Short answer

Curtains, drapes, interior blinds and curtain or bed valances made of textile fabric are classified in heading 6303. The six-digit line turns on construction and fibre: 6303.12 and 6303.19 for knitted or crocheted curtains, and 6303.91 for cotton, 6303.92 for synthetic fibres and 6303.99 for other textile materials where the curtain is not knitted or crocheted. Confirm the full national code before filing.

Key takeaways

  • Textile curtains, drapes, interior blinds and curtain or bed valances sit in heading 6303, and Chapter 63 covers made up articles only, so curtain fabric in the length is classified as a fabric, not under 6303.

  • Construction decides the block first: knitted or crocheted curtains take 6303.12 for synthetic fibres or 6303.19 for other textile materials, and there is no separate six-digit line for knitted cotton.

  • Curtains that are not knitted or crocheted split by fibre: 6303.91 for cotton, 6303.92 for synthetic fibres and 6303.99 for other textile materials, and a blend follows the fibre that predominates by weight.

  • The EU and UK split the synthetic and other-materials lines further for nonwoven curtains, and national tariffs separate net curtains, window curtains, valances and blinds by article type.

  • Only the first six digits are shared worldwide: the EU extends to eight digits and the United States and United Kingdom to ten, so confirm the full national code per article type.

If you import curtains for a retail chain or hotel project, the hs code for curtains is the line your customs entry, duty calculation and origin claim depend on. The Harmonized System is a multipurpose international product nomenclature developed by the World Customs Organization (WCO), comprising more than 5,000 commodity groups, each identified by a six-digit code, and used by more than 200 countries and economies as a basis for their customs tariffs.1 For curtains, the heading is direct, but the six-digit line still turns on construction and fibre, not on the product name in a supplier listing. This guide covers classification only; the ordering steps are in how to import curtains from Bangladesh and the inspection points in the curtains quality control checklist.

Quick answer: indicative HS heading (with verify note)

The HS organises its approximately 5,000 six-digit product categories by sections, chapters (2 digits), headings (4 digits) and sub-headings (6 digits).2 Textile curtains, drapes, interior blinds and curtain or bed valances sit in heading 6303, in Chapter 63 for other made up textile articles.3 Chapter 63 note 1 limits its first sub-chapter to made up articles of any textile fabric, so heading 6303 covers finished curtains, not curtain fabric sold in the length.3

Construction and fibre

Indicative six-digit line

Why

Knitted or crocheted, of synthetic fibres

6303.12

The knitted or crocheted block opens with the synthetic fibres line

Knitted or crocheted, of other textile materials

6303.19

Cotton knitted curtains fall inside this line, not in a separate cotton line

Other (not knitted or crocheted), of cotton

6303.91

The other block splits first by fibre, starting with cotton

Other (not knitted or crocheted), of synthetic fibres

6303.92

The woven and nonwoven staple for blackout and sheer ranges

Other (not knitted or crocheted), of other textile materials

6303.99

Linen, ramie, wool and other fibres outside cotton and synthetics

Verify the construction and fibre, not the label. The United States schedule and the United Kingdom tariff list heading 6303 in the same shape.3 4 Treat 6303 as indicative and confirm the national code before filing.

How HS codes are structured (2-4-6 digits)

Each pair of digits narrows the category: chapter 63 for other made up textile articles, heading 6303 for curtains, interior blinds and valances, then a six-digit subheading by construction and fibre, for example 6303.91 for curtains that are not knitted or crocheted and are of cotton.2

Factors that decide the code for curtains

Knitted or crocheted versus other comes first. Heading 6303 splits first on construction: the knitted or crocheted block holds 6303.12 for synthetic fibres and 6303.19 for other textile materials, and every curtain that is not knitted or crocheted moves to the other block.3 4 A warp-knitted sheer and a woven blackout curtain of the same polyester therefore start in different blocks. Record the fabric construction for every style, not just the range name.

Fibre decides the line inside each block. In the other block, 6303.91 is of cotton, 6303.92 is of synthetic fibres and 6303.99 is of other textile materials.3 4 In the knitted block, the United States schedule splits 6303.19 further, with a cotton line at 6303.19.11 and an other line at 6303.19.21 that separates artificial fibres at the statistical level.3 For a blend, the textile section notes classify a mixture of two or more textile materials as the single textile material that predominates by weight over any other single material.4 Record the fibre percentages by weight: a cotton-predominant curtain and a polyester-predominant version of the same design take different lines.

Made up, not fabric in the length. Chapter 63 note 1 states that its first sub-chapter applies only to made up articles of any textile fabric.3 The section notes define made up to include articles produced in the finished state, ready for use, and articles cut to size with finished edges.4 A hemmed curtain panel ready to hang is made up; unhemmed curtain cloth on the roll is a fabric, not a 6303 article.

The article type inside the heading still matters nationally. Heading 6303 covers curtains including drapes, interior blinds, and curtain or bed valances.3 National tariffs then separate the article types: the United Kingdom lines split net curtains out inside the cotton, synthetic and other-materials lines, and the United States suffixes separate window curtains and valances from window shades and blinds.3 4 A valance, a net curtain and a roller blind of the same fibre can share a six-digit line and still take different national codes.

Nonwoven construction is split out in the EU and UK. Inside the other block, the United Kingdom tariff lists a separate nonwovens line under synthetic fibres at 6303 9210 and under other textile materials at 6303 9910, with the remaining curtains in the other lines that follow.4 A nonwoven blackout or disposable curtain therefore needs the nonwoven test before you settle on the general synthetic line.

National codes: US HTS, EU CN/TARIC, UK commodity code

United States: HTS, ten digits. The US schedule keeps the six-digit shape and adds statistical suffixes. Under 6303.91.00 for cotton, the suffixes separate window curtains and valances from other articles, and under 6303.92 the schedule separates curtains made up from specified synthetic fabrics at 6303.92.10 from the other line at 6303.92.20.3 Read the full ten-digit line for each article type.

European Union: CN at eight digits, TARIC for measures. The Combined Nomenclature integrates the HS and adds EU subdivisions, producing eight-digit codes.2 At eight digits, heading 6303 reads 6303 1200 and 6303 1900 in the knitted block, then 6303 9100 for cotton, 6303 9210 for nonwovens and 6303 9290 for other synthetic-fibre curtains, and 6303 9910 and 6303 9990 for other materials.4 Read the confirmed line in TARIC for the entry date and origin Bangladesh, and check the origin rules behind any preference claim.

United Kingdom: commodity code. The UK builds its commodity code on the same first six digits, with its own extension after them.2 The UK tariff page for heading 6303 lists the full ten-digit codes under each six-digit line, including net curtain lines inside 6303 9100, 6303 9290 and 6303 9990, and the nonwovens lines at 6303 9210 00 and 6303 9910 00.4 Take the full code from the UK Trade Tariff for your curtain and entry date.

How to confirm the code officially

  1. Write a precise description: knitted, crocheted, woven or nonwoven construction, fibre percentages by weight, article type (curtain, drape, net curtain, interior blind or valance), and whether the panel is made up and ready to hang.

  2. Start from the official tariff for the destination: the USITC HTS, TARIC or the UK Trade Tariff, and read the heading text and chapter notes.

  3. Check published rulings for similar goods. For the United States, the USITC advises traders to use the Customs Rulings Online Search Service (CROSS), because the correct classification of many items can be found there.5

  4. For a borderline article, such as a coated blackout panel or a blind that mixes textile and non-textile parts, apply for a binding decision before you ship. In the EU, a Binding Tariff Information (BTI) application needs a separate application for each type of product and a detailed description of the goods.6 In the United Kingdom, a legally binding decision is generally valid for 3 years, through an Advance Tariff Ruling.7 In the United States, if the merchandise is not described in any ruling on CROSS, you may request a binding ruling from U.S. Customs and Border Protection.5

  5. Give your broker the description and the confirmed code for each article type, and use the same codes throughout the entry.

Common classification mistakes

Filing a knitted sheer as a woven curtain. Heading 6303 splits on construction first: knitted or crocheted curtains sit at 6303.12 or 6303.19, and curtains that are not knitted or crocheted sit at 6303.91, 6303.92 or 6303.99.3 4 The same polyester sheer takes a different line in warp-knit than in woven form.

Looking for a knitted cotton line that does not exist at six digits. The knitted block has no separate cotton subheading: knitted cotton curtains fall inside 6303.19, of other textile materials, which the United States then splits into a cotton line at 6303.19.11.3 4

Filing curtain fabric under 6303. Chapter 63 covers made up articles only.3 Unhemmed cloth in the length is a fabric; only the finished, made up curtain belongs in heading 6303.

Filing every blind as a textile blind. Heading 6303 covers interior blinds as textile articles of Chapter 63.3 Blinds of plastics take a different heading: the UK tariff lists shutters and blinds, including venetian blinds, of plastics under commodity code 3925 3000 00.8 Check the material before you code a blind.

Filing an awning or sunblind under 6303. The United States schedule places tarpaulins, awnings and sunblinds in heading 6306, a separate heading from curtains and interior blinds.3 An outdoor sunblind is not an interior blind.

Copying a code from another country. The EU extends the six digits to eight,2 and the United States and the United Kingdom split the 6303 lines further, by article type, fabric and nonwoven construction.3 4

Related duties and documents

This guide states no duty rates: the code decides which duty line customs applies, and a rate on a cotton line does not carry to a synthetic-fibre or nonwoven line. Read the rate beside your confirmed code for your origin and entry date, and check what proof of origin a preference claim requires.

Keep the shipment file consistent. The description on the commercial invoice, the packing list and the entry should agree on construction, fibre composition by weight and article type, because those are the facts the 6303 line turns on. Keep the style description, confirmed codes, any binding decision and the origin evidence together in the file, with curtains, valances and blinds as separate invoice lines.

FAQs

What is the HS code for curtains?

Textile curtains, drapes, interior blinds and curtain or bed valances sit in heading 6303. The six-digit line turns on construction and fibre: 6303.12 and 6303.19 for knitted or crocheted curtains, and 6303.91 for cotton, 6303.92 for synthetic fibres and 6303.99 for other textile materials where the curtain is not knitted or crocheted.3 4

Is the HS code the same in every country?

Only the first six digits are harmonised. Beyond six digits, each country adds its own lines: eight digits in the EU Combined Nomenclature,2 and ten in the United States and the United Kingdom, where the 6303 lines split further by article type and construction.3 4

How do I confirm the correct code?

Describe each curtain precisely, read the heading text and chapter notes in the destination tariff, and check published rulings, such as CROSS for the United States.5 For a borderline article, apply for a binding decision before shipping: a BTI in the EU,6 an Advance Tariff Ruling in the United Kingdom,7 or a CBP ruling in the United States.5

What happens if I use the wrong code?

Duty, licensing and quota treatment follow the code on the declaration, so a wrong code brings the wrong treatment. Taking a binding decision in advance helps you calculate the duties and restrictions that will apply.7
