboratory used. Where the buyer requires a named private scheme, check its scope and expiry, and confirm the establishment matches the health certificate.
Incoterms, shipping and transit time
The Incoterms 2020 rules number eleven: seven for any mode of transport and four for sea and inland waterway transport only.12 They decide who arranges carriage, who clears customs, where delivery happens and where risk passes, and they do not transfer title or set the price.12 Under FOB, risk passes when the goods are on board, under FCA the seller clears for export and hands the goods to a carrier named by the buyer, and under DDP the seller clears for import and pays duty and tax.12 For containerised shrimp, weigh FCA at the named terminal against FOB at Chattogram: under FCA the handover matches how container cargo moves, while under FOB risk stays with the seller until loading.12 Under CIF, the seller pays freight and buys minimum insurance, but risk still passes on loading, and the CIP rule requires all risks cover.13 State the rule, named place and version in every document.
Sea freight is the standard route for bulk frozen shrimp, and it takes weeks rather than days, varying by port, routing, transshipment and season. Plan from the forwarder's current sailing schedule, add BCP inspection, clearance and delivery, and keep production time separate from transit time. Confirm the reefer specification and monitoring arrangements before the container is stuffed.
Landed cost example
A landed cost is the full cost of one kilogram of frozen shrimp, cleared and delivered to the buyer's cold store in Germany. Every number below is an example figure only, for 1,000 kilograms net weight of farmed Penaeus vannamei, headless shell-on, shipped by sea from Chattogram to a German port, with duty at the indicative 12 percent rate, import VAT at 19 percent, and no preference claim. Confirm the duty and VAT rates with the broker and tax adviser before using any figure as a budget.
Example figures: per kilogram, net weight, euros.
Cost element | Example figures (per kg) | How to obtain your figure |
|---|---|---|
Product price, FOB Chattogram | 8.40 euros | Pro forma invoice |
Freight and insurance, per kg | 0.85 euros | Forwarder quotation |
CIF value, per kg | 9.25 euros | Price plus freight and insurance |
Duty at indicative 12 percent of CIF | 1.11 euros | Broker calculation on the TARIC line |
Import VAT at 19 percent of CIF plus duty, in this example | 1.97 euros | Tax adviser, broker |
BCP, port, clearance and broker fees, per kg | 0.45 euros | BCP and broker invoices |
Delivery to cold store, per kg | 0.30 euros | Local carrier quotation |
Total landed cost, per kg | 13.08 euros | Sum of all lines above |
Work the calculation twice: at quotation stage, and again after shipment. If a preference claim is confirmed, the duty line changes and every line below it changes with it.

What is the typical MOQ for frozen shrimp from Bangladesh?
There is no single typical minimum. The minimum is set per species, count size, shell state and pack format, because a freezing and packing run is set up per line and per carton size. Ask how the minimum splits by species, count, shell state and pack, and get the split in writing.
How long does shipping take?
Production time and transit time are separate. Sea transit takes weeks rather than days and varies by port, routing, transshipment and season, so plan from the forwarder's current sailing schedule and add BCP inspection, clearance and delivery. The catch certificate must reach the German authorities at least three working days before arrival,8 and the CHED-P must be filed before arrival.
What import duty applies?
Duty follows the confirmed classification, entry date and origin claim. The CN line for Penaeus vannamei and Penaeus monodon, whether in shell or not, not cooked, for processing, is 0306 17 92 20, shown with a third country duty of 12.00 percent.4 Treat 12 percent as indicative, verify the rate on the EU TARIC line, and confirm any quota or preference claim with the broker. Under Everything But Arms, the European Union grants full tariff and quota-free imports for all goods from United Nations-defined least developed countries, except for arms,5 but a single consignment's claim depends on the origin rules and proof. Import VAT is charged on the customs value plus duty, at 19 percent, with a 7 percent reduced rate for selected goods such as food products.7
How do I verify a supplier?
Check the establishment listing first: the plant must appear on the current TRACES-NT list for fishery products, with no restriction that excludes the order, and the country must be listed.10 Then check document discipline on a recent European Union shipment, with the health certificate, catch certificate, invoice, packing list and bill of lading in agreement. Then check Bangladesh-side readiness: the export licence, no objection certificate and salubrity certificate.6 Add a plant check for a first order, verify any bank detail change separately, and approve a production sample before bulk freezing.
