Why this checklist matters
A supplier check and a product check answer different questions. A product inspection asks whether a finished shipment meets its specification, while this checklist asks whether the company behind the shipment is legally able to export, what it actually makes or assembles, and whether its standards evidence covers the exact model. Use both, at different stages: this list before the order, and the companion product check at shipment stage.
Industry insiders estimate that 45 to 50 percent of the Bangladesh bulb market consists of unapproved or uncertified low-quality products, and a Bangladesh Standards and Testing Institution (BSTI) director advises buyers not to rely solely on claims or numbers printed on packaging.1 Some products arrive as complete bulbs or components through dealers, while other components arrive knocked-down and are assembled in Bangladesh.1
Before you start
Decide your must-pass items before you contact any supplier, so a low price cannot quietly move a missing document from required to optional. For most buyers the must-pass set is identity, a current Export Registration Certificate (ERC), a BSTI license scope that covers the product, a sample that matches the written specification, and commercial terms in writing.
Keep one evidence file per supplier: documents, dated sample record, written specification, and every written commitment. Check names, addresses and registration numbers match across documents, and ask for corrections before money moves.

Identity and legal standing
Confirm the legal name and address from the trade license, and check them on all other documents. Trade licenses are issued by the city corporation, municipality or union parishad.2
Confirm the business form, and ask for the matching paper: certificate of incorporation, or partnership deed.3
Ask for the Taxpayer Identification Number (TIN) certificate and Business Identification Number (BIN), and record both in the evidence file.3
Ask for a current chamber or trade association membership certificate; membership is among ERC application documents.3
Confirm the person you deal with can commit the company; record name, role and contact details.
Search the name and address independently of the supplier's website; note any second trading name.
Export papers and banking
Ask for the ERC, current and in the supplier's legal name. Issued by the Office of the Chief Controller of Imports and Exports, it is the license a business needs to export legally.3
Ask which authorized dealer bank handles the supplier's exports, and confirm a business account there. Exporters use authorized dealer banks for the foreign-exchange side, including documentation and proceeds realization.4
Ask how past exports are documented, such as redacted shipping documents or bank references; record what was shown.
Ask about exports to your region and documents previous buyers required; a new-to-market supplier needs closer checks.
Confirm the supplier can issue a commercial invoice, a packing list and a certificate of origin. Shipping documents shown to banks include bills of export, invoices with approved Harmonized System codes, contracts or letters of credit, and transport documents.2
What the supplier actually does
Ask the supplier to state in writing whether it manufactures, assembles or trades the bulbs, and to name subcontracted production. Knocked-down components assembled in Bangladesh reach the market alongside fully imported bulbs.1
Ask where production or assembly takes place, and whether a visit or live video walkthrough can be arranged. Refusal is a failed item.
Ask what changes above a normal run: lead time, split production or subcontracting. Record the answer.
Standards and destination-market evidence
Ask for the BSTI Certification Marks (CM) license, and check its scope names the product you are buying. A CM license indicates assessment against prescribed standards for products under mandatory certification.1
Ask the supplier to name the Bangladesh Standard (BDS) number on its license, and to show it matches the exact product. A licensing guide lists LED Lamp as BDS 1851, but the license scope is the evidence, not the catalogue.5
Ask which international standard applies to the exact model; lamps and fixtures differ. A regulated-equipment listing places self-ballasted LED lamps under IEC 62560, modules under IEC 62031, controlgear under IEC 61347, and luminaires under IEC 60598.6
For a complete fixture rather than a bare bulb, ask for luminaire evidence. IEC 60598 covers fixed, portable, recessed and outdoor fixtures on alternating or direct current up to 1000 volts.7
Ask for written confirmation of which destination-market requirements the exact model meets, plus the test report naming that model. For the European Union, heading 8539 covers LED light sources, with CE marking, ecodesign, RoHS and energy labelling named.8
Samples and specifications
Order a sample of the exact model, wattage and cap type, and test it against the written specification before bulk. BSTI advises checking wattage and lumen information and keeping the warranty card.1
Write the specification before the sample arrives: wattage, lumens, color temperature, cap type, declared rated life, packaging and marking; supplier confirms each in writing.
Compare the sample with the catalogue and the bulk, and keep one reference sample from the approved batch. Any difference in wattage, markings or build is a reason to stop.
Ask what the warranty covers, its duration, and the claim route from your country; put it in the purchase order.
Commercial terms
Agree the minimum order quantity in writing, and its basis: per model, per wattage or per shipment.
Name the Incoterm and named place in the purchase order, and confirm export clearance, carriage and insurance. Under most Incoterms 2020 rules the seller handles export clearance, except under Ex Works, and risk passes on loading under Free on Board and Cost, Insurance and Freight.9
Agree payment terms in writing: instrument, trigger documents, and late or short remedies. Banks may release advances subject to due diligence and verification of export performance.10
Agree lead time, production schedule and delay remedy before deposit, and the production-inspection point.
Shipment documents and final checks
Agree the Harmonized System code in writing. Under heading 8539, LED lamps have a cap for easy installation or replacement in a luminaire with electrical contact, while LED modules do not.11
List every shipment document and the responsible party in the purchase order, including invoice, packing list, certificate of origin and transport document, and confirm consignee and notify details before production ends.
Book an independent pre-shipment check where value or risk justifies it, and share sample, specification and tolerance sheet first.
Common failures and how to fix them
The most common failure is a document for a different product: a BSTI license for one lamp model does not cover another, and a fixture test report does not cover a bare bulb. Ask for the license scope and the report for the exact model; a catalogue page is not a substitute.
The second failure is a name mismatch across documents: trade license, ERC and bank account carrying different legal names or addresses. Ask for a written explanation and a correction, and hold the deposit until names match.
The third failure is a supplier calling itself a manufacturer while assembling imported components without saying so. Assembly in Bangladesh is an established route to market,1 but component sources, assembly quality control and the warranty route then need written answers.
The fourth failure is a vague commercial term: a minimum order quantity applying per wattage, an Incoterm without a named place, or a warranty without a claim route. Write each term into the purchase order before payment and ask the supplier to countersign it.

How Exportain helps
Exportain is a B2B marketplace connecting buyers with Bangladeshi suppliers, and supplier profiles record which document and photo checks have been completed for each listing. Use those records as a starting point, not a substitute: work through the items above, ask for anything the profile does not show, and keep your own evidence file. Exportain is not a party to the goods contract and does not inspect goods, so final checks remain with you or your appointed inspector.
FAQs
When should this checklist be used?
Use it before you place an order, and repeat the document items if the supplier, model or destination market changes. A shipment-stage product check complements this list but cannot repair a missing export license or a license scope for the wrong product.
Who should complete it?
The buyer, a local agent or an independent inspector can complete it, working from the supplier's actual documents rather than its catalogue. For larger or first orders, have someone other than the price negotiator check the document items.
What are the most common failures?
A license scope or test report for the wrong model, a name mismatch across documents, an undisclosed assembly or trading route, and a commercial term left vague, such as a minimum order quantity without a per-model basis or a warranty without a claim route.
Can a third party do it?
Yes, if you share the specification, must-pass list and evidence file first, and if the third party reports against each numbered item rather than giving a general approval. A general approval leaves nothing to check if a shipment is later disputed.
